Cement Factories in the UAE: Producers and What They Make
Which UAE cement factories make OPC, SRC, white cement, GGBS and clinker, where each plant is, which producers are listed on ADX, and how to buy in bulk, bags or for export.

Which UAE cement factories make OPC, SRC, white cement, GGBS and clinker, where each plant is, which producers are listed on ADX, and how to buy in bulk, bags or for export.

The UAE's cement factories sit mostly in the northern emirates and Al Ain: Gulf Cement, Ras Al Khaimah Cement and RAK White Cement in Ras Al Khaimah, Holcim and Fujairah Cement in Fujairah, EMSTEEL's Al Ain Cement Factory in Abu Dhabi emirate, and National Cement in Dubai. Between them they make OPC, sulphate resisting cement, white cement, GGBS and clinker. Compare Portland cement suppliers in the UAE on ListGCC, then match the factory to the product and the delivery route you need.
This page is for contractors, ready-mix and block producers, traders and importers who need to know which UAE factory makes what, where it is, which producers are publicly listed and which ship abroad. Each producer is described from its own website. For how the cement types differ and for Dubai Municipality's SCM rules, read our main guide to cement types, standards and producers in the UAE and Saudi Arabia.
The table records only what each producer's own site states, grouped by emirate. It is not a ranking. Where a site did not state a fact, ask the producer.

Three of the producers here sit at Khor Khwair, next to Saqr Port. Two of them describe export sales through the port, which makes this cluster the usual starting point for buyers outside the UAE.
Gulf Cement was established as a public shareholding company by a Ras Al Khaimah ruler's decree of 31 May 1977. Its factory was inaugurated on 28 April 1982 with capacity of over one million tonnes a year, and a second line added in 2006 (2.5 million tonnes a year) took clinker capacity to 3.8 million tonnes a year. Its headquarters are at Khor Khuwair, about 1.5 km from Saqr Port. It lists the widest range of any UAE producer: OPC, SRC, moderate sulphate resisting cement, oil well cement, clinker, kiln dust, fly ash and GGBS. Its GGBS is made to EN 15167 and ASTM C989 and sold in bulk and jumbo bags. The company says it supplies the Gulf region, the Middle East and West Africa, and its investor pages link to its share price on the Abu Dhabi Securities Exchange.
RAKCC was established in 1995 and is registered as a limited liability company. Its plant is at Khor Khwair, opposite Saqr Port, and is connected to a terminal inside the port that can load ships of up to 40,000 dwt at 500 tonnes an hour from two 10,000 tonne cement silos. Its dispatch handles bulk and bagged cement with automated truck loading and weighing. Products listed are OPC, SRC, masonry cement (MC-II), oil well cement, moderate sulphate resisting cement and Powercrete; the FAQ also names Wallcrete. It lists export sale of clinker and cement among its activities.
Ras Al Khaimah Co. for White Cement and Construction Materials was founded by Emiri decree in 1980 and is listed on the Abu Dhabi Securities Exchange. The group includes RAK White Cement, Noora (lime, established 1978) and Modern Block Factory. It says it produces over 900,000 tonnes of white cement a year and is the leading regional white cement exporter. Its white Portland cement conforms to EN 197-1 CEM I 52.5N and ASTM C150 Type I. It is sold in bulk truckloads, in bags from 1 kg to 50 kg and in 1.5 tonne jumbo bags. White clinker is sold in jumbo bags. This is the UAE's specialist source for white cement for precast cladding, GRC, tile adhesives, paint and decorative work.
Union Cement has a ListGCC brand page. Its website did not load securely when this page was researched, so ask it directly for its plant location, product list and certificates.
Fujairah Cement Industries is a public joint stock company established on 20 December 1979 by Fujairah government decree, with paid-up capital of AED 555 million. Its shareholders include the governments of Fujairah and Abu Dhabi and the Islamic Development Bank. The plant is at Dibba; it was built by Voest Alpine on a turnkey basis with 500,000 tonnes of clinker capacity and one 800,000 tonne cement mill. It sells cement in bulk and 50 kg bags: OPC to BS EN 197-1 CEM I 42.5N and ASTM C150 Type I, SRC to BS 4027 Class 42.5N and ASTM C150 Type V, moderate sulphate resisting cement to ASTM C150 Type II, and OPC and SRC clinker. It names markets in the Gulf, the Middle East, Africa, Bangladesh, India and Sri Lanka.
Khaleej Times reported in November 2025 that Lafarge Emirates Cement now operates as Holcim UAE, with integrated cement and concrete operations running from its quarry in Fujairah to job sites in Dubai. It currently supplies Dubai and Sharjah and plans to expand into Abu Dhabi and Dubai South. Holcim UAE's main cement is ECOPlanet, which it describes as made in the UAE from UAE materials, with a 30% reduction in carbon emissions compared to traditional cement and a verified EPD. It suits buyers who need an environmental product declaration for LEED, BREEAM or Estidama credits.

Emirates Steel Arkan has become EMSTEEL, which runs cement alongside steel and concrete products. EMSTEEL states total cement production capacity of 4.6 million tonnes a year. Its Al Ain Cement Factory produces about four million tonnes of clinker and over five million tonnes of cement a year, often to customer or project specifications. Products listed:
Because EMSTEEL lists both cement and slag, buyers can source the OPC and the GGBS for a blended mix from one supplier. EMSTEEL's head office is in Abu Dhabi Industrial City (ICAD), Musaffah.
National Cement Company was established in 1968 under the vision of Sheikh Rashid bin Saeed Al Maktoum and says it produces over 1.5 million tonnes a year. It is a public shareholding company based in Al Quoz Industrial Area 3, Dubai, and publishes AGM notices and integrated reports. It lists OPC, high sulphate resisting cement, medium sulphate resisting Portland cement and GGBS, and posts weekly and monthly certificates for each product on its website. Buyers who need test data per period before approving a source will find that useful.
Sharjah Cement and Industrial Development Co. (PJSC) was incorporated in Sharjah in 1977 under an Emiri decree. Its shares are listed on the Abu Dhabi Securities Exchange; they were also listed in Kuwait until a voluntary withdrawal, with last trading there on 26 August 2021. The group makes cement, paper sacks and plastic ropes, and sells in the UAE and other countries in the Middle East, Africa and Asia. Its website does not list cement types, so ask for the product list and certificates.
UltraTech Cement, India's Aditya Birla Group cement company, says its operations span the UAE, Bahrain, Sri Lanka and India, and records the acquisition of Star Cement in the Middle East in 2010. Ask Star Cement directly for its UAE plant locations and product certificates, as UltraTech's pages do not list them.

In Dubai, cements other than CEM I and CEM I-SRC must be approved under the Dubai Sustainable Concrete Baseline scheme, and substructure concrete still needs GGBS or fly ash. Our main cement guide covers the circular in detail.
