Freight and shipping services in the UAE are the companies that move industrial cargo into, out of and through the country: forwarders who organise the whole move, shipping lines and agents for containers and break bulk, customs brokers who clear goods at each emirate's customs authority, and project cargo specialists for heavy and oversized items. On ListGCC this family sits under the logistics and material handling sector in the UAE, next to road haulage and warehouse equipment.
For an industrial buyer the question is rarely "which ship". It is who takes responsibility from the supplier's door to your site, what the quote includes, and how the goods clear customs on arrival. The table shows which service does what.
| Service | What it handles | What to agree in the quote |
|---|---|---|
| Freight forwarding services | Booking sea, air and road legs, documents, insurance and delivery as one contract | Incoterms rule, origin and destination charges, transit time, cargo insurance, free time at the port |
| Container shipping, FCL and LCL | Standard, high cube, open top, flat rack and refrigerated containers | Container type and count, detention and demurrage free days, consolidation for part loads |
| Break bulk shipping | Steel, pipe, structural sections and machinery loaded loose into the hold | Lashing and dunnage, stowage plan, discharge port handling, cargo protection from weather |
| Project cargo services | Heavy lifts and out-of-gauge units such as transformers, vessels and plant modules | Lifting and lashing plans, route survey, permits, police escorts, port and site cranes |
| Customs clearance services | Declarations, duty payment, permits from controlling authorities, free zone transfers | HS codes, duty basis, conformity certificates, who pays duty and fees |
Freight ends where the site begins. Inland delivery of heavy loads is covered by industrial transport and heavy haulage, unloading by forklifts, cranes and dock equipment, and storage on arrival by racking and storage systems, so plan those with the forwarder.
Most industrial cargo for the UAE arrives through Jebel Ali in Dubai or Khalifa Port in Abu Dhabi, with Sharjah, Ajman, Ras Al Khaimah and Fujairah ports serving their own emirates. Choosing the port close to the site, or the free zone the goods are going to, saves inland haulage and paperwork.
Goods can stay in a free zone without entering the UAE customs territory. Dubai Customs states that a free zone company selling goods to the mainland must process an appropriate customs declaration for that sale, so ask your broker which declaration type and duty apply before goods leave the zone.
Every import into the UAE needs a customs declaration with the local customs authority of the emirate of entry, duty assessed on the customs value, and any product approvals required for the goods. The table summarises the points we checked in October 2026.
| Requirement | Applies to | Authority |
|---|---|---|
| Customs declaration for every consignment, filed online by the importer, its representative or a licensed clearing agent | Imports, exports and free zone transfers | Dubai Customs, Abu Dhabi General Administration of Customs, Sharjah Customs, Ajman Department of Ports and Customs, RAK Customs |
| Customs duty: UAE tariffs range from 0 to 5%; Dubai applies 5% of CIF value, with higher rates for alcohol and tobacco | Goods entering the UAE customs territory | Local customs authority under the GCC customs union |
| Classification by Harmonized System code, six digits with national or GCC extensions | Every declared item | Customs authority, using the WCO HS |
| Clearing agent licence: a Clearing and Forwarding licence and a customs business code, plus the owner's authorisation | Agents clearing cargo for others in Dubai | Dubai Customs and Dubai's economic department |
| Incoterms 2020 rule written into the sales contract | Who pays freight, insurance and duty, and where risk passes | ICC rules, chosen by the buyer and seller |
| Product conformity, such as ECAS or EQM for regulated products | Regulated goods, cleared only with the certificate | MoIAT |
At federal level the customs portfolio sits with the Federal Authority for Identity, Citizenship, Customs and Port Security, while clearance is done by each emirate's authority. Our guide to ECAS and EQM conformity in the UAE explains how product certificates fit in.
Incoterms 2020 entered into force on 1 January 2020 and ICC still describes it as the current version. ICC's own checklist advises FCA rather than FOB when goods travel in containers or multimodal transport, and keeps FOB for general cargo or bulk loaded on board a ship. CIF requires only minimum insurance (Clauses C), while CIP requires all risks cover (Clauses A), which matters for machinery. ICC also warns that DDP puts import clearance on the seller, which a foreign seller may not be able to do in the UAE.
Choose the provider that can show it has moved similar cargo through the same port and can clear it, not the lowest ocean rate. Ask every bidder to quote the same scope, from collection at the supplier through freight, port charges, clearance and duty, to delivery and unloading at your site.
UAE summers are hard on cargo waiting in open yards. Ask how long containers and break bulk will sit on the quay, whether shaded or covered storage is available for sensitive items, and whether steel, electrical panels and machinery need desiccants or wrapping against condensation and dust. Temperature-sensitive goods go in refrigerated containers and trucks. When goods arrive, warehouse equipment such as scales and wrappers often comes into play for receipt checks.
To compare forwarders on the same basis, post your freight requirement on ListGCC with origin, cargo dimensions and weight, Incoterms rule and delivery site. Our guide on sourcing industrial suppliers in the UAE and Saudi Arabia covers how to vet them.
Freight cost is the sum of many charges, and the ocean rate is often not the largest one for industrial cargo. Ask for an itemised quote and compare it line by line.
Transit time depends on the route, transhipment, and how quickly documents and certificates are ready. Missing certificates and wrong HS codes are common reasons for cargo waiting at Jebel Ali or Khalifa, so have the commercial invoice, packing list, certificate of origin and any conformity certificate checked before the ship arrives.
