The oil, gas and petrochemicals sector in the UAE covers the equipment, materials and services bought to explore, drill, produce, transport, refine and convert hydrocarbons, led by ADNOC in Abu Dhabi with refining, storage and trading hubs across the other emirates. This page maps the five families we list, where UAE buying happens, which approvals apply (ADNOC registration, ICV, API, ECAS-Ex) and how to choose a supplier.

In the UAE, the oil, gas and petrochemicals sector is the supply chain behind ADNOC's upstream fields, gas processing and the Ruwais refining and petrochemical complex, plus the storage, trading and fuels businesses spread across Dubai, Sharjah and Fujairah. ListGCC groups it into five families: upstream, midstream, downstream, oilfield services and petrochemicals. Each family below has its own hub page with suppliers, standards and buying notes.
Most purchases in this sector are made against an owner specification rather than a general product law. ADNOC group companies, EPC contractors and drilling and service contractors write the technical requirements, and the supplier has to meet them on paper and in inspection. Federal rules from MoIAT come in through In-Country Value scoring and through certification of regulated products such as electrical equipment for explosive atmospheres.
Upstream oil and gas equipment for UAE fields covers exploration, drilling, wellhead and production hardware. It includes drilling rigs, bits, mud and directional drilling services and wellheads, trees and blowout preventers. Abu Dhabi fields run onshore, offshore and on artificial islands; in 2024 ADNOC Drilling took a contract for three newbuild island rigs for the offshore Zakum field. Some Abu Dhabi gas is very sour, with Shah field gas reported at about 23% H2S, which drives material choices across the family.
Midstream equipment in the UAE moves and stores hydrocarbons between field, plant and export terminal. It covers line pipe, coatings, pigging and cathodic protection, storage tanks, tank farm equipment and loading arms and compression and pumping stations with metering and custody transfer. Buyers include pipeline operators, terminal operators and the EPC contractors building new capacity.
Downstream oil and gas in the UAE covers refining and the products that come out of it. On ListGCC that means refinery equipment such as columns, reactors and heat exchangers and petroleum products including base oils, bitumen and aviation fuel equipment. The largest single buyer is the Ruwais complex, which the Oil and Gas Journal described in 2018 as an integrated refining and petrochemical hub of more than 800,000 b/d.
Oilfield services in the UAE are the crews and service equipment that work on wells after or alongside drilling: cementing, wireline logging and perforating, stimulation, well testing, well intervention, workover, oilfield chemicals and rental equipment. Contracts are usually call-off agreements with ADNOC operating companies, and crew competence and well control certification weigh as much as the equipment.
Petrochemicals in the UAE covers feedstocks, intermediates, polymers and the plant equipment that makes them. Our leaves include polyethylene and polypropylene, ethylene and propylene plant equipment, methanol, aromatics and fertiliser plant equipment. Borouge, the ADNOC and Borealis joint venture, runs its polyolefins complex at Ruwais.
UAE oil and gas buying is concentrated in Abu Dhabi, where ADNOC's operating companies, contractors and service bases sit, with refining, storage and trading activity in Dubai, Sharjah and Fujairah. The map below is what a supplier or buyer works with day to day.
Many international manufacturers serve the whole GCC from a Dubai or Abu Dhabi office, so the same supplier can quote for the UAE and for Saudi Arabia. Check that the entity quoting holds the right UAE trade licence and ADNOC registration for the product group.
The rules that matter most are set by the buyer: API, ASME and ISO standards written into ADNOC and EPC specifications, ADNOC supplier registration and prequalification, and MoIAT ICV scoring. Electrical equipment for hazardous areas also needs an ECAS-Ex certificate. We checked the table in October 2026; confirm with the buyer and authority before bidding.
| Requirement | Applies to | Authority |
|---|---|---|
| ADNOC Supplier Hub registration and prequalification | Companies selling goods or services to ADNOC group companies | ADNOC |
| ICV certificate | Suppliers bidding into tenders of participating government entities and national companies | MoIAT National In-Country Value Programme |
| ECAS-Ex certificate of conformity | Electrical equipment intended for explosive atmospheres | MoIAT, through notified bodies |
| API Spec Q1 and API Monogram | Quality systems of manufacturers; licensed marking of new conforming product | API |
| API Spec Q2 | Quality systems of service supply organisations | API |
| API Spec 4F, 7K, 8C, 13A, 16A | Drilling structures, drilling and hoisting equipment, drilling fluids, BOPs | API |
| API Spec 6A and 5CT | Wellhead and Christmas tree equipment; casing and tubing | API |
| API Spec 5L and 6D | Line pipe; pipeline and piping valves | API |
| API Spec 10A | Well cements and cementing materials | API |
| NACE MR0175/ISO 15156 | Metallic materials in H2S service in production and gas sweetening | ISO and AMPP, via the owner specification |
| IADC WellSharp | Well control training for drilling and well servicing crews | IADC |
ADNOC's Supplier Hub runs on SAP Ariba. The registration manual asks suppliers to select material product groups or service work groups aligned with their trade licence, sign and upload a supplier declaration, give ownership details and complete a due diligence questionnaire. Prequalification is then enabled only for the groups chosen. Project approved vendor lists sit on top of this, so a registered supplier still needs to be on the list for a given package.
MoIAT describes the ICV certificate as one issued to certified suppliers evaluating their contribution to the local economy, and says certified suppliers gain advantages during tender awards based on their ICV score. MoIAT lists ADNOC among its strategic partners. UAE manufacture, local staff and local spend all feed the score.
Intertek, a MoIAT notified body, explains that ECAS-Ex certificates follow Cabinet Resolution No. 23 of 2016 and rest on IECEx test certificates, test reports and quality audit reports. Our guide to ECAS and EQM conformity covers the wider MoIAT schemes. For sour service, ISO 15156-1:2015 was withdrawn in November 2020 and replaced by a 2020 edition, so name the edition in the enquiry.
Choose an oil and gas supplier in the UAE by matching the channel to the item: buy engineered and pressure-containing equipment from the manufacturer or its authorised distributor, and buy commodity items and consumables from stockists who can prove traceability. Then check registration, certification and documents before price.
| Channel | Best for | What to ask for |
|---|---|---|
| Manufacturer or its UAE office | Rigs, wellheads, compressors, large valves, ESP systems, engineered packages | API licence and Q1 certificate, ADNOC registration, reference list, factory test and inspection plan |
| Authorised distributor or agent | Standard valves, instruments, pumps, spares for installed equipment | Current authorisation letter from the brand, warranty terms, service capability in the UAE |
| Stockist | Pipe, fittings, flanges, bolting, gaskets, seals, drilling consumables | Mill test certificates traceable to heat number, storage conditions, stock list with dates |
| Service company | Drilling, cementing, wireline, coiled tubing, well testing | API Q2 or equivalent quality system, crew certification such as IADC WellSharp, equipment certification |
Ask every bidder for an ICV certificate where the tender scores it, a compliance statement against the specification, and a list of deviations. Our guide to sourcing industrial suppliers in the UAE and Saudi Arabia covers trade licence and reference checks, and when you are ready you can post your requirement to UAE suppliers and compare quotes.
In the UAE, price and delivery for oil and gas supplies depend on four things: whether the item is engineered to order or held in stock, the pressure rating and materials, the inspection and documentation ADNOC or the EPC requires, and the logistics to site. ListGCC does not publish prices, because they track steel and alloy markets, field activity and the scope of each package.
Ask each bidder for a dated schedule that shows drawing approval, material arrival, fabrication, testing, inspection release and shipping, and check which items are physically held in UAE stock today rather than available from a regional warehouse.
Brands listed across the sector include rig and drilling equipment makers, oilfield service companies, turbomachinery and pump makers, valve manufacturers and lubricant producers. Each link shows the UAE suppliers carrying that brand.
These ListGCC guides cover standards and selection questions that come up across the sector in the UAE.
