The facilities management and HSE sector in the UAE covers everything needed to run, clean, secure and protect a building or plant after it is built: maintenance services, cleaning, safety equipment, security systems and guarding, and the specialist industrial cleaning of tanks and pipelines. Buyers range from facility managers of towers and malls in Dubai and Abu Dhabi to HSE managers on ADNOC and EPC sites and the procurement teams of hospitals, airports and schools.
On ListGCC the sector is organised into five families, each with its own suppliers and rules. The rest of this page explains what each family includes, where buying happens in the UAE, which approvals apply, how to choose a supplier, and which brands are carried.
The sector splits into five families: facilities management services, commercial cleaning, industrial cleaning, health safety and environment, and security. Hard and soft services are often bought together, but the approvals and the supplier types differ, so it pays to treat them separately.
Facilities management services in the UAE are the planned and reactive maintenance contracts that keep a building working. They include MEP maintenance for HVAC, electrical and plumbing systems, elevator and escalator maintenance contracts, pest control, landscaping, swimming pool care and general building maintenance. Owners buy them as single trades or as one integrated contract, usually with key performance indicators and a helpdesk.
Commercial cleaning is the daily and periodic cleaning of offices, malls, hotels, hospitals and residential towers, plus the products used to do it. It covers janitorial contract cleaning, scrubber driers, sweepers and vacuums, cleaning chemicals, marble polishing and facade cleaning. In Dubai, detergents and sanitising products appear in Dubai Municipality's Montaji product registration system.
Industrial cleaning is heavy cleaning inside plants: storage tanks, process vessels, heat exchangers and pipelines in refineries, power and desalination plants and factories. Typical services are tank cleaning and sludge removal and high pressure water jetting, along with chemical cleaning, dry ice blasting, industrial vacuum loading and pipeline pigging. The work is done under permit to work and often in confined spaces during shutdowns.
Health, safety and environment equipment keeps people safe on site and contains spills. It includes personal protective equipment such as helmets, gloves and respirators, fire extinguishers and fire fighting equipment, gas detection, fall protection, confined space gear, first aid, safety signage, spill kits and safety training. Fire and life safety products in the UAE need Civil Defence approval.
Security systems and services cover CCTV design and installation, biometric access control, intruder alarms, perimeter fencing and barriers, manned guarding and fire and safety audits. In Dubai the private security sector, including security systems and guarding, is regulated by the Security Industry Regulatory Agency (SIRA).
Most demand comes from Dubai and Abu Dhabi, with Sharjah and the northern emirates adding industrial and residential work. Buildings drive the facilities management, cleaning and security spend; oil, gas, utilities and manufacturing drive industrial cleaning and much of the HSE equipment spend.
A product supplier can often serve the whole country from one warehouse, but a service contractor needs staff close to each site. Ask every bidder how many technicians, cleaners or guards it has in your emirate, and where its nearest store of spare parts is.
The main approvals in this sector come from Civil Defence for fire and life safety, from each emirate's safety framework for workplaces and construction, from Dubai Municipality for consumer chemicals, from SIRA for security in Dubai, and from MoIAT for regulated products. The table was checked as of 2026; confirm the details for your emirate.

A few points deserve attention. Civil Defence released the 2017 fire code in January 2017 to replace the 2011 version, and TÜV Rheinland describes its product approval as mandatory and valid for two years. Dubai Civil Defence opened the Emirates Safety Laboratory in 2022 to test and certify safety products. Decree No. 19 of 2025 makes Dubai's construction safety code binding on contractors and consultants. The guide to UAE Civil Defence approval for fire safety equipment and the guide to ECAS and EQM product conformity go further on certificates. For summer work, the heat stress PPE guide covers the midday break and what PPE to buy.
Choose by what you are buying. For products, buy from the manufacturer or its authorised distributor when you need certificates, service and warranty, and from a stockist when you need common items fast. For services, judge the contractor on licences, people on the ground and records of past work in buildings like yours.

In the UAE, service prices in this sector are driven by people and hours, and product prices by certification, technology and after-sales support. Lead time depends on local stock, factory build times and whether an approval is already in place for the model you want.
We do not publish prices because they move with volume and contract length. A single written scope sent to every bidder gives the fairest comparison.
Brands in this sector span fire, safety, cleaning, vertical transport and security. Each brand page shows its UAE suppliers.
