Cement Companies in Saudi Arabia: Producers, Plants and Listed Firms
Who makes cement in Saudi Arabia, where each plant is, which cement types each producer lists, which are on the Saudi Exchange, and how to buy in bags or bulk with the right certificates.
Cement in Saudi Arabia comes from a group of domestic joint-stock producers, most of them listed on the Saudi Exchange (Tadawul), with plants spread across the regions: Yamama and City in Riyadh, Saudi Cement and Eastern Province Cement in the east, Yanbu and Arabian in the west, Southern Province and Najran in the south, and Tabuk in the north west. Compare Portland cement suppliers in Saudi Arabia on ListGCC, then shortlist the plant nearest your site that lists the type you need.
This page is for contractors, ready-mix and block producers and procurement teams who need to know who makes cement in the Kingdom, where the plants are and how to buy from them. It covers each producer as its own website describes it, what the product lists tell you, and the certificates to ask for. For how OPC, SRC and blended cements differ, and for the full SASO and Dubai rules, read our main guide to cement types, standards and producers in the UAE and Saudi Arabia.

Yamama Cement was established in 1956 and is a publicly traded company headquartered in Riyadh. Its website gives a production capacity of 20,000 tonnes a day and a share capital of SAR 2.025 billion, and links to its Tadawul profile under symbol 3020. It lists three cements, each to a SASO-adopted ASTM standard: ordinary Portland cement to SASO-ASTM C150 Type I, sulphate resisting cement to SASO-ASTM C150 Type V, and a finishing cement to SASO-ASTM C595 Type IL.
City Cement
City Cement describes itself as a public joint-stock company whose shares trade on the Saudi Exchange under symbol 3003. Its home page shows ISO 9001, ISO 14001, ISO 45001 and ISO 50001 certificates and bag images for OPC and SRC, but does not list products or standards in text. Ask it for the product list and the standard each product is certified to.
Qassim Cement
Qassim Cement was set up by Royal Decree in 1396H (1976) and registered in Buraidah in 1978. It lists four products: ordinary Portland cement, Portland pozzolana cement, sulphate resistant cement and finishing cement. In June 2024 it announced completion of its acquisition of Hail Cement Company, paying Hail's shareholders in new Qassim shares.
Saudi Cement says it has been a joint-stock company since its establishment in 1955. Its plant is in Al-Hasa, about 120 km from Dammam, fed by a quarry about 11 km away through a belt conveyor. Three kiln lines are running: line 6 (4,000 tonnes of clinker a day, started 1997) and lines 7 and 8 (started 2008). The company gives combined clinker capacity of 28,000 tonnes a day, about 9.2 million tonnes a year, equal to roughly 9.7 million tonnes of cement. Its product page lists clinker, sulphate resistant cement (Type V) and ordinary Portland cement (Type I), both stated to comply with ASTM C150. It publishes its stock market announcements on its own site.
Eastern Province Cement
Eastern Province Cement was established by Royal Decree No. M/11 dated 14/03/1402H and began commercial production in 1985. Its listed office is on King Fahd Road, Al Khobar. It lists ordinary Portland cement, sulphate resisting cement and finishing cement, made to ASTM, BS and EN standards as well as SASO standards. OPC and SRC are sold in bulk or in bags; finishing cement is sold in bags only. Its website links to its issuer page on Tadawul.
Yanbu Cement was established in 1977. Its plant is at Yanbu and its head office in Jeddah. The company cites 10 million tonnes of annual production capacity and says its products are exported to more than 20 countries. It has the widest stated range of the producers here: OPC 42.5N, a higher-strength OPC 52.5R, Portland pozzolana cement 32.5N, SRC 42.5N, a limestone Portland cement (LPC) for finishing, and a "Green Cement" to CEM II/B-P 42.5N. It also sells clinker in high grade, standard (Type I) and sulphate resisting grades. Note that its strength classes use the European system, so check that your specification and the certificate use the same naming.
Arabian Cement
Arabian Cement describes itself as the first cement company in Saudi Arabia and the Gulf region, and as a public company listed in Saudi Arabia. In January 2025 it marked 70 years since its founding. Its head office is on King Abdulaziz Road, Jeddah. It groups its products as finishing, building and reinforced-concrete cements, and lets customers order cement online through its website or mobile app.
Umm Al-Qura Cement
Umm Al-Qura Cement is a Saudi joint-stock company headquartered in Riyadh, with its plant near Taif in the Makkah region. Its website gives a share capital of SAR 550 million and lists ordinary Portland, Portland pozzolana, finishing and sulphate resistant cements.
Southern Province Cement runs three plants. Jazan started production in 1982 and has two lines rated at 6,000 tonnes of clinker a day. Bisha, in Asir, started in 1997 and has two lines rated at 9,000 tonnes a day. Tihama, in Al-Qunfudhah governorate of the Makkah region, is the largest at 15,000 tonnes a day. The company states total clinker capacity of about 30,400 tonnes a day and grinding capacity of about 40,000 tonnes of cement a day. It lists sulphate resistant, ordinary Portland, finishing and Portland pozzolana cements, and its site links to Saudi Exchange symbol 3050.
Najran Cement
Najran Cement has been producing since 2005. Its main plant is at Al-Madfan in Najran, with a separate grinding unit at Akfa. It gives production capacity of over 5 million tonnes a year from three lines, the first rated at 6,000 tonnes of clinker a day in 2008 and the third added in 2013. It lists OPC (Type I), SRC (Type V), Portland pozzolana cement, two plaster cements (Lyasa and Lyasa Plus) and a lower-carbon cement called TURBO. Its site shows ISO 9001, 14001, 45001 and 50001, the Saudi Quality Mark and Authorized Economic Operator status from ZATCA, and gives its Saudi Exchange symbol as 3002.
North west: Tabuk
Tabuk Cement
Tabuk Cement is a Saudi joint-stock company whose shares trade on the Saudi market. Its site is next to NEOM port, 27 km from Duba and about 220 km from Tabuk city. It lists ordinary Portland cement, a blended hydraulic cement designated IP(30) and sulphate resisting cement. For projects on the Red Sea coast and in the NEOM area it is the closest producer in this list.
What the product lists tell a buyer
OPC and SRC are universal. Every producer here that lists products in text offers ordinary Portland and sulphate resisting cement, so availability of Type I and Type V is rarely the constraint. Distance and delivery are.
Pozzolana and blended cements are common. Qassim, Yanbu, Umm Al-Qura, Southern Province, Najran and Tabuk all list a Portland pozzolana or blended cement. If your specification calls for ASTM C595 or a CEM II/B-P cement, these are the names to ask first.
Finishing cement is a separate product. Most producers sell a finishing or plaster cement for render and block work. Yamama certifies its version to ASTM C595 Type IL. Do not let it be substituted for structural cement without the engineer's approval.
Higher strength classes are rarer. Of the sites we opened, only Yanbu lists a 52.5R cement.
White cement does not appear on any of the product lists above. SASO's building materials regulation does cover it, with separate customs codes for bulk and packed white Portland cement, so ask importers for the Saudi Quality Mark or equivalent if you buy it.
How to buy cement in Saudi Arabia
Bags or bulk
Producers sell both ways. Eastern Province Cement, for example, sells OPC and SRC in bulk or bags and its finishing cement in bags only. Bulk goes by pressurised tanker to silos at ready-mix concrete plants, precast plants and block and paver factories. Bags suit small sites, masonry and plastering. Ask for the bag weight and the number of bags per pallet in writing.
Bulk buyers such as ready-mix groups and precast plants can deal with a producer's sales department; Saudi Cement, for example, gives a sales email on its products page. Smaller buyers also buy bags through building material traders and distributors. Some producers now sell direct online: Arabian Cement takes orders through its website and app. Whichever route you use, the cement must still carry the producer's certification, so ask a trader which plant the cement comes from and for that plant's certificate.
Freight decides the shortlist
Cement is heavy and moves by road tanker or truck, so distance from the plant is one of the main drivers of delivered cost. Freight, bag or bulk, quantity and payment terms drive the delivered price; this page does not quote prices.
Quality certificates to ask for
The SASO Technical Regulation for Building Materials, Part 3 requires the supplier that places cement or ready-mix concrete on the Saudi market to hold the Saudi Quality Mark or its equivalent. Products bearing the mark are deemed to comply with the regulation. Labels must be in Arabic, or Arabic and English, and show the country of origin and storage requirements. Our main cement guide lists the standards in the regulation's annex.
Saudi Quality Mark. Ask for the licence covering the exact product (for example SRC Type V), not just the company.
Product standard and type. The certificate or mill test report should state the standard and type, such as SASO-ASTM C150 Type V or CEM II/B-P 42.5N.
Mill test certificates per batch, with chemical and physical results.
ISO certificates (9001, 14001, 45001, 50001) show management systems. City Cement and Najran Cement display them. They are useful, but they do not replace product certification.
Imported cement. The regulation's annex lists the customs codes for cement under HS 2523, and notes that the products and codes on the SABER platform are the current version. Our guide to SASO and SABER certificates explains that process.

Which cement companies are listed on the Saudi Exchange?
Producers whose own websites state a Saudi Exchange listing or symbol include Yamama Cement (3020), City Cement (3003), Southern Province Cement (3050) and Najran Cement (3002). Arabian Cement and Tabuk Cement also say their shares are traded or listed in Saudi Arabia, and Saudi Cement publishes stock market announcements. Check the Saudi Exchange issuer list for the full and current set.
Where are Saudi Arabia's cement plants?
They are spread across the Kingdom. Producers' own sites place plants in Al-Hasa (Saudi Cement), Yanbu (Yanbu Cement), near Taif (Umm Al-Qura), Jazan, Bisha and Al-Qunfudhah (Southern Province), Al-Madfan in Najran (Najran Cement) and near NEOM port by Duba (Tabuk Cement). Yamama and City are Riyadh companies, and Qassim Cement is based in Buraidah.
What does Saudi Cement produce?
Saudi Cement's product page lists clinker, ordinary Portland cement (Type I) and sulphate resistant cement (Type V), both stated to comply with ASTM C150. Its plant in Al-Hasa, about 120 km from Dammam, has three kiln lines with combined clinker capacity of 28,000 tonnes a day, which the company equates to roughly 9.7 million tonnes of cement a year.
What cement types does Yamama Cement make?
Yamama lists three products: ordinary Portland cement to SASO-ASTM C150 Type I, sulphate resisting cement to SASO-ASTM C150 Type V, and a finishing cement to SASO-ASTM C595 Type IL. The company was established in 1956, is headquartered in Riyadh and gives its production capacity as 20,000 tonnes a day.
Which Saudi producers make pozzolana or blended cement?
On their own websites, Qassim Cement, Yanbu Cement, Umm Al-Qura Cement, Southern Province Cement and Najran Cement list a Portland pozzolana cement. Yanbu also lists a CEM II/B-P 42.5N "Green Cement", and Tabuk Cement lists a blended hydraulic cement designated IP(30). Ask for the standard each is certified to before you design a mix around it.
What certificate does cement need in Saudi Arabia?
Under SASO's Technical Regulation for Building Materials, Part 3, the supplier placing cement or ready-mix concrete on the market must obtain the Saudi Quality Mark or its equivalent. Labels must be in Arabic or Arabic and English and show origin and storage requirements. Ask for the licence covering the specific product and the latest mill test certificates.
Can I buy cement direct from the factory?
Yes. Producers' sales departments handle direct orders, and several, such as Eastern Province Cement, sell both bulk and bags. Arabian Cement takes orders online through its website and app. Smaller buyers often go through building material traders. Either way, confirm which plant made the cement and get that plant's certificate.
