In the UAE this sector supplies the consumable substances that industry uses up: chemicals that go into a process or treat water, coatings that protect steel and concrete, lubricants that keep machines turning, and gases for welding, cutting, inerting and laboratories. Unlike equipment, most of it is classed as a dangerous good for at least part of its journey, so the supplier you choose has to handle permits, safety data sheets, storage and transport as well as price.
Buyers include water and power utilities, district cooling operators, refineries and gas plants, the chemical complexes around Ruwais and KEZAD, steel and aluminium plants, food and beverage factories, construction contractors, shipyards and fleet workshops. Some of their demand is high volume and repeat (caustic soda, chlorine products, hydraulic oil, oxygen and argon), some is low volume and technical (a corrosion inhibitor for a gas line, an intumescent coating for a steel frame, a calibration gas mixture). The sections below take each family in turn, then cover the rules, storage in summer heat and supplier selection.
Each family has its own hub page with the product types, the standards that apply and the UAE companies that supply them.
Industrial chemicals are the commodity and intermediate chemicals bought by the tonne or the drum: acids and alkalis such as sulphuric acid and caustic soda, industrial solvents, corrosion inhibitors for pipelines and cooling systems, biocides, flocculants and coagulants, surfactants, resins and catalysts. Water treatment, metal finishing, oil and gas production and detergent making are the main consumers. Purity grade, concentration, packaging and the certificate of analysis for each batch are what distinguish one offer from another.
Industrial gases covers oxygen, nitrogen, argon, carbon dioxide, acetylene, hydrogen and specialty mixtures, supplied in cylinders, cylinder bundles, liquid bulk tanks or from an on-site generator, together with gas cylinders, regulators and manifolds. Fabrication shops buy shielding gas and cutting gas; process plants buy nitrogen for purging and inerting; laboratories buy calibration mixtures. Cylinders sourced from European suppliers are often colour coded to EN 1089-3, which marks the shoulder by gas or hazard (for example white for oxygen and black for nitrogen), but the label is the legal identification, so read it rather than relying on colour.
Industrial paints and coatings includes anti-corrosion coating systems for steel, epoxy and polyurethane systems, intumescent fire protection coatings, marine coatings, powder coatings and road marking paint. Paints and varnishes are a regulated product group in the UAE: MoIAT's requirements sheet lists them under Cabinet Resolution No. 6 of 2016, with a test report against the resolution's annexes, an ISO 9001 certificate for the factory and an electronic declaration of conformity among the documents for an ECAS certificate.
Lubricants and oils covers hydraulic oils, gear oils, compressor and turbine oils, industrial greases, marine lubricants and metalworking fluids, bought in bulk or packed from oil marketers and blenders. The day-to-day store side, including grease guns, automatic lubricators, the MoIAT engine oil rule and Dubai's used oil permits, is covered on the lubrication and maintenance supplies page under industrial MRO.
Specialty chemicals are formulated products sold on performance rather than composition: water treatment chemicals for boilers, cooling towers and desalination, oilfield chemicals for drilling and production, construction chemicals such as concrete admixtures and grouts, and food-grade, mining, paper and textile chemicals. The supplier's technical service, dosing equipment and site trials are usually part of what you are paying for.
UAE suppliers in this sector cluster around Jebel Ali in Dubai and the Khalifa Port and Ruwais areas of Abu Dhabi, with warehouses and blending, filling and repacking sites in Sharjah, Ajman and Musaffah serving the northern emirates and Abu Dhabi city.
As of October 2026, the UAE has no single licence for this sector. Controls depend on the substance: restricted chemicals need ministry approval to import, some product groups need a MoIAT conformity certificate, and almost everything needs correct hazard labelling, a safety data sheet and dangerous goods handling.
| Requirement | Applies to | Authority |
|---|---|---|
| Prior approval for import of restricted industrial chemicals (Ministerial Resolution No. 783 of 2015) | Chemicals in the national banned and restricted lists | Ministry of Climate Change and Environment (MoCCAE), successor to the Ministry of Environment and Water |
| Prior approval before import or export | Pesticides and fertilizers (MoCCAE); diesel, fuel oils, lubricants, paints and varnishes (MoIAT); chemicals usable for chemical weapons (Executive Office for Control and Non-Proliferation); radioactive materials (FANR) | As listed by Abu Dhabi Customs |
| ECAS certificate, paints and varnishes (Cabinet Resolution No. 6 of 2016) | Paint and varnish manufacturers and traders | MoIAT |
| ECAS certificate, detergents (Cabinet Resolution No. 3 of 2014) | Detergents, tested by class against the resolution's annex | MoIAT |
| Lubricant conformity | Engine oils (see lubrication and maintenance supplies) | MoIAT |
| GHS classification, bilingual labels and safety data sheets (draft GSO 2654:2025) | Industrial substances and mixtures | GSO, notified to the WTO by the UAE and four other states |
| ADR (Federal Decree No. 97 of 2018) | Carriage of dangerous goods by road | Federal authority for land transport |
| UAE Fire and Life Safety Code | Storage of flammable liquids and hazardous materials in buildings | Civil Defence in each emirate |
Ministerial Resolution No. 783 of 2015, issued under Federal Law No. 24 of 1999 on the environment, has two annexes: industrial chemicals that are banned outright and restricted ones that may be imported only for the stated use with ministry approval. Abu Dhabi Customs' restricted goods list adds other gates: lubricants, paints and varnishes need prior approval from MoIAT, and pesticides and fertilizers from MoCCAE. If you are not sure which applies, ask the supplier for the HS code and the approval it holds, and check it before the goods ship rather than at the port.
The UAE, Bahrain, Kuwait, Oman, Qatar and Yemen notified the WTO of draft GSO 2654:2025, a Gulf rule aligned with UN GHS Revision 10. According to a March 2026 summary, it requires labels in Arabic and English, a 16-section safety data sheet in English (with any Arabic version matching it), and leaves adoption and entry-into-force dates to be set. Until that is final, ask for a GHS-format SDS in both languages and Arabic and English labels as a purchasing condition; most international producers already supply them.
The UAE acceded to ADR, the UN agreement on carrying dangerous goods by road, by Federal Decree No. 97 of 2018, so hazard placards, UN-marked packaging and trained drivers are expected on tankers and trucks. Trucking and tanker options are covered under industrial transport and heavy haulage. In buildings, the 2017 revision of the UAE Fire and Life Safety Code added specific requirements for storing flammable liquids; your local Civil Defence authority approves the store.
For which products need ECAS and how to read a certificate, see the guide to ECAS and EQM product conformity in the UAE.
Store to the temperature range in section 7 of the safety data sheet, not to what the warehouse happens to reach. In an uncooled store on the coast, summer air temperatures can push drum contents past the limits many water-based products and some solvents state, so plan shade, ventilation or cooling before the order arrives.
Choose by the type of purchase. Buy formulated and approval-critical products (OEM-approved oils, coating systems on a project specification, oilfield chemicals on an approved list) from the manufacturer or its authorised distributor. Buy commodity chemicals on purity, price and delivery from distributors and traders that can show batch certificates and handle the permits.
Every enquiry should give the product or chemical name and CAS number, grade and concentration, quantity and pack size, delivery point and date, and the documents you need: SDS in Arabic and English, certificate of analysis, any ECAS certificate, and dangerous goods declarations. The guide to sourcing industrial suppliers in the UAE and Saudi Arabia covers licence checks and quote comparison. To have suppliers respond to you, post your requirement with the specification and pack sizes.
For commodity chemicals and base oils, price follows feedstock and freight markets, so quotes are short-lived and often valid for days rather than weeks. For formulated products, price reflects the formulation, approvals and the technical service bundled with it. Dangerous goods add cost at every step: UN-approved packaging, hazardous freight surcharges, restricted sailings, port storage and road transport by ADR-qualified carriers. Lead time is short for stock held in Jafza or Sharjah and longer for products that need an import approval or an ECAS certificate before they can be sold; ask each bidder to state which applies and to quote the same pack size and Incoterm.
