What is instrumentation and process control, and what types are there?
Instrumentation and process control is the equipment that measures a process and acts on that measurement: field instruments for pressure, temperature, flow and level, analysers, the calibrators that keep them honest, and the control systems that close the loop. In the UAE it is part of the mechanical, electrical and instrumentation sector, and the main buyers are ADNOC group companies, refineries and gas plants, power and desalination plants, district cooling operators, water and wastewater utilities, and factories in KEZAD, Jafza and Dubai Industrial City.
| Type | Typical use in UAE plants | Key specification |
|---|---|---|
| Pressure instruments: pressure transmitters, pressure gauges | Process lines, pump discharge, filters, tank levels by differential pressure | Range, accuracy, wetted materials, output and protocol |
| Temperature instruments: thermocouples, RTDs and transmitters | Heaters, reactors, chillers, bearings | Sensor type, thermowell design, insertion length, response |
| Flow measurement: electromagnetic, Coriolis and ultrasonic flow meters | Water networks, chemical dosing, hydrocarbons, district cooling energy metering | Fluid, line size, accuracy class, turndown, straight run |
| Level measurement: radar level transmitters, float switches | Storage tanks, sumps, separators, silos | Medium, range, tank internals, vapour and foam |
| Analytical instruments: gas analysers, pH analysers | Emissions, water quality, desalination, process chemistry | Measured component, range, sample system, maintenance |
| Calibration equipment: pressure calibrators, multifunction calibrators | In-house maintenance and shutdown loop checks | Accuracy ratio to the device under test, traceable certificate |
| Control systems: DCS, PLCs, SCADA | Plant control, utility networks, packaged skids | I/O count, redundancy, protocols, cybersecurity, lifecycle support |
Instruments depend on the power and wiring around them, so loop design also draws on the sibling electrical equipment family, including instrumentation cables, and on control valves as the final element of most loops.
How do UAE heat, dust and humidity affect instrumentation?
Field instruments in the UAE fail most often from heat and moisture getting into electronics, not from the sensing element. Four checks prevent most problems.
- Solar gain. A transmitter housing in full summer sun runs much hotter than the shade air temperature. Fit sunshades, check the maximum ambient on the datasheet, and site local displays where they can be read without opening covers in the heat.
- Humidity and condensation. Night-time humidity on the coast condenses inside housings and junction boxes as they cool. Specify the IP rating, use certified cable glands and stopping plugs, and keep covers torqued after maintenance.
- Dust and analyser shelters. Dust contaminates sample systems and optical analysers. Analysers usually sit in temperature-controlled shelters with filtered air; ask the vendor what conditions the shelter must hold.
- Sour and saline service. Wetted parts in sour gas or seawater service need materials the client specification allows. The upstream oil and gas pages cover how ADNOC specifies sour service materials.
Which standards and approvals apply to instrumentation in the UAE?
As of October 2026, instruments in the UAE meet MoIAT product rules (ECAS-Ex for hazardous areas, RoHS and, for trade measurement, legal metrology), plus the functional safety, control and cybersecurity standards written into each client specification. The table lists what buyers ask for most.
| Requirement | Applies to | Authority or reference |
|---|---|---|
| ECAS-Ex (Cabinet Decision No. 23 of 2016) | Electrical instruments and Ex components in potentially explosive atmospheres, including measurement and control devices | MoIAT, via notified bodies, on IECEx test reports, certificates and QARs |
| Legal measuring instruments (Board Chairman Decision No. 75 of 2016) | Instruments used in trade and public interest, such as fuel meters and commercial scales | MoIAT |
| Industrial measurement system (Board Decision No. 9 of 2017) | Producers' measurement management, required alongside some product certificates | MoIAT |
| RoHS (Cabinet Decision No. 10 of 2017) | Electrical and electronic equipment in scope | MoIAT |
| ISO/IEC 17025 accreditation | Calibration laboratories issuing instrument certificates | EIAC |
| IEC 61511 and IEC 61508 | Safety instrumented systems and the devices used in them | IEC, through the client specification |
| IEC 61131-3 | PLC programming languages | IEC |
| IEC 62443 series | Cybersecurity of industrial automation and control systems | IEC and ISA |
The ECAS-Ex regulation covers devices that use electricity in potentially explosive atmospheres for generation, distribution, measurement and control, and components that need further certification once built into an assembly. Intertek reports certificate validity of one or three years. The ECAS and EQM guide explains how to check a certificate schedule against your model numbers.
For legal metrology, MoIAT's 2022 to 2023 consultation on legal measurement tools described the regime as certifying, inspecting and checking trade instruments for tampering, with readings displayed in Arabic and English. Its examples were commercial scales, fuel meters at service stations and enforcement devices; it did not name process flow meters, so confirm with MoIAT whether a meter used for billing or custody transfer is in scope.
Functional safety is set by the client rather than by a UAE licence. IEC 61511-1 covers the specification, design, installation, operation and maintenance of safety instrumented systems in the process sector and is the process sector application of IEC 61508. For PLCs, IEC 61131-3 (edition 4.0 published in May 2025) defines structured text, ladder diagram and function block diagram. The IEC 62443 series, developed by the IEC with ISA99, covers control system security over the system life cycle and is increasingly written into UAE utility and energy contracts.
Who supplies instrumentation and process control in the UAE?
Most UAE instrumentation is bought from the regional offices of the major instrument makers, from their local channel partners and system integrators, and from stockists for gauges, fittings and spares. Control systems are usually delivered by the vendor or a certified integrator who also supports the system for its working life.
- Emerson (Rosemount), Yokogawa, Endress+Hauser and KROHNE are listed under pressure transmitters and electromagnetic flow meters.
- WIKA, Ashcroft and VEGA are listed under pressure transmitters.
- Honeywell, Siemens and ABB are listed under transmitters, flow meters and PLCs.
- Allen-Bradley (Rockwell Automation), Omron and Beckhoff are listed under PLC controllers.
Ask a supplier whether it is an authorised channel for the brand and for the specific product line, since instrument makers often appoint different partners for field devices, analysers and systems. For DCS and SIS work, ask which integrator holds the vendor's certification and who will provide local support. The sourcing guide covers company checks, and you can post your requirement with datasheets and hazardous area classification to get quotes.
What drives price and lead time for instruments?
Instrument price is set mostly by configuration: wetted materials, accuracy, certifications, diagnostics and communication protocol. A standard gauge or a common transmitter range may be in UAE stock; a Coriolis meter in a special alloy, a radar with an extended antenna or a fully configured analyser system is built to order. Hazardous area certification, SIL documentation, witnessed calibration and factory acceptance tests for control systems each add time. Ask bidders to confirm the model code against your datasheet, the certificates included, and whether delivery is from UAE stock or from the factory.
