Bitumen and asphalt in the UAE are the refinery binder and the hot mixed pavement made from it, bought by road contractors, asphalt plants, waterproofing makers and municipalities. Small, and honest buyers should start there. The emirate has no refinery or petrochemical complex of the kind found in Abu Dhabi or Jubail, a point the Oxford Business Group made in 2012, and its gas has gone mostly to power generation. The state energy company is RAKGAS, which describes four areas: natural gas, fuels, power solutions and upstream. Its history lists a gas plant at Khor Khwair that processed gas from the offshore Saleh field in the 1980s and 1990s, and exploration agreements with international operators for Block A and Block 7 (2019 and 2021) and an onshore block (2019). Large oil, gas and petrochemical plant is mostly elsewhere in the UAE.
Fuel distribution, gas supply for factories, storage and pipework for plants in the RAKEZ zones all generate orders. Industrial users buy pipeline valves, line pipes and fittings, gas compressors, storage tanks and terminals and petroleum products such as bitumen and asphalt for roads. RAKEZ and EPDA have also announced a framework for approving cement and chemical industrial activities, so chemical process equipment is a niche to watch.
Saqr 2.0 plans liquid bulk handling and a heavy lift pad, and Phase 1 was reported in 2026 to complete in late 2028. Until then, vessels and heavy modules for the energy sector are usually handled at existing berths or at Abu Dhabi and Dubai ports, so ask forwarders about route and weight limits early.
Check that valves, pipe and instruments carry the material certificates and standards your plant specification names, and that gas equipment meets the safety rules of the authority that permits the work. Confirm hazardous storage with the civil defence office before you lease or build. For upstream or refinery equipment, expect to source from suppliers in Abu Dhabi or Dubai. Most of the emirate's factories sit inside the Ras Al Khaimah Economic Zone, known as RAKEZ, which was formed in 2017 by merging the former RAK Free Trade Zone and the RAK Investment Authority. RAKEZ runs three industrial zones. Al Ghail is the heavy-manufacturing zone with the largest plots and a connection to the Etihad Rail freight facility. Al Hamra suits light and high-tech manufacturing and processing, and RAKEZ lists tenants there from tea blending to glass bottles and wiring harnesses. Al Hulaila is positioned for heavy industry beside Saqr Port, with land plots and warehouses on offer. RAKEZ lets investors choose a free zone or a non-free-zone licence in these zones, which matters if you plan to sell to the UAE mainland.
Saqr Port is the heart of the freight system. RAK Ports describes it as one of the largest bulk ports in the region, and trade reports put its handling at around 70 to 85 million tonnes a year, mostly limestone, aggregates, cement and clinker from local quarries, with a container terminal alongside. Ras Al Khaimah International Airport takes air freight. By road, the airport operator's published figures give roughly 60 km from Sharjah, about 110 km from Dubai city and about 250 km from Abu Dhabi city, so same-day delivery to Dubai is realistic while Abu Dhabi is a longer run. Etihad Rail's Al Ghail freight facility was announced in 2021 to move quarry material by train towards Abu Dhabi, and RAKEZ now describes Al Ghail as connected to the rail terminal.
The RAK Department of Economic Development licenses commercial and industrial activity on the mainland, while RAKEZ licenses companies inside its zones. RAKEZ tells manufacturers to obtain external clearances after licensing, naming environmental, Civil Defence and health authorities. RAK Municipality handles building permits outside the free zones, and a completion certificate from Civil Defence is needed for industrial and multi-storey buildings. For RAKEZ sites, RAKEZ itself pre-approves open yards with Civil Defence. Confirm which regime applies to your plot before ordering.
Quarrying, cement and construction materials are the emirate's historic base, and manufacturing is reported at more than a third of local GDP in a RAKEZ article. Food processing, pharmaceuticals, packaging, building products and automotive components follow. Large hospitality projects on Al Marjan Island, including the Wynn resort scheduled for spring 2027, add steady demand for fit-out and facilities supplies. Heavy oil and gas is not a local strength; for that, look to Abu Dhabi.
