Paper and paperboard in the UAE is the sheet and reel stock that printers, carton makers and packers convert into documents, folding cartons and boxes. This page explains the main grades and how to specify weight and finish, how to verify FSC claims, how humidity affects stock stored at Jebel Ali or Sharjah, which rules to check as of 2026, and what drives price and delivery.
The other industrial and B2B services sector is a mix, and Abu Dhabi's strengths are marine, aerospace and defence, glass, and the support services that serve government and large industrial buyers. Marine work centres on Mussafah: Abu Dhabi Ship Building runs a shipyard in the Mussafah Industrial Area and, according to its own materials as reported in the press, handles more than 200 repair projects a year. Ali and Sons Marine Engineering Factory has a yard in ICAD II with 545 metres of waterfront. Check both companies for their current scope.
Marine and offshore is the leader, covering shipbuilding and repair, marine equipment and marine paints and coatings. Aerospace and defence supports MRO and defence supply chains around the capital. Glass is another cluster; Virtuzone reports a Chinese glass maker announced a plant in ICAD-1 in 2025, so flat glass and tempered and laminated glass are worth searching. Service buyers also need company formation, import and export licensing and trade finance.
Marine and glass suppliers sit in Mussafah and ICAD. Legal, finance and training providers are in the city. Free zone companies deal with the zone operator, while mainland ones are licensed by the Department of Economic Development; defence and aviation suppliers often need extra security or authority registration, so confirm the current requirements with the relevant authority. For mainland and zone differences, ask your adviser early.
Ask for scope in writing, named responsible persons and licence copies. For marine and glass products ask for class society or product certificates. For legal and finance services confirm the firm is licensed in Abu Dhabi, and agree the fee basis before work starts. Use post a requirement to collect comparable offers.
Abu Dhabi's industry sits on the mainland, not on the island. The long-established base is Mussafah, an industrial district south-west of the city that began as a small area in the 1970s and grew with government incentives and the building boom of the 2000s. Inside it, the Industrial City of Abu Dhabi, known as ICAD, is operated by KEZAD Group. KEZAD describes itself as the UAE's largest operator of fully integrated economic zones, with a 550 sq km land bank and more than 1,750 companies.
The newer zones lie along the E11 highway between Abu Dhabi and Dubai. KEZAD Al Ma'mourah offers serviced land, pre-built warehouses and small industrial units next to Khalifa Port, and its Metal Park is planned at 450,000 sqm. KEZAD also runs a zone in Al Ain, inland toward the Omani border. Further west, Ruwais is a separate story: it is the oil, gas and petrochemical complex of the Al Dhafra region, where the TA'ZIZ chemicals zone is being built, with production reported on track for 2027 in a November 2024 report. Masdar City is different again, a cleantech and research free zone close to the airport.
Khalifa Port is the main gateway for containers and vehicles. AD Ports Group calls it the region's first semi-automated port and lists more than 25 shipping lines and links to more than 70 ports. A dedicated roll-on roll-off terminal serves vehicle imports. The group counts five international airports within reach, including Zayed International, Al Maktoum International in Dubai and Al Ain International. Etihad Rail has carried bulk and industrial cargo since 2023, and AD Ports has reported a Fujairah to ICAD rail route with a customs-enabled inland gateway. Road links to Dubai on the E11 are short, but confirm transit times with your forwarder.
The Department of Municipalities and Transport sets building policy, including the Estidama Pearl rating that is required for a building permit. The Abu Dhabi Agriculture and Food Safety Authority, ADAFSA, regulates food safety and runs a veterinary quarantine at Khalifa Port. The Abu Dhabi Public Health Centre supervises the OSHAD safety framework, and the Abu Dhabi Civil Defence Authority requires approval and a licence for fire and safety products. Free zone tenants deal with KEZAD Group or Masdar City Free Zone, while mainland firms are licensed through the Department of Economic Development.
Oil, gas and petrochemicals drive the largest orders, followed by metals, building materials, food logistics, vehicles and utilities. Government-linked projects set much of the pace, so supplier prequalification and local approvals matter more here than a quick trade counter sale.
