What do inspection and testing companies do in the UAE?

Inspection and testing companies in the UAE check that equipment, welds, coatings and structures meet the purchase specification and the codes behind it, on behalf of the owner, the contractor or an insurer. They belong to professional and engineering services in the UAE and work on oil and gas plants, power and water facilities, ports, towers and bridges.

The services split by what is being checked and where. The table sets out the six listed here.

ServiceWhat it checksQualification to ask for
Third-party inspection (TPI) and vendor inspectionMaterials, dimensions, welding and factory tests at the manufacturer, against the inspection and test plan, before release for shipmentInspector CV in the equipment discipline; API source inspector certification is common for fixed, rotating and electrical equipment
Non-destructive testing (NDT)Internal and surface flaws in welds, castings and plate by UT, RT, MT, PT, VT and eddy currentTechnicians certified to ISO 9712 or qualified under ASNT SNT-TC-1A at the level the code demands
Pressure testing servicesStrength and leak tightness of piping, vessels and pipelines by hydrostatic or pneumatic testCalibrated gauges and recorders, approved test procedure, safety exclusion zone plan
Coating inspection for protective paint and liningsSurface preparation, ambient conditions, film thickness, adhesion and holidaysCertified coating inspector, calibrated gauges, daily climate records
Rope access inspectionClose visual and NDT work on facades, stacks, tanks and offshore structures without scaffoldingIRATA levels 1 to 3 with a level 3 supervising; NDT certificates for the inspectors on rope
Drone inspection servicesVisual and thermal surveys of flare stacks, roofs, solar fields and towersGCAA operator authorisation, flight permissions and security clearance for camera flights

Inspection and testing is not the same as certification. An inspection body reports whether a specific item conforms; a certification body certifies a management system or a product type. Product and system certification is covered under certification and compliance services.

What accreditation should a UAE inspection company or test lab hold?

A UAE inspection company should hold ISO/IEC 17020 accreditation for the inspections it reports, and a test laboratory should hold ISO/IEC 17025 for the tests it runs, granted by the Emirates International Accreditation Centre (EIAC) or another ILAC signatory. Accreditation is checked scope by scope, so confirm the exact inspection or test is listed, not just the company name.

The 2026 edition of ISO/IEC 17020

A third edition of ISO/IEC 17020 came into effect in March 2026, replacing the 2012 edition. It drops the old Type A, B and C split in favour of Type A and non-Type A, adds a risk-based approach and new clauses on data and information management. Accreditation bodies are moving accredited inspection bodies to the new edition over a transition period, so a UAE certificate citing the 2012 edition is still normal in late 2026; ask when the body expects to transfer.

Licences for specific methods

Industrial radiography uses radioactive sources or X-ray tubes, and FANR licenses activities with regulated radiation sources across the UAE. Ask an NDT company for its FANR licence and radiation protection arrangements before it brings a source onto your site. Drone inspection needs a GCAA unmanned aircraft operator authorisation, which on its own does not allow flight: each red-zone flight needs a separate operation permission, and any flight with a camera needs security clearance. UAE drone rules changed during 2026, so confirm current status with GCAA before you schedule a survey. Lifting equipment inspection follows emirate rules covered on our lifting equipment page for the UAE, and the instruments inspectors use should carry traceable calibration, a topic explained under calibration equipment.

How do UAE heat, humidity and dust affect inspection results?

UAE conditions affect both the item under test and the inspector's equipment, so a sound procedure states its temperature limits and the inspector records conditions with every reading.

  • Hot surfaces: steel left in summer sun runs far hotter than the air. Ultrasonic couplants, penetrant chemicals and magnetic particle inks each have a qualified temperature range; testing outside it gives unreliable results. Schedule contact NDT early in the day or in shade, and check the procedure covers the surface temperature.
  • Humidity and dew point: on coastal sites, coating inspection turns on the gap between steel temperature and dew point. Paint makers and SSPC guidance keep the surface at least 3 °C above the dew point during preparation, application and cure; the coating inspector should log readings at set intervals and stop work when the margin is lost.
  • Dust: windblown sand contaminates blasted surfaces, penetrant tests and camera lenses. Clean, re-check and record.
  • Summer hours: outdoor work under direct sun stops from 12:30 pm to 3:00 pm between 15 June and 15 September, which matters for rope access and tank inspections; see our heat stress and midday break guide. Drone batteries and thermal cameras also lose accuracy in peak heat.

How do you choose an inspection and testing company in the UAE?

Choose a UAE inspection company that is independent of the supplier it inspects, accredited for the exact scope you need and able to put qualified people where the work is, at home or at vendor shops abroad. Ask for:

  • The accreditation certificate and scope schedule, checked against the EIAC directory.
  • Its independence position: whether it is Type A, and whether it has any link to the manufacturer or contractor.
  • CVs and certificates of the inspectors who will attend, by name, including ISO 9712 or SNT-TC-1A levels for NDT, IRATA levels for rope access and API certifications for vendor or in-service inspection.
  • Calibration certificates for gauges, UT sets and test recorders.
  • A sample report, so you know what you will receive and how fast.
  • Professional indemnity and third-party liability insurance.
  • Its approval status with the owner, if the job is for ADNOC or another operator that keeps its own list.

On a project, the owner usually appoints the inspector so that the EPC contractor or trade contractor is not checking its own work, and design questions raised by inspection go back to the engineering consultant. Our sourcing guide notes that an RFQ should state who pays for third-party inspection. To get quotes from several inspection companies for one scope, post your inspection requirement.

What drives the price and turnaround of inspection and testing?

Inspection and testing in the UAE is priced mostly per man-day or per test, so cost follows how many qualified people are needed, for how long and where. The main drivers are:

  • Location: vendor inspection in Europe, India or China adds travel and short-notice visits; offshore work adds transport, permits and standby.
  • Method: radiography needs licensed sources, exclusion zones and often night shifts; advanced UT such as phased array or TOFD costs more per joint but can replace radiography.
  • Inspector level: level 3 NDT, API-certified and owner-approved inspectors command higher rates.
  • Access: scaffolding, rope access or drones each change the bill; rope access and drones often save more in access cost than they add in inspection cost.
  • Reporting: turnaround, digital data and witnessed tests with the client present all add time.
  • Standby: inspectors waiting for a late vendor test or a delayed hydrotest are still paid; tight coordination of notification points saves money.

Frequently Asked Questions — Inspection & Testing

What accreditation should an inspection company in the UAE have?
An inspection company in the UAE should hold ISO/IEC 17020 accreditation for the inspections it performs, usually from the Emirates International Accreditation Centre (EIAC), which signed the ILAC arrangement for inspection in 2012. Check the scope schedule covers your exact inspection type, because accreditation is granted activity by activity, not for the whole company.
What is third-party inspection in the UAE?
Third-party inspection in the UAE is an independent check, by a company that is neither buyer nor seller, that equipment or works meet the purchase order, specification and code. Inspectors witness tests and review records at the manufacturer or on site, then issue reports or release notes before shipment or acceptance.
Which certification do NDT technicians need on UAE projects?
NDT technicians on UAE projects are usually certified to ISO 9712, a central certification by an independent body, or qualified under ASNT SNT-TC-1A, an employer-based scheme. The project specification states which scheme and level it accepts. Level 2 normally performs and interprets tests, and level 3 approves procedures.
Do drone inspections in the UAE need a GCAA permit?
Yes. A drone inspection company in the UAE needs a GCAA unmanned aircraft operator authorisation, then a separate operation permission for flights in red zones, and security clearance for any flight carrying a camera. Dubai adds its own aviation authority approval. Rules changed during 2026, so confirm current status before booking a survey.
Is a licence needed for industrial radiography in the UAE?
Yes. Industrial radiography in the UAE uses regulated radiation sources, and the Federal Authority for Nuclear Regulation (FANR) licenses activities with those sources. Before an NDT company brings a radiography source to your site, ask for its FANR licence, radiation safety officer details and the exclusion zone plan for the work.
What is the difference between ISO/IEC 17020 and ISO/IEC 17025?
ISO/IEC 17020 sets requirements for bodies that perform inspection, which involves professional judgement about whether an item conforms. ISO/IEC 17025 covers testing and calibration laboratories that produce measured results. A UAE weld inspection company is usually accredited to 17020, while a materials test lab is accredited to 17025.
How does humidity affect coating inspection in the UAE?
On humid UAE coastal sites, moisture can condense on steel that looks dry. Coating makers and SSPC guidance keep the surface at least 3 °C above the dew point during blasting, painting and curing. A coating inspector measures air temperature, humidity, dew point and steel temperature and stops work when the margin is lost.
