Fire and safety audits in the UAE are independent inspections of a building's fire protection, means of escape and safety management against the UAE Fire and Life Safety Code of Practice, used before occupancy, for Civil Defence compliance, insurance and fit-outs. This page explains the main audit types, the rules that apply as of 2026 including Abu Dhabi's new CFPE requirement, what Gulf conditions do to fire systems, how to pick an auditor and what drives the fee.
Abu Dhabi has its own framework, the Abu Dhabi Occupational Safety and Health System Framework, known as OSHAD SF. The Department of Municipalities and Transport says it was first developed in 2006, that the Abu Dhabi Public Health Centre supervises its implementation, and that contractors, consultants and developers in building and construction fall under it. For Abu Dhabi City, registration goes through the Environment Health and Safety Division of the city Municipality; Al Ain City Municipality and Al Dhafra Region Municipality act as regional authorities. That shapes what buyers of facilities management and HSE products ask for: documented systems, trained staff and traceable equipment.
Personal protective equipment is the base, with safety helmets, safety shoes and boots, safety harnesses and respiratory protection bought by contractors in Mussafah, at Ruwais and on building sites. Process plants buy gas detection systems and confined space equipment. On the services side, facilities management services, MEP maintenance, lift maintenance and industrial cleaning serve towers, malls, hospitals and government sites.
The Abu Dhabi Civil Defence Authority has warned that manufacturing, trading, installing or maintaining prevention and safety systems, devices and equipment needs prior approval and a licence, and a May 2024 press report said offenders face a fine under Cabinet Resolution No. 24 of 2012. Treat that as a reason to check the current rule with the Authority. For fire fighting equipment, ask for the Abu Dhabi approval or licence of the supplier and the product, and see our Civil Defence approval guide.
PPE wholesalers, fire equipment dealers and cleaning contractors cluster in Mussafah and in the older commercial streets of the island, with service crews based close to their main clients. Ask a contractor for its OSHAD registration status, its operator certifications and its response time to your site. For bulk PPE, check stock sizes, test certificates and replacement rules. post a requirement with quantities and site locations to compare quotes.
Abu Dhabi's industry sits on the mainland, not on the island. The long-established base is Mussafah, an industrial district south-west of the city that began as a small area in the 1970s and grew with government incentives and the building boom of the 2000s. Inside it, the Industrial City of Abu Dhabi, known as ICAD, is operated by KEZAD Group. KEZAD describes itself as the UAE's largest operator of fully integrated economic zones, with a 550 sq km land bank and more than 1,750 companies.
The newer zones lie along the E11 highway between Abu Dhabi and Dubai. KEZAD Al Ma'mourah offers serviced land, pre-built warehouses and small industrial units next to Khalifa Port, and its Metal Park is planned at 450,000 sqm. KEZAD also runs a zone in Al Ain, inland toward the Omani border. Further west, Ruwais is a separate story: it is the oil, gas and petrochemical complex of the Al Dhafra region, where the TA'ZIZ chemicals zone is being built, with production reported on track for 2027 in a November 2024 report. Masdar City is different again, a cleantech and research free zone close to the airport.
Khalifa Port is the main gateway for containers and vehicles. AD Ports Group calls it the region's first semi-automated port and lists more than 25 shipping lines and links to more than 70 ports. A dedicated roll-on roll-off terminal serves vehicle imports. The group counts five international airports within reach, including Zayed International, Al Maktoum International in Dubai and Al Ain International. Etihad Rail has carried bulk and industrial cargo since 2023, and AD Ports has reported a Fujairah to ICAD rail route with a customs-enabled inland gateway. Road links to Dubai on the E11 are short, but confirm transit times with your forwarder.
The Department of Municipalities and Transport sets building policy, including the Estidama Pearl rating that is required for a building permit. The Abu Dhabi Agriculture and Food Safety Authority, ADAFSA, regulates food safety and runs a veterinary quarantine at Khalifa Port. The Abu Dhabi Public Health Centre supervises the OSHAD safety framework, and the Abu Dhabi Civil Defence Authority requires approval and a licence for fire and safety products. Free zone tenants deal with KEZAD Group or Masdar City Free Zone, while mainland firms are licensed through the Department of Economic Development.
Oil, gas and petrochemicals drive the largest orders, followed by metals, building materials, food logistics, vehicles and utilities. Government-linked projects set much of the pace, so supplier prequalification and local approvals matter more here than a quick trade counter sale.
