An environmental impact assessment (EIA) in the UAE is a study of how a project will affect air, water, soil, noise, ecology and people, prepared by a registered consultancy for the emirate regulator before a licence or permit is issued. This page explains when one is needed, the Abu Dhabi and Dubai routes as of 2026, the contents and how to appoint a consultant.
Factories, utilities and municipal bodies do. SEWA supplies water from desalination and groundwater and runs plants including the Al Layyah power and water site, and it has an agreement with ACWA Power for Sharjah's first independent desalination plant. For industry, the water and environmental services sector covers industrial effluent treatment, reverse osmosis systems, sewage treatment plants, waste management and scrap metal recycling.
Al Sajaa is the environmental cluster. Bee'ah launched an industrial wastewater plant at its Al Sajaa waste management centre on 18 March 2019, treating industrial and oil-contaminated water at a minimum of 350 cubic metres a day. In 2018 Shurooq and Besix formed a venture, Qatra, to run the Al Sajaa wastewater plant, double its capacity and sell treated water to nearby industrial areas. Sharjah Municipality is reported to have opened a construction waste recycling plant there. Check each facility's current status and acceptance rules.
Hamriyah and Sharjah Industrial Area factories need process water, boiler feed water, cooling water, oil separators and grease traps, and a lawful route for hazardous and oily waste. Metal shops need scrap handling, and plastics recyclers need washing water treatment. Food plants, which must follow halal and hygiene rules, need dependable potable water and drainage.
Ask for a water analysis before sizing any treatment plant, because feed water varies between groundwater, mains and treated supply. Ask for reject volumes, membrane life and energy use, and a local service contract. For waste, use a licensed carrier and keep manifests. Approvals involve the municipality, environmental authorities and SEWA for connections and discharge. Confirm current rules with them. Use post a requirement to compare quotes.
Keep a small log of water use and discharge from day one. It makes sizing future treatment plants simpler and answers inspectors quickly.
Sharjah's industry sits in three places. The first is the Sharjah Industrial Area inside the city, a run of numbered districts mostly along the Dubai border. Wikipedia lists 18 of them plus Al Sajaa, and describes workshops, warehouses, scrap yards, auto parts dealers, building materials firms, engineering contractors and the head office of a paint maker.
The second is Al Sajaa, further out near the airport and Al Hamriyah Port. A 2018 Gulf News report described the Al Sajaa Industrial Oasis, about 14 million square feet backed by Sharjah Asset Management Holding, as land for firms leaving the inner-city areas. It is not a free zone. Sajaa is also where the Sharjah National Oil Corporation (SNOC) runs a gas and condensate processing complex with a hub for pipelines to the Northern Emirates.
The third is the free zones. Hamriyah Free Zone was set up in 1995, covers about 24 square kilometres according to Wikipedia, has its own deep-water port, and holds an LPG storage terminal with a marine berth. SAIF Zone, beside Sharjah International Airport, lists offices, purpose-built warehouses, plots from 2,500 square metres for custom factories or warehouses, and a jewellery manufacturing park. The Sharjah Research Technology and Innovation Park, a free zone, sits in University City.
Sharjah has ports on two coasts. Gulftainer lists the Sharjah Container Terminal, the Khorfakkan Commercial Terminal on the east coast, the Sharjah Dry Port and the Sajaa Dry Port among the facilities it manages. Hamriyah's port is described as 14 metres deep. By road, the E311 and E611 connect to Dubai, Ajman and Ras Al Khaimah, and the E88 Al Dhaid Road runs across to Fujairah. Many buyers also clear cargo at Jebel Ali in Dubai, so ask your forwarder which gate suits your load.
The Sharjah Economic Development Department (SEDD) licenses businesses and has an industrial-area branch; its page says factories also need approval from Sharjah Municipality and the environmental authorities. Sharjah Municipality handles building permits, product approvals and food control. Sharjah Civil Defence approves plans, issues hazardous materials permits and compliance certificates, and ran a large inspection campaign in the industrial zones in the first half of 2025. The Sharjah Electricity, Water and Gas Authority (SEWA) supplies power, water and piped natural gas. Companies inside a free zone deal with that zone's own authority first.
Building materials, paints, engineering workshops, auto parts and general trading dominate the inner industrial districts. Food processing has a foothold in Hamriyah, where a halal processed meat factory was reported in 2017. Gas, condensate and LPG handling drive oilfield and process-equipment demand at Sajaa and Hamriyah. Farming is small, centred on Al Dhaid. Sharjah is not a mining or heavy-steel city, so those buyers look to Abu Dhabi or the Eastern Province of Saudi Arabia.
