CCTV and IP surveillance cameras in the UAE are the fixed, dome, bullet, PTZ, panoramic and thermal cameras, plus the recorders and video management software, that watch buildings, car parks, warehouses, plants and public areas. They are the largest security line within ICT hardware for UAE buildings and plants, and in Dubai they sit under SIRA's regulation of the security industry.
New UAE systems are almost all IP: cameras powered and connected over Ethernet (PoE), recording to network video recorders or servers. Analogue HD cameras survive mainly in villa and small retail upgrades.

The camera is one part of the chain. Long retention needs enterprise servers and storage arrays, switches and recorders live in network racks and outdoor cabinets, and door events are cross-checked with access control systems. For alarms rather than video, see intruder alarm systems.
Start from what each camera must achieve (detect, observe, recognise or identify) at a given distance, then choose resolution and lens to meet it. After that, sun, heat, humidity and dust decide housings, mounts and maintenance.
IEC 62676-4 links the task to pixel density on the target. Axis's summary of the 2014 edition gives 25 pixels per metre for detection, 63 for observation, 125 for recognition and 250 for identification, and recommends a margin above those minimums for poor lighting or people not facing the camera. A 4K camera with a wide lens can still miss a face at a gate; ask the designer for a pixel density plan per camera.
A camera on a south-facing wall in Dubai or Al Ain in July runs far hotter than shade temperature. Check the rated maximum operating temperature, use sunshields, and avoid aiming straight into low morning or evening sun. Wide dynamic range matters at mall entrances and car park ramps where the scene is half shade, half glare.
On the coast, condensation inside housings and corrosion on brackets are the usual faults. Specify sealed housings, stainless or coated mounts and proper cable glands. Inland, dust films on domes cut image quality, so build lens cleaning into the maintenance contract.
Every camera adds bandwidth and PoE load. H.265 compression and smart codecs cut storage, but heaters and IR raise power draw. Plan the switch PoE budget and the structured cabling for camera runs together.
As of October 2026, CCTV in Dubai is regulated by SIRA, which licenses the companies that sell and install security systems and sets technical requirements through its bylaw and specifications. Cameras with radio or cellular modules need TDRA approval, and recorded footage is personal data.

SIRA can update its technical specifications without new legislation, and retention periods and minimum image quality vary by premises type. Industry sources quote figures, but they conflict, so confirm the current requirement for your building category directly with SIRA before you size storage. Other emirates apply their own police or security authority rules.
