Alloy steel plates in Saudi Arabia are mainly ASTM A387 chromium-molybdenum plates for hot vessels, reactors, drums and exchangers in refineries, petrochemical plants and power stations. This page covers grades 11, 22 and 91, class 1 and 2, heat treatment, Aramco rules, SABER, and what drives price and lead time.
Jeddah combines a deepwater port, a construction pipeline and three MODON industrial cities, which is the base for metals and fabrication. The older estates in the Jeddah Industrial Area hold long-established fabricators with several plants each, making structural steel, towers, poles, pressure vessels, storage tanks and grating at a scale of hundreds of thousands of tonnes a year. That scale shows what a local buyer can source without leaving the city. For galvanised work, check whether the hot dip bath is on the same site or a subcontractor's, because bath length limits the longest member that can be dipped in one piece. Saudipedia counts 296 factories in the Second Industrial City and 714 in the Third, so a buyer can find several workshops within one estate.
Building contractors buy structural steel fabrication, carbon steel plates and aluminum extrusions for cladding and window systems. Plants and utilities buy pressure vessel fabrication, tank fabrication and piping fabrication and spools. Coastal exposure makes hot dip galvanizing and powder coating services some of the most requested finishing services. Workshops also use laser cutting services and welding services for jobs below full fabrication.
Plate, coil and sections arrive at Jeddah Islamic Port, where the new terminal capacity from March 2025 should ease container handling. From there they move by truck to yards in the industrial cities. Fabricators in the estates deal with MODON for land and Civil Defense for yard safety.
Ask for mill certificates and traceability on every heat of steel, and for welder qualification records for pressure work. Specify the coating system by thickness, not just by name, and request galvanizing certificates. Compare shop capacity by crane lift and bay length, and use post a requirement to quote the same drawing with several workshops.
Jeddah is the commercial centre of the western Kingdom, and its factories sit in three industrial cities south of the built-up area, all supervised by the Saudi Authority for Industrial Cities and Technology Zones, known as MODON. Saudipedia dates the First Industrial City to 1971, with about twelve million square metres and 1,119 factories, east of Al-Rahmaniyah Market. The Second opened in 2009 west of the Coastal Road, about 30 km from the first. The Third, east of the Coastal Road, is listed with 714 factories and a much larger 80 million square metre footprint, of which 24 million is developed. In August 2024 Argaam reported more than SAR 521 million of new MODON projects there, among them a first-phase wastewater plant of 10,000 cubic metres a day in the Second City and 24 ready-made factories of 350 square metres each in the First.
Jeddah Islamic Port is the main gateway. Wikipedia describes 62 berths in service in 2023 and a share of roughly 65 percent of the Kingdom's seaborne imports, and the port is the western end of the planned Saudi Landbridge. In March 2025 DP World and Mawani inaugurated the expanded South Container Terminal, which lifts capacity from 1.8 to 4 million TEU, and a SAR 900 million, 415,000 square metre logistics park is being built beside it. The airport lies to the north, and trucks carry cargo inland to Mecca, Medina, Taif and Riyadh.
MODON leases plots and ready units. Mawani regulates the port. ZATCA runs customs, and opened an all-in-one customs hall at the port in January 2022. Jeddah Municipality issues trade and building permits, the General Directorate of Civil Defense approves fire and life safety, and the National Water Company runs water and sewage. Confirm current steps on each authority's own platform before contracting.
Construction and fit-out lead because of waterfront and city redevelopment. Food, plastics, packaging, paint and metal plants in the industrial cities buy machinery and spares, while port and logistics operators buy handling gear. Fuel is distributed from Aramco's North Jeddah bulk plant, but refining and heavy petrochemicals sit in other cities.
