Industrial real estate and rental in Saudi Arabia covers the industrial city plots, special economic zone space, ready-built factories, warehouses, site cabins, rental equipment and fleet vehicles that companies lease or hire instead of owning. This page explains the five families, the roles of MODON, the Royal Commission and ECZA, the Ejar and SASO rules that apply as of 2026, and how to compare the landlords and rental companies listed below.

In Saudi Arabia, industrial real estate and rental means the land, factories, warehouses, temporary buildings, machines and vehicles that industrial companies lease or hire instead of owning. Most of the land sits inside state-run industrial cities and economic zones, so the landlord is often a government authority, while the cranes, generators, trucks and site cabins come from private rental fleets.
That split matters for buyers. A factory investor in Riyadh or Dammam usually deals with MODON for a plot or a ready-built unit; a petrochemical supplier in Jubail or Yanbu deals with the Royal Commission; a manufacturer chasing tax and customs incentives looks at the special economic zones that ECZA oversees. Meanwhile a contractor on a giga-project or a plant shutdown hires most of its equipment and accommodation for the duration of the job. Across all of these, three things decide the deal: which authority controls the site and what it allows there, how the lease or hire contract is registered and enforced, and what certificates the equipment must carry before it can work. This page walks through each family and then those three points.
Each family hub lists the services offered, the Saudi rules that apply and the companies providing them across the Kingdom.
Free zones, special economic zones and industrial cities in Saudi Arabia are where most new factories and logistics operations are placed. The family covers developed industrial plots leased from MODON and the Royal Commission, services for companies inside the special economic zones, company setup in zones and economic cities and logistics parks and bonded warehousing. The four special economic zones announced in April 2023, at King Abdullah Economic City, Ras Al Khair, Jazan and the Riyadh cloud computing zone, added a customs and tax regime that the older industrial cities do not have.
Industrial properties in Saudi Arabia covers factory buildings including ready-built units, warehouses for rent in Riyadh, Jeddah and Dammam, office warehouses, workshops and open storage yards. In the second industrial city of Riyadh or the Dammam industrial cities, many tenants lease a ready-built factory first and only build their own once volumes justify it.
Equipment rental across the Kingdom supplies the mobile cranes, generators, forklifts, compressors, chillers, welding machines, scaffolding and fencing that projects and maintenance shutdowns need. Heavy machines brought onto a Saudi site fall under SASO's Heavy Equipment Regulatory Center, and lifting equipment needs an inspection certificate from a SASO-approved inspection body, so ask the rental company about both before mobilisation. Crane rental for projects and shutdowns is where these checks bite hardest.
Modular and temporary structures house site teams, stores and sometimes whole workforces on remote projects: portacabins and site offices, modular buildings for camps and plant facilities, container conversions and storage tents. On large projects in the Eastern Province or along the Red Sea coast, these are often specified in the contractor's mobilisation plan alongside power and water.
Vehicle rental and leasing covers trucks for haulage and distribution, vans and pickups, long-term heavy equipment leasing and buses for moving workers. Long-distance routes between Riyadh, the Eastern Province and the western ports make fleet availability and maintenance cover as important as the rate.
Industrial land in Saudi Arabia is mostly leased from one of three public landlords: MODON for the general industrial cities, the Royal Commission for Jubail and Yanbu for the large hydrocarbon and heavy-industry cities, and the Economic Cities and Special Zones Authority (ECZA) for the special economic zones. Private warehouses and yards fill the gaps around the main cities and ports.
An industrial city and a special economic zone are not the same thing. A plot in a MODON city gives you serviced land and an industrial licence route, but goods still clear Saudi customs on import. A special economic zone adds its own customs and tax treatment, so goods can be held, processed or re-exported with duty deferred. The free zones and industrial zones hub explains when each fits.
Saudi leases, zones and equipment are regulated by different bodies, and the rules have changed several times since 2021. The table shows the ones industrial tenants and hirers meet most often, as of 2026. Confirm current procedures with each authority.
| Requirement | Applies to | Authority |
|---|---|---|
| Land lease, building permit and operating licence inside an industrial city | Factories and warehouses in MODON cities | MODON |
| Land lease and permits in the Royal Commission cities | Jubail, Yanbu, Ras Al-Khair and Jazan industrial cities | Royal Commission for Jubail and Yanbu |
| Special economic zone registration and incentives (5% CIT, customs duty deferral) | Companies inside the four SEZs announced in 2023 | Economic Cities and Special Zones Authority (ECZA) |
| Lease registered on the Ejar network; unregistered contracts are not valid for administrative and judicial effects (Cabinet Resolution No. 292) | Residential and commercial leases, including warehouses and units | Ministry of Municipalities and Housing, Ejar |
| Operator licensing, equipment licensing and registration, pre-operation inspection oversight | Heavy equipment and its operators | SASO Heavy Equipment Regulatory Center (Council of Ministers Decision No. 488, April 2021) |
| Inspection certificate from an ISO/IEC 17020 inspection body approved by SASO, before public use and at periodic tests | Lifting machinery and accessories | SASO, Technical Regulation for Machinery Safety, Part 3 |
Projects for Saudi Aramco, SABIC, the Royal Commission and the giga-project developers add their own requirements for rented equipment, such as client-approved inspection agencies, operator cards and site induction. Read the contract's HSE annex before you sign a hire order.
Start from the authority that controls the site, then compare contracts. The same factory size can come with very different obligations depending on whether the landlord is MODON, the Royal Commission, an economic city developer or a private owner.
Public landlords offer serviced land and predictable rules but follow set allocation procedures. Economic city developers and private owners can move faster on ready space. Rental fleets range from owner-operators with their own workshops to brokers who sub-hire; ask who actually owns and maintains the machine. When you want offers from several companies, post your requirement and compare like for like.
For land and buildings, the main factors are the city and its distance from the ports and main markets, whether you take a ready-built unit or build on a leased plot, the permitting timeline of the authority that controls the site, and how quickly power, water and gas can be connected. Industrial cities near Riyadh, Jeddah and Dammam see the strongest demand for ready units, so waiting lists and allocation rules matter as much as the rent. Inside special economic zones, the incentives come with registration and compliance obligations that should be costed as part of the decision.
For rentals, the giga-projects, Aramco and SABIC shutdown seasons and large infrastructure contracts compete for the same heavy cranes, generators and worker transport. Mobilising a large crane from the Eastern Province to the Red Sea coast, or the reverse, adds days of transport, escort and permit work before the hire clock even starts. Ask each rental company for a written availability date, the location the machine is coming from, and whether its inspection certificate will still be valid for the full hire period, since renewing a certificate mid-hire can take the machine off site.
