Instrumentation and process control in Saudi Arabia is the measuring and control equipment behind Aramco, SABIC, SEC, water and manufacturing plants: pressure, temperature, flow and level instruments, analysers, calibrators and DCS, PLC and SCADA systems. This page covers the main types, the effect of Saudi heat, dust and coastal humidity, which SASO, SASOEX, metrology and functional safety requirements apply as of 2026, and how to pick a supplier.

Instrumentation and process control means the devices that measure pressure, temperature, flow, level and composition in a process, the calibrators used to verify them, and the control systems that use those signals to run the plant safely. In Saudi Arabia it forms part of the mechanical, electrical and instrumentation sector. The largest buyers are Aramco and its joint ventures, SABIC affiliates in Jubail and Yanbu, the Saudi Electricity Company, water desalination and transmission operators, and food, pharmaceutical and building materials plants in the MODON industrial cities.
| Type | Where Saudi plants use it | What to specify |
|---|---|---|
| Flow measurement: Coriolis, vortex, turbine and variable area meters | Hydrocarbon and chemical lines, utilities, dosing | Fluid and phase, accuracy, pressure loss, materials |
| Pressure instruments: transmitters, pressure switches | Process control, trips, pump and compressor protection | Range, diaphragm and seal material, SIL data, protocol |
| Temperature instruments: temperature controllers, infrared thermometers | Furnaces, reactors, HVAC plant, maintenance checks | Sensor, thermowell, control mode, range |
| Level measurement: ultrasonic sensors, capacitance probes | Tanks, reservoirs, wet wells, silos | Medium, range, vapour and dust, mounting |
| Analytical instruments: dissolved oxygen and turbidity analysers | Desalination, water treatment, boiler water, emissions | Measured parameter, range, cleaning, sample conditioning |
| Calibration equipment: temperature calibrators, pressure calibrators | Plant maintenance, turnaround loop checks | Accuracy, range, traceable certificate |
| Control systems: DCS, HMI panels, RTUs and data loggers | Plants, pipelines, water networks, substations | Architecture, redundancy, protocols, security, support |
Power supplies, cabling and motor control for the same loops come from the electrical equipment family, including instrumentation cables, and most control loops end in a control valve.
Saudi plants expose instruments to dry interior heat, frequent dust and, on both coasts, humid saline air. Electronics and seals suffer first, so the specification has to cover the housing as much as the measurement.
As of October 2026, instruments imported into Saudi Arabia go through SABER against the SASO regulation for their HS code, hazardous area devices need a SASOEX certificate, measuring instruments fall under SASO's metrology law, and functional safety and cybersecurity are set by the operator's specification.
| Requirement | Applies to | Authority or reference |
|---|---|---|
| SASOEX conformity certificate | Instruments and equipment for potentially explosive atmospheres, including gas detectors and junction boxes | SASO, on IECEx or ATEX certification |
| Technical Regulation for Electromagnetic Compatibility (2023) | Electronic equipment, by supplier declaration of conformity with a technical file | SASO |
| Law of Calibration and Measurements (2013) | Pattern approval, verification and stamping of measuring instruments; traceable calibration | SASO and its national measurement centre |
| ISO/IEC 17025 accreditation | Calibration and testing laboratories | Saudi Accreditation Center |
| IEC 61511 and IEC 61508 | Safety instrumented systems and SIL-rated devices | IEC, through operator standards |
| IEC 62443 series | Control system cybersecurity | IEC and ISA, through the client |
| Aramco supplier registration | Suppliers of goods and services to Aramco | Aramco |
SASO's SASOEX page asks for a Saudi commercial registration, importer and manufacturer declarations, the IECEx certificate of conformity, test report and quality assessment report (or the ATEX certificate and quality notification), and product photos and labels; test reports older than three years need a no-change declaration. The SASO and SABER guide explains how this sits alongside the PCoC and SCoC for each shipment.
The Law of Calibration and Measurements, issued in 2013 and listed by SASO as in force, requires SI units, lets SASO approve instrument patterns against Saudi standards or OIML recommendations, and requires initial verification of each new instrument before use by the national centre or an accredited laboratory. Possessing or using non-compliant measuring instruments carries fines of up to SAR 200,000. A later revision of the law has been reported, so check the current text with SASO before relying on these details.
Calibration certificates are where many Saudi audits find gaps. Ask for certificates from a laboratory accredited by the Saudi Accreditation Center, or by another ILAC MRA signatory, with the accreditation scope covering the quantity and range calibrated. A useful certificate states the as-found and as-left readings, the measurement uncertainty, the reference standards used and their own calibration dates, so that traceability back to national standards can be shown. Agree the calibration interval for each instrument class with the plant owner, and keep factory calibration sheets separate from site calibration records, since operators often require both at handover.
For safety systems, IEC 61511-1 covers the specification, design, installation, operation and maintenance of safety instrumented systems in the process sector, building on IEC 61508. Aramco lists a Cybersecurity Compliance Certificate among the registration documents for Saudi-based suppliers, and buyers of DCS, SCADA and PLC systems commonly ask for IEC 62443 alignment as well.
Saudi buyers source instruments from the Saudi offices of international makers, their authorised distributors and integrators in Dammam, Al Khobar, Jubail, Riyadh and Jeddah, and stockists for standard gauges and spares. Operators often keep approved manufacturer lists for critical instruments, so check the client list before you shortlist.
Confirm that the supplier is the authorised channel for the exact product line, who will be the SABER importer, and who will calibrate, configure and commission locally. The guide to sourcing industrial suppliers covers commercial registration and agency checks. To receive offers from Saudi suppliers, post your requirement with instrument datasheets, hazardous area classification and the certificates you need.
Configuration, certification and local support set instrument cost in Saudi Arabia. Exotic wetted materials, high accuracy, SIL documentation and hazardous area approvals raise the price of a transmitter or meter; DCS and SIS projects are priced on I/O count, redundancy, engineering hours and the support contract. Stocked transmitter and gauge models can ship within days, while special meters and analyser systems are built to order and then need SABER clearance through King Abdulaziz Port in Dammam, Jubail Commercial Port or Jeddah Islamic Port. Witnessed calibration and factory acceptance tests should be in the schedule from the start.
