- How to Choose Industrial Valves for Gulf Projects
A practical guide to selecting industrial valves for Gulf projects: function, pressure class, materials, key API and ASME standards, actuation and what to put in your RFQ.
What are valve actuators, and which types are used in the UAE?
A valve actuator is the powered device that turns or lifts a valve stem so the valve can be operated from a control room, a shutdown system or a timer instead of a handwheel. UAE demand comes from ADNOC upstream and gas processing, refineries at Ruwais, pipelines and tank terminals, desalination and power plants, water and sewage networks, and district cooling. Actuators form one of the four groups in the pumps and valves category for the UAE, and almost every one ends up bolted to a valve from the industrial valves family.
Pick the power source first (what is available and what the fail action must be), then the motion (part-turn for ball, butterfly and plug valves; multi-turn or linear for gate, globe and control valves).
| Type | Typical use in the UAE | Key specification points |
|---|---|---|
| Electric actuators, multi-turn and part-turn | Water and sewage networks, district cooling, tank farms, motor-operated valves in plants with no instrument air | Torque or thrust from the valve data, on-off or modulating duty class, supply voltage, fail-last or battery or spring options, enclosure and Ex rating |
| Pneumatic actuators, rack and pinion, scotch yoke and diaphragm | Process plant on-off and control valves, emergency shutdown valves, utilities with instrument air | Spring return or double acting, minimum air pressure, torque at end of spring stroke, solenoid and positioner, air quality |
| Hydraulic and electro-hydraulic actuators | Large pipeline and wellhead valves, high-torque ESD service, remote sites without air | Required torque and stroke time, self-contained power unit or gas-over-oil, accumulator sizing for fail-safe stroke |
Actuated valves are often bought with the pump package they serve, for example discharge valves on centrifugal pump sets or dosing isolation on positive displacement pumps. Air for pneumatic actuators comes from the plant instrument air system listed under pneumatic systems, and hydraulic units can be fed by stand-alone hydraulic power units.
How do you size and mount a valve actuator correctly?
Size an actuator from the valve maker's torque or thrust figures at the maximum differential pressure, with the safety margin your specification sets, and mount it to the interface standard both parts share. Most early failures in the field trace back to undersizing or a poor coupling, not the actuator itself.
Mounting standards
ISO 5211 sets the flange dimensions, drive dimensions and reference torques for attaching part-turn actuators to valves, and ISO 5210 does the same for multi-turn actuators, including reference thrust. Both were revised by ISO in February 2026. The Gulf adoption, GSO ISO 5211:2024, still carries the 2023 ISO text, so state the edition and flange size (for example an F-number and square or keyed drive) on the datasheet, and ask for a mounting kit drawing whenever a bracket or adaptor sits between valve and actuator.
Electric actuator requirements
ISO 22153:2020 sets basic requirements for electric actuators on on-off and control valves, covering classification, design, enclosure, corrosion protection and conformity assessment; it excludes solenoid, electro-hydraulic and valve-integral actuators. Rotork, for example, describes its IQT3 Pro part-turn range as built for isolating and regulating duties, S2 and S3 or class A and B, of up to 1,200 starts per hour. Match the duty class to the control mode: a modulating loop needs an actuator rated for frequent starts, not an isolating unit.
How do UAE heat, dust and coastal air affect valve actuators?
Heat is the main limit for actuators on UAE sites, because electronics, motors, seals and the battery all have temperature ceilings, and the sun adds load beyond the shade temperature. Check the rated ambient range against your real worst case and ask what changes at the top of it.
Heat and derating
Rotork's August 2025 safe-use manual for the IQ range gives a standard ambient range of -30 to +70 °C and warns that the motor cover surface can run more than 60 °C above ambient in normal operation and that wiring can reach 80 °C in a 70 °C ambient. The same manual tells the user to make sure the surface temperature rating is not affected by external heating, such as hot process lines, and notes that ambient temperature can shorten battery life. Its handheld setting tool is rated only to +50 °C, which matters for commissioning in August. Ask suppliers for the duty rating and available torque at your maximum ambient, use sun shades where the layout allows, and specify cable rated for the higher temperature at the terminals.
Dust, washdown and flooding
Fine dust and occasional storm flooding in valve pits call for a high ingress rating. Rotork rates IQT3 Pro enclosures to IP66 and IP68 at 7 m for 72 hours, double sealed so the internals stay closed when the terminal cover is off. For pneumatic actuators, dust and humidity in the air supply cause more trouble than the outside: dry, filtered instrument air to the ISO 8573-1 class in your specification protects solenoids and positioners.
Saline air
Valves at Jebel Ali, Ruwais, Taweelah and desalination intakes sit in salt-laden air. Specify a coating system for a marine atmosphere, stainless fasteners and breathers, and sealed cable entries, and do not let site painters cover nameplates or breather vents.
Which standards and approvals apply to valve actuators in the UAE?
In the UAE an actuator is covered by the buyer's specification for torque, interface and duty, by functional safety standards where it is part of a shutdown system, and by ECAS-Ex where it is electrical equipment in a hazardous area. The table summarises what we checked in October 2026.
| Requirement | Applies to | Authority |
|---|---|---|
| ISO 5211 (part-turn) and ISO 5210 (multi-turn) | Actuator to valve mounting flanges, drives and reference torque or thrust | ISO, adopted in the Gulf as GSO ISO 5211:2024 |
| ISO 22153:2020 | General requirements for electric valve actuators | ISO |
| IEC 61508 SIL capability | Actuators used in safety instrumented functions such as emergency shutdown valves | IEC, certified by third-party assessors |
| ECAS-Ex certificate (Cabinet Decision No. 23 of 2016) | Electric actuators, solenoids and other electrical equipment for explosive atmospheres | MoIAT, based on IECEx reports and certificates |
| ADNOC Supplier Hub registration and approved manufacturer lists | Actuators supplied to ADNOC group companies and their EPCs | ADNOC |
| ICV certificate | Bidders to participating government entities and national companies | MoIAT National ICV Programme |
SIL for shutdown valves
IEC 61508 is the basic functional safety standard for electrical, electronic and programmable systems that carry out safety functions; its general requirements part is in its second edition, published in 2010. Several actuator makers certify selected ranges for SIL 2 or SIL 3 use, Rotork's IQT3 Pro among them. A device certificate is not a loop rating: the safety system designer still verifies the whole function, valve and solenoid included, so ask for the certificate and the safety manual with the offer.
ECAS-Ex for hazardous areas
MoIAT's ECAS-Ex entry asks the UAE applicant for the IECEx test report, IECEx test certificate and a quality assessment report no older than 12 months, plus proof of exclusive distributorship from the manufacturer when the applicant is a trader or agent; bespoke items are certified by serial number. Check the gas group (IIB or IIC) and temperature class on the certificate against the area classification drawing. The ECAS and EQM conformity guide covers how to check a certificate.
Who supplies valve actuators in the UAE, and what drives price and lead time?
UAE actuators come from manufacturer offices with service centres, authorised distributors and valve automation workshops that mount, calibrate and test actuators on valves, and valve makers that supply complete actuated packages. For ADNOC and EPC work, check the approved manufacturer list first and buy through the maker or its authorised automation centre.
Actuator brands carried here include Rotork (United Kingdom) electric, pneumatic and hydraulic actuators; AUMA (Germany) multi-turn and part-turn electric actuators and gearboxes; Flowserve, whose actuation line includes Limitorque electric actuators; Bray Series 70 electric and pneumatic actuators packaged with its butterfly and ball valves; Keystone, an Emerson brand, with pneumatic and electric actuators for its butterfly valves; and ARCA (Germany) pneumatic diaphragm actuators and digital positioners for control valves.
- Torque and size: the required torque or thrust sets frame size, which sets most of the price.
- Controls: intelligent controls, fieldbus, positioners, limit switches and partial stroke testing.
- Certification: Ex certification, SIL certification and the documents behind them.
- Fail-safe: spring packs, batteries, accumulators or gas-over-oil systems for a defined fail position.
- Mounting and testing: brackets, couplings, calibration and a witnessed stroke test on the valve.
Small pneumatic and electric part-turn units in common sizes are often stocked in the UAE and mounted locally. Large multi-turn, scotch yoke, hydraulic and SIL-certified units are built to order, and the valve-actuator assembly then needs mounting, testing and inspection release before shipping through Jebel Ali or Khalifa Port. For pressure class and materials of the valve itself, read the valve selection guide for GCC projects. To collect quotes from several automation centres, post your actuator requirement with the valve torque data attached.
