Roofing systems are one of the three families inside building envelope products in the UAE, together with facade cladding and curtain walls and windows, doors and roller shutters. A roof package is usually bought by the steel building contractor on sheds and by the waterproofing applicator on concrete roofs, and it has to meet the same energy and fire rules as the walls. The rules quoted below were checked in October 2026.

What roofing systems are used in the UAE, and how do they differ?

UAE roofs fall into two groups. Light steel roofs on pre-engineered buildings use profiled sheet or insulated sandwich panels. Flat concrete roofs on villas, towers and podiums use an insulation layer, a waterproof membrane and a protection or reflective finish.

Roof typeTypical UAE useKey spec to state
Profiled and standing seam metal roofing sheetsWarehouses in JAFZA and KIZAD, factories, canopies, car parksBase steel thickness, metallic coating (zinc or aluminium-zinc) and coating mass, paint system, profile, fixing type (screw-down or concealed clip)
Insulated sandwich roof panels (see also insulated metal wall panels)Cold stores, food plants, logistics hubs, labour accommodationCore type (PIR, PUR or mineral wool), panel thickness and U-value, EN 14509 compliance, fire test evidence, facing coating
Roof insulation boardsFlat concrete roofs, inverted roofs, under metal sheetingMaterial (XPS, PIR, rock wool), thickness to reach the roof U-value, compressive strength, fire reaction, DCL certificate
Roof waterproof membranesVilla and tower roofs, podium decks, plant room roofsType (SBS or APP bitumen, PVC or TPO single ply, liquid-applied PU), thickness, UV exposure or protected, warranty
Skylights and rooflightsWarehouses, malls, atriums, villa stair coresGlazing U-value, shading coefficient and light transmittance, polycarbonate or glass, upstand and fall protection

Concrete roofs in the UAE are often built as inverted roofs, with the membrane below the insulation, so the membrane is protected from sun and traffic. Below-grade and wet-area membranes belong to waterproofing and insulation products, while the board insulation itself is also sold under XPS and EPS insulation boards and PIR and PUR insulation.

How do UAE sun, sand and coastal air affect roofing systems?

A UAE roof faces the hardest exposure on the building: direct sun for most of the day, surface temperatures well above air temperature, humid salt air on the coast and wind-blown sand inland. Most early roof failures start at laps, fixings, upstands and penetrations, not in the middle of a sheet.

Heat and reflectance

Dark roofs absorb more heat and pass it into the building. That is why Dubai sets a minimum solar reflectance index (SRI) for most of the roof area (see the table below). Light-coloured sheet coatings, white single-ply membranes and reflective coatings over bitumen all help, but reflectance drops as dust settles, so plan cleaning access and gutters that can be cleared.

Thermal movement

Metal roofs expand and contract every day. Long sheet runs need fixings and clips that allow movement, and sealant laps must be designed for it. On concrete roofs, membranes exposed to sun age faster than those protected under insulation or tiles; ask the membrane maker whether the product is rated for exposed use.

Coastal corrosion

Sites along the coast from Abu Dhabi to Ras Al Khaimah see salt-laden humid air. Ask the sheet or panel maker which coating they warrant for coastal exposure, how far from the shoreline the warranty applies, and whether cut edges and fasteners are covered. Use stainless or coated fasteners compatible with the sheet, and keep dissimilar metals apart.

Which standards and approvals apply to roofing systems in the UAE?

In Dubai, Al Sa'fat sets numeric limits on the roof: thermal transmittance, solar reflectance and roof glazing performance, and Dubai Central Laboratory certifies the products that claim them. Civil Defence fire rules apply to roof panels and insulation in the same way as to the rest of the envelope.

Al Sa'fat, in its 2nd edition of January 2023, includes mandatory requirements for all new buildings to reach Silver Sa'fa, and Dubai Municipality's product certification page lists the roofing SRI and insulation clauses that its laboratory certifies. Because a sandwich panel's U-value depends on its core and thickness, ask for the calculated value at the thickness you are buying, not the brochure's best figure.

For fire, the ICC notes that the UAE fire code is implemented nationally under Civil Defence oversight. Insulated roof panels and roof insulation should come with fire test evidence and, where the authority asks for it, a Civil Defence listing for the exact build-up. Our guide to UAE Civil Defence approval explains how listings and certificates are checked. Outside Dubai, Abu Dhabi and the northern emirates set their own envelope values, so take the roof U-value and SRI from the consultant's specification and confirm with the local authority.

Who supplies roofing systems in the UAE?

UAE roofing is supplied by pre-engineered building makers that roll their own sheet, panel manufacturers with regional plants, coil producers that feed local roll-formers, and membrane makers selling through approved applicators. On steel buildings the roof usually comes with the frame; on concrete roofs the waterproofing contractor buys the system and gives the warranty.

Brands carried here include Emirates Building Systems, a Dubai pre-engineered building maker, and Mabani Steel in Ras Al Khaimah, both producing roof sheeting and standing seam roofs; Kirby Building Systems pre-engineered buildings and roof cladding; insulated roof panels from Kingspan, Metecno, Isopan and Assan Panel; coated steel coil from ArcelorMittal, BlueScope and Tata Steel Colorcoat; and roof membranes from Sika, Soprema, BMI Icopal, Index and Alchimica Hyperdesmo liquid polyurethane systems.

Before you award, ask for:

  • the coating specification and the written warranty terms for your site's distance from the sea;
  • the panel's U-value calculation at your thickness and its fire test report;
  • the DCL certificate for any product claiming the Al Sa'fat SRI or insulation clauses;
  • for membranes, the approved applicator list and whether the warranty is from the manufacturer or the applicator;
  • flashings, gutters, fixings and sealants listed as part of the system, not left to site.

What drives roofing system price and lead time in the UAE?

Steel price, coating class and insulation thickness drive the cost of a UAE metal roof; membrane type, warranty length and detailing drive the cost of a flat roof. Lead time depends on coil availability, panel production slots and consultant approval of samples.

  • Coil and coating: heavier metallic coatings and premium paint systems for coastal sites cost more and may need imported coil.
  • Core and thickness: mineral wool cores and thicker panels to meet 0.3 W/m²K cost more than thin PUR panels.
  • Reflective finishes: high SRI coatings and white membranes are priced above standard colours.
  • Rooflights: glazing that meets the Al Sa'fat shading and light limits costs more than basic polycarbonate.
  • Certification: DCL certificates and fire test reports must be in hand before the consultant approves the submittal.
  • Logistics: locally rolled sheet and regionally made panels ship fastest; imported coil and membranes arrive through Jebel Ali and Khalifa Port.

Ask each bidder to separate supply from installation and to give lead time from approved shop drawings.

Frequently Asked Questions — Roofing Systems

What roof U-value does Dubai require?
Al Sa'fat article 501.01 limits the average thermal transmittance of the roof on new air-conditioned buildings in Dubai to 0.3 W/m²K, the same value for Silver, Golden and Platinum Sa'fa. Roofing suppliers should show a calculated U-value for the exact panel or insulation thickness being supplied.
What solar reflectance must a roof have in Dubai?
Under Al Sa'fat article 304.01, flat and low slope roofs in Dubai (1:6 or flatter) need a solar reflectance index of at least 78, and steep roofs at least 29, over at least 75% of the roof area. Dubai Central Laboratory certifies roofing surfaces and tiles for this clause.
What are the rules for skylights and rooflights in Dubai?
Al Sa'fat sets limits for roof glazing on new air-conditioned buildings in Dubai. Up to 10% of roof area, glazing needs a U-value of 1.9 W/m²K or less, a shading coefficient of 0.32 or less and light transmittance of at least 0.32. Above 10%, the maximum shading coefficient falls to 0.25 and the minimum light transmittance to 0.25.
Which standard covers insulated sandwich roof panels in the UAE?
Insulated sandwich roof panels in the UAE are normally specified to EN 14509, adopted in the Gulf as GSO EN 14509:2021. It covers factory-made, self-supporting, double skin metal faced panels with cores such as polyurethane, polyisocyanurate, mineral wool and polystyrene, used on roofs, walls and ceilings.
Do roof panels need Civil Defence approval in the UAE?
Fire performance of roof panels and insulation in the UAE falls under the UAE Fire and Life Safety Code, enforced by Civil Defence in each emirate. Ask the supplier for the fire test report and any Civil Defence listing for the exact panel or roof build-up, and confirm what the authority needs for your project.
Who supplies metal roofing and roof panels in the UAE?
Metal roofing and roof panels in the UAE come from pre-engineered building makers such as Emirates Building Systems, Mabani Steel and Kirby, panel makers such as Kingspan, Metecno, Isopan and Assan Panel, and coil producers such as ArcelorMittal, BlueScope and Tata Steel that supply local roll-formers.
What affects the price of a roofing system in the UAE?
Roofing system prices in the UAE are driven by steel and coating class, panel core and thickness, reflective finishes, rooflight glazing performance, membrane type and warranty length. Certificates and fire test reports needed for consultant approval, and whether coil or membranes are imported, also affect cost and lead time.
