Plastics, Rubber & Packaging brands in UAE
What does the plastics, rubber and packaging sector cover in the UAE?
In the UAE, the plastics, rubber and packaging sector covers the polymers that converters buy, the plastic, rubber and composite parts made from them, and the transit packaging that moves finished goods through Jebel Ali, Khalifa Port and the land borders. On ListGCC it is split into five families: plastic raw materials, plastic products and fabrication, composites and FRP, rubber products, and industrial packaging. This page explains what each family includes, where UAE buyers find suppliers, which federal and emirate rules apply, and how to qualify a supplier before you place an order.
The buyers are varied. A district cooling contractor wants GRP pipe and rubber expansion joints, a food plant in Dubai Industrial City wants food contact film and corrugated cartons, a quarry in Ras Al Khaimah wants conveyor belting, and a re-export trader in JAFZA wants stretch film, strapping and heat-treated pallets by the container. The common thread is that most of these products are made to an international or customer specification rather than to a single UAE product law, so the specification you write does most of the regulatory work.
Which product families sit in this sector?
Five families make up the sector. Each one has its own listings and supplier pages, linked below, so you can go straight to the product you are buying.
Plastic raw materials
Plastic raw materials for UAE converters covers resins and compounds sold by the bag, octabin or bulk tanker: polyethylene granules for film, pipe and moulding, polypropylene granules, PVC resin, engineering plastics and masterbatch. Abu Dhabi is a producing location as well as a market: polymer production began at a new unit in Al Ruwais Industrial City in April 2026, according to Argus Media, so local grades are often available alongside imported ones. Ask for the grade datasheet and a certificate of analysis for each lot.
Plastic products and fabrication
Plastic products and fabrication is the converting side: injection moulded parts, blow moulded containers, thermoformed trays, plastic pipes and extruded profiles, sheets and films, tanks and 3D printed parts. UAE buyers use these in construction, water, utilities, food and consumer goods. For moulded parts the tooling decision (who owns the mould, where it is kept, how many cavities) usually matters more than the part price.
Composites and FRP
Composites and FRP suppliers in the UAE make glass and carbon fibre reinforced parts that resist corrosion where steel would rust. Typical orders are GRP water tanks and process vessels, FRP pipes and ducts for seawater, chemicals and odour control, and composite gratings for walkways in wet or corrosive plant areas. For oil and gas piping the reference is the ISO 14692 series; Part 1 (2017) defines applications, pressure rating and product classes and is primarily written for offshore topsides, with onshore uses such as produced water and firewater also covered.
Rubber products
Rubber products covers conveyor belts, industrial rubber sheet, expansion joints, hoses, rubber lining, anti-vibration mounts, and seals and gaskets. In the UAE these go to quarries and cement plants, ports, oil and gas, district cooling and building services. Conveyor belting for quarries and bulk handling and industrial and hydraulic rubber hoses are the highest volume lines. Rubber is a compound, not a single material, so ask for the polymer type and the test data rather than a generic "heat resistant" claim.
Industrial packaging
Industrial packaging in the UAE is everything that protects and unitises goods in transit: stretch film and shrink wrap, corrugated boxes and cartons, pallets and crates, IBCs and drums, strapping, protective foam and bubble wrap, export wooden cases and packaging machinery. Dubai's role as a re-export hub means a large share of this demand comes from logistics operators and traders, not just manufacturers.
Where are plastics, rubber and packaging suppliers based in the UAE?
Most UAE suppliers in this sector sit in four clusters: Jebel Ali and JAFZA in Dubai, the industrial areas and Hamriyah Free Zone in Sharjah, KIZAD and Mussafah in Abu Dhabi, and the industrial zones of Ajman, Umm Al Quwain and Ras Al Khaimah. Where a supplier is licensed decides how it can sell to you.
- Dubai: JAFZA, Dubai Industrial City and Dubai Investments Park hold converters, packaging distributors and regional stock for international brands. Free zone companies often import and re-export without paying duty, so check the delivery terms if your site is onshore.
- Sharjah and the northern emirates: a dense base of film extruders, carton plants, plastic moulders and rubber workshops, often close to the customers they supply in Dubai.
- Abu Dhabi: KIZAD next to Khalifa Port and the Mussafah industrial area serve oil and gas, utilities and the growing downstream industry, while Al Ruwais Industrial City is the polymer production base.
For imports, Jebel Ali and Khalifa Port handle most containerised resin, film, belting and machinery. For an onshore project, a supplier with a mainland licence or a distributor inside the UAE customs area can save you the paperwork of clearing goods yourself.
Which standards and approvals apply to plastics, rubber and packaging in the UAE?
Few products in this sector need a federal certificate before sale in the UAE. The exceptions that matter are food contact materials and oxo-biodegradable plastic products, both listed by MoIAT as regulated, plus the single-use plastics ban and the rules that follow exported goods. The table shows what we found, checked in October 2026.
| Requirement | Applies to | Authority |
|---|---|---|
| Conformity certificate for food contact material, Cabinet Resolution No. 20 of 2015 | Plastic, rubber and other materials sold for contact with food; test report under Annex 1 and labelling under Annex 2 | MoIAT |
| Oxo-biodegradable plastic products, Board Chairman Decision No. 26 of 2012, UAE Standard 5009/2009 | Plastic objects within the regulation's scope; MoIAT-approved additive, degradation test reports and the conformity mark | MoIAT |
| Ministerial Decision No. 380 of 2022 (second phase from 1 January 2026) | Single-use cups, lids, cutlery, plates, straws, stirrers, Styrofoam food boxes and bags under 50 microns; production for export is allowed if labelled for export | Ministry of Climate Change and Environment |
| ISPM 15 heat treatment and marking | Wooden pallets, crates and dunnage leaving the UAE, where the destination country applies the standard | IPPC standard, enforced by the importing country |
| IMDG Code and UN packaging marks | Drums, IBCs and other packaging carrying dangerous goods by sea | IMO, mandatory under SOLAS |
| ISO 14692 series | GRP piping in oil and gas service | ISO, via the owner specification |
| ICV certificate | Suppliers bidding to government entities and national companies that score In-Country Value | MoIAT National ICV Programme |
The single-use ban targets consumer items rather than industrial film, pallets or IBCs, but it does affect converters and packaging traders who also make bags, cups or food boxes. Gulf News reports that bags and products made from material recycled in the UAE are exempt; confirm the current list with the ministry before you commit to tooling. For food packaging, the GCC standards GSO 2231/2012 (food contact materials) and GSO 839/1997 (food packages) were formally adopted in the UAE, according to a Keller and Heckman review, and Dubai Municipality and the Abu Dhabi food authority run their own import checks. The ECAS and EQM conformity guide explains how to read a MoIAT certificate and check that it covers your model.
How do you choose a plastics, rubber or packaging supplier in the UAE?
Choose a supplier by matching its role to the risk of the item. A converter or manufacturer suits repeat orders made to your drawing; an authorised distributor suits branded belting, hoses, film and machinery where warranty and genuine parts matter; a stockist suits urgent, small or mixed orders.
| Supplier type | Best for | What to ask for |
|---|---|---|
| Local manufacturer or converter | Custom moulded parts, printed cartons, GRP tanks, rubber linings, repeat film orders | Trade or industrial licence, ISO 9001 certificate, material certificates, mould ownership terms, sample approval |
| Authorised distributor | Branded conveyor belts, hydraulic hoses, stretch film, strapping systems, packaging machines | Current letter of authorisation, confirmed with the brand; local stock list; service capability |
| Stockist or trader | Small lots, breakdown spares, mixed orders | Origin and batch traceability, test certificates, warranty position |
Three checks catch most problems. First, ask for the polymer or compound by name and a datasheet, because "industrial grade" means nothing on its own. Second, ask what is in a UAE warehouse today and what is quoted ex-works, since resin, belting and machinery lead times differ by months. Third, verify the licence through the official licence search for the emirate or free zone, as set out in our guide to sourcing industrial suppliers in the UAE and Saudi Arabia. When you have a specification ready, post your requirement and let suppliers quote against the same document.
What affects the price and lead time of plastics, rubber and packaging in the UAE?
Polymer cost drives most prices in this sector, followed by conversion, tooling and freight. Resin prices move with the petrochemical market, so film, moulded parts and IBC quotes often carry a validity of days rather than months.
- Raw material: resin grade, recycled content, rubber compound and reinforcement (glass, carbon, steel cord or textile).
- Tooling and set-up: moulds, printing plates and cutting dies are charged once and should be owned by the buyer when paid for.
- Specification and testing: food contact tests, UN performance tests on drums and IBCs, fire tests on conveyor belts and third-party inspection all add cost and time.
- Freight and storage: film, cartons and pallets are bulky; local production often wins on landed cost even when the ex-works price is higher.
Lead time follows stock. Standard film, strapping, cartons and common hose sizes are usually available from UAE stock, while engineered belting, large GRP vessels, custom moulds and packaging lines are built to order and then shipped through Jebel Ali or Khalifa Port.
Which brands are carried in this sector in the UAE?
Brands listed in this sector on ListGCC include international and regional manufacturers. Examples: Signode for steel, PET and PP strapping and transit packaging systems; Sealed Air, the originator of Bubble Wrap cushioning; Berry Global for machine and hand stretch film; Manuli Stretch, an Italian stretch film maker; Hotpack, a UAE-headquartered maker of food-service and industrial packaging including corrugated boxes; Union Paper Mills, a UAE producer of containerboard and corrugated packaging from recycled paper; 3P Gulf, a UAE corrugated and printed packaging manufacturer; Schutz for composite IBCs; Greif for steel and plastic drums and IBCs; CHEP for pooled pallets and containers; Cidat for hydraulic and industrial rubber hoses; and Matec for composite, metallic and rubber transfer hoses. A brand listing shows who carries a brand, not who is authorised; confirm that with the brand owner.
