Facilities Management Services brands in UAE
What are facilities management services, and which types do UAE owners buy?
Facilities management (FM) services are the planned and reactive maintenance, inspection and soft services that keep a building safe, compliant and comfortable for its occupants. On ListGCC they are one family in the UAE facilities management and HSE sector. Buyers are owners' associations and property managers of residential towers, mall and hotel operators, developers handing over master communities, and the estates teams of government, healthcare, education and industrial clients in Dubai, Abu Dhabi and Sharjah.
The family covers six hard and soft service trades. Owners either let them one by one to specialists or wrap them into an integrated FM contract with a single helpdesk, key performance indicators and a computer-aided FM (CAFM) system.
| Service | Typical use in the UAE | What to specify |
|---|---|---|
| MEP maintenance for HVAC, electrical and plumbing | Chillers, air handling units, fan coils, district cooling energy transfer stations, LV panels, pumps, water tanks, building management systems | Asset register, planned preventive maintenance (PPM) schedule, response times by priority, comprehensive or non-comprehensive spares |
| Elevator and escalator maintenance | Residential and office towers, malls, hotels, hospitals and metro-linked buildings | Original manufacturer or independent contractor, monthly service visits, entrapment response time, periodic examination certificate |
| Building fabric and general maintenance | Painting, carpentry, doors and ironmongery, ceilings, minor waterproofing and civil repairs | Reactive call-out rates, planned redecoration cycles, material approval, out-of-hours cover |
| Pest control services | Food outlets, hotels, hospitals, schools, residential towers and warehouses | Municipality-licensed company, registered pesticides, treatment frequency and reports, integrated pest management approach |
| Landscaping and grounds maintenance | Master communities, villas, hotels, office parks, roadsides and schools | Irrigation operation and water use, plant replacement allowance, palm care, summer working hours |
| Swimming pool maintenance and lifeguarding | Hotel and residential tower pools, community pools, clubs and schools | Water treatment and testing, plant room maintenance, safety equipment, lifeguards where the pool is public |
FM contracts often reach into neighbouring families. Daily janitorial work is bought from commercial cleaning contractors, guarding and CCTV maintenance from licensed security providers, and fire alarm and sprinkler upkeep from Civil Defence approved fire contractors. Plant owners who need tank or exchanger cleaning go to industrial cleaning specialists rather than a building FM firm.
How do UAE heat, dust and humidity affect facilities management services?
In the UAE the climate sets the FM calendar: cooling systems carry their heaviest load from May to October, dust clogs coils and filters all year, coastal humidity drives condensation and mould, and summer heat limits when outdoor crews can work. A UAE maintenance plan should be built around those four facts.
Cooling load and dust
Air conditioning is the largest maintenance and energy item in most UAE buildings. Schedule major chiller and air handling unit servicing, coil cleaning and filter changes before the summer peak, and raise filter change frequency in dusty months. Condenser coils on rooftops pick up sand quickly, which raises energy use and trips equipment on hot afternoons, so specify coil cleaning frequency in the contract rather than leaving it to the technician.
Humidity, condensation and water
On the coast, humid air meeting cold ducts and pipes causes condensation, stained ceilings and mould if insulation is damaged. Include insulation checks, drain pan cleaning and indoor air quality checks in the PPM. Water tanks and pipework warm up in summer, so tank cleaning and water quality testing deserve a fixed schedule.
Outdoor work, pools and landscapes
The federal midday ban stops work under direct sun from 12:30 pm to 3:00 pm between 15 June and 15 September, as The National reported for 2026, which shapes landscaping, roof and facade maintenance rosters. Strong sun also breaks down pool chlorine faster, so dosing and testing frequency rise in summer. The guide to heat stress PPE for outdoor work in the Gulf covers crew protection.
Which approvals and standards apply to facilities management services in the UAE?
There is no single federal FM licence in the UAE; instead each trade has its own rule. Lifts need periodic examination certificates, pest control companies need municipality licensing, public pools follow Dubai Municipality's safety guidelines, fire systems follow the Civil Defence code, and workplaces follow the emirate's safety framework. The table was checked as of 2026 for Dubai and Abu Dhabi; other emirates have their own municipalities.
| Requirement | Applies to | Authority |
|---|---|---|
| Certificate of examination and compliance for lifts, escalators, moving walkways and conveyors, renewed periodically by an accredited inspection company | Vertical transport in Dubai buildings | Dubai Municipality |
| Public Swimming Pools Safety Guidelines (DM-HSD-GU81, version 3, April 2024) | Owners, operators and contractors of public pools in Dubai, including shared pools in residential buildings | Dubai Municipality, Health and Safety Department |
| Licensed pest control companies and registered pesticides | Pest control in Dubai homes, food outlets and buildings | Dubai Municipality, Public Health Pest Control Section; pesticides registered federally |
| UAE Fire and Life Safety Code, 2017 edition | Maintenance and testing of fire alarm, sprinkler, emergency lighting and other life safety systems | Civil Defence, Ministry of Interior |
| OSHAD SF safety management system | Regulated entities and contractors in Abu Dhabi | Department of Municipalities and Transport and sector regulators |
| ISO 41001:2018 facility management system | Voluntary; often asked for in large FM tenders | ISO, certified by accredited certification bodies |
Dubai Municipality has stated that all elevators, escalators, moving walkways and conveyor belts must hold a certificate of examination from an accredited company and renew it periodically. Ask your lift contractor to keep the certificate current and posted, and to tell you when the next examination is due. KONE, among the original manufacturers, offers maintenance of its own installations; independent contractors maintain mixed fleets.
For pools, the 2024 guideline requires constant supervision of public pools while open, with lifeguards holding a valid pool lifeguard certificate from the Emirates International Accreditation Centre (EIAC) or an EIAC-accredited company, and trained in first aid and life support through a curriculum approved by Dubai Corporation for Ambulance Services. Operators must also run a hazard identification and risk assessment and follow the guideline's maintenance section.
For pest control, a Dubai Municipality pest control officer told residents to use professionals licensed by the municipality's Public Health Pest Control Section and pesticides registered at federal level, in a statement reported by Gulf News in 2018. Ask your provider for its current municipality approval and the registration of each product it uses. For fire systems maintenance, the guide to Civil Defence approval for fire safety equipment explains which replacement parts need approval.
Who supplies facilities management services in the UAE?
UAE owners buy FM from integrated FM companies that self-deliver most trades, from managing agents who subcontract each trade, and from single-trade specialists such as lift, pest control or pool contractors. Equipment manufacturers also maintain their own installations, especially lifts, chillers and building management systems.
For lifts and escalators, KONE designs, installs, modernises and maintains its own elevators, escalators and automatic doors, and runs connected maintenance that monitors equipment condition. Using the original manufacturer keeps access to proprietary parts and diagnostic tools; an independent contractor may cost less on older or mixed fleets but should show it can source spares.
When you compare FM bidders, ask for:
- A trade licence covering each activity in the scope, plus municipality approvals for pest control and pool work.
- Headcount by trade in your emirate, and where the nearest store of spares is.
- A transition plan: asset survey, condition report and handover of warranties and drawings in the first months.
- The CAFM system and helpdesk you will see, with the KPIs and reports promised.
- Response and fix times by priority, and how penalties or deductions apply.
- Insurance, HSE record and, if requested, ISO 41001 certification.

What drives the price of facilities management services in the UAE?
FM prices in the UAE follow the number and type of assets maintained, the manpower model, the response times promised and whether spare parts are included. Two offers for the same tower can differ widely if one is comprehensive and the other excludes parts, so price against one asset register and one set of service levels.
- Asset count and condition: chillers, AHUs, pumps, lifts and panels, and the age of each.
- Comprehensive or non-comprehensive: whether parts, consumables and refrigerant are in the price.
- Manpower model: resident technicians on site, mobile teams or a mix; shifts and 24-hour cover.
- Service levels: response and fix times, KPI regime and deductions.
- Specialist trades: lift maintenance by the manufacturer, pool lifeguards, pest control frequency.
- Utilities and consumables: irrigation water, pool chemicals, filters.
- Contract length: longer terms usually lower the annual price but need indexation clauses.
Mobilisation is the lead time that matters. A new contractor needs weeks to survey assets, hire and induct staff and set up the helpdesk, so overlap the old and new contracts where you can. Lift and chiller parts can take longer when they come from the manufacturer abroad, so ask what is held in the UAE.
