Engineering Recruitment Suppliers, UAE
Engineering recruitment in the UAE is the search, assessment and placement of degree-qualified engineers for contractors, plants, utilities and consultancies, either as permanent hires or as contract staff. This page explains the hiring models, the MoHRE and Emiratisation rules that apply in 2026, what ethical recruitment requires and how to choose an agency.

What is engineering recruitment and which hiring models do UAE employers use?
Engineering recruitment is the business of finding and placing qualified engineers, as opposed to the supply of technicians and tradespeople, which is covered under manpower and recruitment services. In the UAE the demand comes from EPC contractors in Abu Dhabi and Dubai, refinery and petrochemical owners at Ruwais and Jebel Ali, power and desalination operators, district cooling companies, rail and metro projects, and design consultancies. Industrial suppliers also hire application and field service engineers through the same agencies.
The model matters more than the agency name. It decides who employs the engineer, who carries the visa and the end of service cost, and how quickly the engineer can be replaced.
| Model | How it works | Best suited to | Points to check |
|---|---|---|---|
| Permanent placement | The agency finds candidates and your company employs the chosen engineer directly | Roles that stay for years, such as a discipline lead or plant engineer | Replacement terms if the hire leaves early, how the agency handles candidate references |
| Retained executive search | The agency is engaged exclusively and works to a defined search plan | Senior and scarce roles, such as a head of engineering or a commissioning director | Search plan, shortlist timing, confidentiality |
| Contract placement | The engineer works on your project but is employed by the agency or a licensed contracting firm | Project peaks, shutdowns, bid periods | Which licensed entity employs the engineer, how timesheets and wages are handled |
| Project crew mobilisation | A team of engineers and supervisors is assembled and mobilised together | New sites, commissioning teams | Mobilisation plan, accommodation, replacement of individuals |
Which engineering disciplines are hardest to hire for in the UAE?
Roles that combine a discipline with a site track record take longest to fill. Piping stress and rotating equipment engineers, instrumentation and control engineers who know the owner's systems, high voltage electrical engineers, commissioning engineers and QA and QC engineers with welding and inspection knowledge are typical examples. Buyers who are building inspection capacity should read how non-destructive testing methods and personnel are specified, because an NDT Level III or a welding inspector is hired against a written practice rather than a job title.
A good brief names the owner or project standards the engineer must already know, the software used, the shift pattern, and whether the person must be on site daily or can work from the Abu Dhabi or Dubai office. Vague briefs produce long CV lists and slow interviews.
Which UAE rules apply when you recruit engineers in 2026?
Recruitment agencies in the UAE are licensed by the Ministry of Human Resources and Emiratisation (MoHRE), and the government portal tells job seekers to check with MoHRE which companies are licensed. Ask any agency for its licence details and keep a copy with your supplier file.
Three rules shape how a compliant engineering hire works.
| Rule | What it means for an engineering hire | Source of the rule |
|---|---|---|
| No recruitment fees charged to workers | The employer bears recruitment and travel costs. A candidate is never asked to pay an agency or a visa processing charge | UAE government portal, labour rights page |
| No passport confiscation | A company may ask for a copy but may not hold the original passport of an engineer, and workers need no employer permission to leave the country | UAE government portal, labour rights page |
| Wage Protection System | Private sector wages go through the WPS via authorised banks and exchange houses, so a contract engineer's pay must also be traceable to a registered employer | UAE government portal, payment of wages page |
| Emiratisation targets | Private companies with 50 or more employees must grow skilled Emirati headcount by 2% a year, split across two half years, with a 30 June 2026 deadline for the first half | MoHRE guidance as reported by Gulf Today |
For engineering firms the Emiratisation point is practical. Graduate engineer programmes, Emirati project coordinators and planning roles are the usual way to meet the target, so ask whether your agency can source Emirati candidates alongside expatriates. MoHRE has also warned that sham Emiratisation is a serious violation, so appointments must be real jobs.
The portal also states that wages follow a monthly timetable under Ministerial Resolution No. 340 of 2026, with escalating penalties for late payment. A contract engineer supplied through an agency is only as safe as that agency's payroll, which is why you should ask how wages reach the engineer.
How does the UAE summer change engineering site hiring?
Desk-based design roles are unaffected by the climate. Site engineers, supervisors and inspectors are different. The midday break for outdoor work runs from 15 June to 15 September, from 12:30 to 15:00 in the UAE, so shift plans, inspection windows and testing schedules shift to early morning and late afternoon. Before you promise a start date to an engineer, confirm the shift pattern, transport to site, and who provides cooling and rest areas. Our guide to PPE and heat stress for outdoor work in the Gulf covers the equipment side.
How do you choose an engineering recruitment agency in the UAE?
Choose an agency that can show a MoHRE licence, a track record in your discipline, and a clear answer on who employs the engineer. Compare two or three agencies on the same brief rather than relying on the first CV list.
- Ask for the licence details and the legal name that will sign the contract.
- Confirm in writing that no candidate pays a fee, in line with the UAE rule, and that originals of passports and certificates are not held.
- Ask how the agency checks degrees, past employers and any professional registration your client or authority requires.
- Agree replacement terms, notice periods and reporting before the search starts.
- For contract staff, ask how wages are paid through the WPS and who covers leave and end of service.
If you want several agencies to respond to one brief, post your requirement with the discipline, location and start date.
What affects time to hire and agency cost for engineers in the UAE?
Time to hire depends on how scarce the profile is, the notice period of the candidate, visa and medical processing, and how fast your own approvals move. Agencies price in different ways: a percentage of the annual package for permanent placements, an engagement and success structure for retained search, and a margin on the hourly or monthly rate for contract staff. Ask which applies and what is included. Cheaper is not better if it means the agency passes costs to the candidate, which UAE rules forbid.
Related pages cover technical manpower supply for technicians and supervisors and skilled labour supply for trades, which are usually bought in parallel with engineers on large projects.
What does ethical engineering recruitment look like in the UAE?
Ethical recruitment is mostly about what the agency does not do. It does not charge the candidate, it does not hold the original passport or degree certificates, and it does not describe a job one way in the advert and another way in the contract. The UAE government portal also advises candidates to check that offers come from an email address on the organisation's own domain, which is a useful test for buyers who receive unsolicited CVs.
Engineers recruited from abroad should receive the offer and contract terms before they travel, including job title, location, working hours, accommodation or allowance, and the employing entity. Ask the agency to confirm that the offer matches the work permit category, since a mismatch creates problems at renewal. Where a candidate is hired from an overseas partner agency, require the same no-fee commitment from that partner in writing, because costs charged at the source are the usual place where the rule is broken.
For contract engineers supplied by an agency, the same standards apply to the supplier's payroll. Ask for evidence that wages are paid through the Wage Protection System and that leave, medical cover and end of service are provided as the contract states. A buyer who relies on a supplier with weak payroll controls can still face disruption on site when a dispute arises.
