DCS Systems Suppliers, UAE
A DCS, or distributed control system, is the plant-wide platform that runs continuous process plants such as UAE refineries, gas processing, power and desalination. This page explains how a DCS differs from a PLC, how to specify it for UAE conditions, which security and hazardous-area rules apply as of 2026, and which vendors supply it.

What is a DCS and when do UAE plants choose one over a PLC?
A distributed control system (DCS) is a plant-wide control platform in which redundant controllers, networked I/O, engineering software and operator stations are designed, configured and supported as one product. UAE refineries, gas processing trains, power and desalination plants choose a DCS when the process runs continuously and a single failed card must not stop production. It is one of five products inside control systems for UAE plants and utilities.
The practical difference from a PLC is the database. In a DCS, a tag such as a pump discharge pressure is defined once and flows to the controller, the graphics, the alarm list and the historian without being mapped by hand. In a PLC project the same signal is addressed separately in the controller, the HMI and the SCADA server. For a plant with thousands of loops the single database saves engineering time and reduces mismatches, which is one reason large owners often fix a DCS family in their standards.
| Element | What it does | What to ask a supplier |
|---|---|---|
| Controllers | Run PID loops, sequences and logic; usually installed as redundant pairs | Loop capacity per controller, switchover behaviour, load limit before performance drops |
| I/O subsystem | Terminates field signals (4 to 20 mA with HART, discrete, thermocouple, fieldbus) | Channel density, per-channel isolation, hot-swap, extended temperature rating, conformal coating |
| Control network | Joins controllers, servers and stations | Redundancy, segmentation, which switches are supplied and certified |
| Engineering and operator stations | Configure the system and run the plant from the control room | Licence model, number of displays, alarm management tools, virtualisation support |
| Historian and applications | Store process data and run batch, advanced control or reporting | Tag count limits, OPC or open interfaces to the plant information system |
Emerson describes its DeltaV system as scalable building blocks, from the DeltaV IQ and PK controllers to the DeltaV Flex System, with DeltaV Live as the operator interface and a "Secure by Design" approach to cybersecurity. Other vendors use different names but the same layers. When the process is smaller or machine-based, compare with PLC controllers for skids and packages; when sites are spread across a network, look at SCADA systems for distributed assets.
How do you choose a DCS for UAE conditions?
Choose a UAE DCS by the room it will live in, the people who will maintain it and the migration path you will need in fifteen years, before comparing screens. The hardware sits mostly in air-conditioned rack rooms, so the risks are different from field panels.
Rack room and field junction box
Controllers and marshalling cabinets in a conditioned control building rarely see more than office temperatures if the HVAC works. The weak points are remote instrument enclosures and field junction boxes on a sunlit pipe rack, where a card rated for a lower ambient limit can overheat. Ask for the operating temperature of every module, a heat load calculation for each cabinet, and the status of HVAC redundancy in the rack room. Dust enters through cable entries and door seals, so ask for pressurised or filtered rack rooms in sandy locations such as Ruwais or Habshan.
Lifecycle and the next migration
A DCS is installed for decades but controllers are retired sooner. Request the vendor lifecycle statement, the guaranteed support period for each component, and the migration route that reuses field wiring. For brownfield sites, check whether the new system can talk to the old one during a phased cutover, because a hot cutover on a running unit is rarely allowed.
Safety system boundary
Emergency shutdown and fire and gas functions normally sit in a separate safety instrumented system, with the DCS handling regulatory control. Decide early whether the safety system is integrated with the DCS by the same vendor or kept independent, because the choice affects cybersecurity zoning, spares and who signs the functional safety documents. Safety logic solvers are covered in safety controllers and safety relays.
Field devices and protocols
Agree the signal types with the instrument vendors early. HART is common on pressure transmitters and flow meters, and fieldbus options depend on the vendor. Final control elements such as control valves and electric valve actuators add positioner and diagnostic data that the DCS should display.
Which standards and approvals apply to a DCS in the UAE?
There is no single UAE law for a DCS as a product. Requirements come from the owner specification, international cybersecurity standards, hazardous-area certification for equipment installed in classified zones, and the owner's vendor registration. Checked as of October 2026.
| Requirement | Applies to | Authority |
|---|---|---|
| ISA/IEC 62443 series (3-3 systems, 4-1 development lifecycle, 4-2 components, 2-4 service providers) | Security of the control system, its components and the integrator | ISA and IEC; ISASecure runs component, system and development lifecycle certification |
| Dubai Electronic Security Center ICS (OT) Standard, 2020 | Industrial control systems in Dubai critical infrastructure; mandatory for Dubai government and semi-government entities that operate them | DESC |
| NIST SP 800-82 Rev. 3 (September 2023) | Reference guide to securing operational technology; often cited in specifications | NIST (guidance, not a UAE regulation) |
| ECAS-Ex certificate | Electrical equipment, including junction boxes and I/O housings, installed in explosive atmospheres; based on IECEx documents | MoIAT, through notified bodies |
| ADNOC supplier registration and project vendor lists | Suppliers and integrators on ADNOC group work | ADNOC |
The Intertek description of ECAS-Ex lists the IECEx test certificate, test report and quality audit report as the documents to supply, and MoIAT's own technical requirements sheet adds a valid trade licence, a declaration of conformity and proof of exclusive distributorship where the applicant is a trader or agent. For the scheme itself, read our guide to ECAS and EQM product conformity in the UAE. The NIST guide covers how to secure operational technology while accounting for performance, reliability and safety, which is a useful frame when writing cybersecurity clauses into a tender.
Who supplies DCS systems in the UAE?
DCS projects in the UAE are delivered by the control system vendor or its certified integrator, never as a box from a stockist. Vendors active on process plants include Emerson, with the DeltaV and Ovation systems, Yokogawa and its CENTUM DCS and Foxboro control systems from Schneider Electric. Each also sells the field instruments that feed the system, so enquiries often combine both.
Buy the system from the manufacturer or its appointed UAE integrator. Spares such as I/O cards and power supplies can come from authorised distributors, but check the warranty and software licence status, since refurbished and grey-market modules are common for older families. Our guide to sourcing industrial suppliers in the UAE and Saudi Arabia explains how to verify an authorisation letter. Buyers who want quotes from several integrators can post your requirement.
What affects the price and lead time of a DCS in the UAE?
The controller hardware is usually a minority of a DCS contract. Engineering, testing and documentation drive most of the cost and schedule.
- I/O count and redundancy. More channels, redundant controllers and dual networks raise cabinet count and testing time.
- Engineering hours. Graphics, control narratives, alarm rationalisation and interlock logic scale with the number of loops.
- Cybersecurity scope. Network segmentation, hardening, patching processes and security testing add hours and licences.
- Factory and site acceptance tests. Owner witness points add weeks, and site commissioning follows plant outage windows.
- Hazardous-area items. Equipment needing ECAS-Ex certification can extend delivery if a certificate is missing.
Ask for a lead time split between engineering, hardware delivery, FAT and commissioning, not a single number.
