Petrochemical feedstocks in Saudi Arabia are the hydrocarbons that crackers and chemical plants in Jubail, Yanbu and Rabigh turn into plastics and chemicals: ethane, propane, butane, naphtha and condensate. This page covers each stream, how supply is allocated, specifications, the chemical permit rules, and what drives price and lead time.
Yanbu Industrial City was created by royal decree in 1975 under the Royal Commission for Jubail and Yanbu and is where the Kingdom's western refining sits. Wikipedia counts three oil refineries, and the 1,200 km East-West Crude Oil Pipeline from the Abqaiq field delivers up to 7 million barrels per day of Arab Light to King Fahd Industrial Port, which can export 3 million barrels per day. For the oil, gas and petrochemicals sector, Yanbu means downstream and midstream demand, not drilling.
Oil & Gas News described Samref as an Aramco export refinery of 320,000 barrels per day, and MEED reported in 2014 a planned SABIC and Aramco facility to make petrochemicals directly from crude. Maintenance and expansion drive orders for refinery equipment, pipeline valves, storage tanks and terminals, loading and unloading arms, custody transfer metering and cathodic protection for marine and tank farm steel. Port bunkering is also growing, which adds petroleum products trade.
Qualifying with Aramco or SABIC affiliates takes time, so start with spares and consumables. Expect approved manufacturer lists, certified material traceability and third party inspection. Because the sites are on the Red Sea, marine loading gear is checked against port rules from the Saudi Ports Authority, while plant entry follows the commission and operator safety rules. Wellhead, drilling and oilfield service suppliers are mainly in the Eastern Province. Ask any bidder which Yanbu sites list it, then use post a requirement.
Marine loading is a distinct specialism at Yanbu. Crude and products leave through the port's crude oil terminal, so hoses, arms, fenders, mooring gear and tank gauging are bought alongside plant equipment. Suppliers that understand both plant and terminal requirements, and can show documented service on similar installations, tend to be asked to quote first.
Yanbu is three places in one. Yanbu Al-Bahr is the older seafront town where most residents live, Yanbu Al-Nakhal is a separate inland area about 47 km away, and Yanbu Al-Sina'iya in the south holds the industrial city. The industrial city is planned and run by the Royal Commission for Jubail and Yanbu, which was established on 21 September 1975 and answers to the Council of Ministers. Its mission is to plan and manage energy-intensive and petrochemical cities, and gas collected from oil operations is meant to feed their plants. In April 2026 Arab News, citing the commission's annual report, put total investment in the Jubail and Yanbu industrial cities above SR1.5 trillion by the end of 2025, and described Yanbu as a refining and downstream processing centre. Wikipedia lists three refineries, a plastics facility and several petrochemical plants in the city.
The expansion known as Yanbu-2 was launched in July 2005 on about 66 square kilometres, with a plan for 34 basic and secondary industries and 224 light industries. Those are 2005 plan figures. On 9 April 2025 Aramco and Sinopec signed a framework agreement to advance engineering studies for a petrochemical expansion at the Yasref refinery, with a 1.8 million tonne a year steam cracker and a 1.5 million tonne aromatics complex. Aramco described it as a study-phase project.
King Fahd Industrial Port is described as the largest port for loading crude oil and petrochemicals on the Red Sea, with terminals for general cargo and containers, bulk cargo and crude oil. The East-West crude pipeline from the Eastern Province ends here. In May 2026 Mawani, a shipping line and SABIC announced the Red Sea Express container service linking the port with Ain Sokhna in Egypt and Aqaba in Jordan, at up to 1,100 TEU. In December 2025 Mawani signed a SAR 29 million logistics agreement with a logistics company for a 120,500 square metre cargo and storage site at a Yanbu port. The airport has domestic flights to Jeddah, Riyadh and Dammam. Medina lies roughly 160 km east by road, so inland deliveries often route through it.
Inside the industrial city, the Royal Commission handles land, utilities and investor services. Port matters go through Mawani and the port operator, customs through ZATCA, and building permits through the municipality. Fire and life safety approvals come from the General Directorate of Civil Defense, and medical products need Saudi Food and Drug Authority authorisation. Confirm the current steps with each body before you commit to a delivery date.
Refining, petrochemicals and port operations buy valves, pumps, coatings, gases, instrumentation and safety gear. Contractors follow plant shutdowns, and about 332,000 residents (2022 census) support housing, clinics and food supply.
