Carbon Steel Suppliers, Saudi Arabia
Carbon steel in Saudi Arabia is the pipe, plate, bar and coil used across Aramco facilities, Jubail and Yanbu petrochemical plants, utilities and fabrication shops. This page lists Saudi carbon steel suppliers and explains the grades in play (ASTM A106, A333, A516, EN 10028), low-temperature and sour-service testing, SASO and owner approvals, and what drives cost and delivery.

Carbon Steel brands in Saudi Arabia
Which carbon steel products do Saudi projects buy?
Saudi projects buy carbon steel as pipe, plate, bar and coil for oil and gas facilities, petrochemical plants in Jubail and Yanbu, water and power utilities and the fabrication shops that serve them. On ListGCC it is one branch of the steel products category in Saudi Arabia, with stainless steel grades for chloride and process duty and alloy steel for hot and hydrogen service beside it.
Every Saudi order is placed against a grade. Aramco, SABIC affiliates and EPC contractors issue material requisitions that name the specification, grade, size, supplementary tests and the certificate required, and suppliers quote to that line. The four product groups below are listed separately.
| Product | Common specification | Where it ends up in Saudi Arabia |
|---|---|---|
| Carbon steel pipes for Saudi plant piping | ASTM A106 for high-temperature service; ASTM A333 where notch toughness is required; API 5L for line pipe | Gas oil separation plants, gas plants, refineries, utility and firewater networks |
| Carbon steel plates for pressure equipment | ASTM A516 in four strength grades, or EN 10028-2 and EN 10028-3 for European-code vessels | Drums, columns, separators, storage tank shells |
| Carbon steel bar and rod stock | Mill grade for machining; ASTM A105 forgings for ambient and hotter service, A350 where toughness is tested | Shafts, pins, anchor bolts, flange and valve forgings |
| Carbon steel sheet and coil | Hot-rolled, cold-rolled and galvanised coil to mill designation | HVAC ducting, panels, cabinets, roll-formed sections |
Cross-country line pipe, coatings and cathodic protection are on the Saudi pipeline equipment and materials page. Steel for buildings is under structural steel in Saudi Arabia.
How should Saudi buyers match a carbon steel grade to the service?
Match the grade to temperature limits and fluid chemistry first, then to stock availability. In Saudi plants three duties change the grade: sustained high temperature, cold produced by the process itself, and wet sour gas.
When the line runs hot
A106 pipe is made for high-temperature service and is suitable for bending, flanging and welding. The standard's own note asks designers to consider graphitization, a loss of strength after prolonged exposure at elevated temperature, which is one reason Saudi refinery and power piping classes move to chromium-molybdenum grades above a set design temperature. That temperature lives in the project piping class.
When the process makes it cold
Riyadh winters do not drive low-temperature design; blowdown, gas expansion across control valves and NGL or ethane handling do. A333 covers pipe for low temperatures and notch toughness, with several ferritic grades, and its scope admits that heavier walls hurt impact properties, so some sizes may simply not exist. Flanges and fittings for the same lines come under A350 with toughness tests. Compare the minimum design metal temperature on the line list with the impact test temperature on each certificate before accepting delivery.
When the gas is sour
Several Saudi gas fields produce hydrogen sulfide, as the Saudi upstream oil and gas page explains, and that brings two failure modes. Sulfide stress cracking is managed by keeping base metal, welds and heat-affected zones below hardness limits. Hydrogen-induced and stepwise cracking depend on steel cleanliness and inclusion shape, so they are checked by testing plate or pipe samples, normally to NACE TM0284. ISO 15156-2:2020 covers selection and qualification of carbon and low-alloy steels for H2S service; it is published but marked for revision as of 2026, and Aramco material specifications add their own testing and acceptance rules on top. Put the specification number, test method and acceptance values on the purchase order instead of a loose request for sour-service steel.
Eastern Province and Red Sea yards
Material waiting at Jubail, Dammam or Yanbu sees humid salt air and blowing sand. Store pipe on padded racks with end caps, keep plate dry and stacked flat, and inspect bores before fabrication; pitting on a bevel becomes a weld defect.
Which regulations and approvals apply to carbon steel in Saudi Arabia?
Two systems apply: SASO conformity rules at import, which depend on the product and its customs code, and the codes and vendor approvals of the plant owner, which decide whether the material is acceptable on site. The table summarises both as of 2026.
| Requirement | Scope | Authority or owner |
|---|---|---|
| SASO Technical Regulation for Building Materials, Part 5 | Pipes and fittings for water, electricity and gas connections in buildings; its standards list includes SASO-ASTM-A106 and SASO-ASTM-A53, and its customs list includes HS 7304 and 7306 | SASO, through SABER product and shipment certificates |
| ASTM A106, A333, A516, A105, A350; EN 10028 | Grade chemistry, mechanical tests, marking | Piping class and vessel datasheet |
| ASME B31.3 (2024) | Process piping materials, fabrication, examination and testing | Aramco, SABIC affiliates, EPC contractors |
| ISO 15156-2:2020 | Cracking resistance of carbon steel in H2S service | Sour service clauses in owner specifications |
| EN 10204 3.1 or 3.2 | Inspection document and who signs it | Purchase order |
| Aramco approved manufacturer and IKTVA | Which mills and suppliers can bid, and local content scoring | Saudi Aramco procurement |
The Part 5 regulation was approved in June 2019 and amended in January 2021; its scope is building connections, but the SABER platform decides certificate needs by HS code, so check your code before shipping. Our SASO and SABER certificate guide explains product and shipment certificates, and the guide to pipe fitting and flange standards covers matching forgings and fittings, which you can source through flanges for Saudi piping and the wider pipe fittings and flanges category.
Who supplies carbon steel in Saudi Arabia?
Carbon steel in Saudi Arabia comes from domestic and imported mills, their authorised distributors, and stockholders in Dammam, Jubail, Riyadh and Jeddah who cut to length and deliver. Aramco and other major owners usually require material from approved mills, which narrows the field for sour or low-temperature grades; general fabrication and utility work is served from stock.
Carbon steel brands listed for Saudi Arabia include Hyundai Steel plate and line pipe, NKK seamless tubulars from JFE Steel, Huagong LSAW and spiral welded pipe and Jazeera Steel welded pipe and hollow sections from Oman. Confirm whether the seller holds mill authorisation and whether the specific mill is on the owner's approved list for that product.

What affects the price and lead time of carbon steel in Saudi Arabia?
Base price tracks international steel and scrap markets plus freight into Dammam or Jeddah; delivery time is set by whether a Saudi stockholder has the item or a mill has to roll it.
- Approved mill restriction. Fewer eligible mills means less price competition and longer queues.
- Supplementary requirements. HIC, impact testing at low temperature, hardness surveys and extra NDT need a mill run and test time.
- SABER certificates. Where the HS code is regulated, missing product or shipment certificates hold cargo at the port.
- Third-party inspection. Witnessed tests for 3.2 certificates depend on inspector availability at the mill.
- Uncommon dimensions. Heavy wall, large diameter and thick plate are rolled by a limited number of mills worldwide.
