Who runs Jubail Industrial City?

The Royal Commission for Jubail and Yanbu, established in 1975, develops the city, leases land and sets the rules for investors. It also oversees utilities and services together with Marafiq, so most plant operators deal with it first.

Does Jubail have its own port?

Yes. The Port of Jubail has two harbours under Mawani: King Fahd Industrial Port for plant and bulk cargo, and Jubail Commercial Port for general and container cargo. Many Riyadh-bound containers also clear through the Eastern Province ports.

What do suppliers in Jubail mostly sell?

Demand is driven by petrochemical and refining plants, so valves, pumps, coatings, gases, safety gear and contract maintenance dominate. Plants usually buy under approved vendor lists, which means registration paperwork matters more than a low quote.

Q: Is welding equipment common in Jubail?

Yes. Shutdown contractors, pipe fabricators and plant maintenance teams buy welding machines, consumables and positioners constantly. Check that welding procedures and operator qualifications match the client's code before you buy consumables.

Welding equipment in Saudi Arabia is the welding machines, orbital and robotic systems, spot welders, filler metals and safety gear used by the Kingdom's pipeline, pressure vessel, structural steel and plant maintenance contractors. This page compares welding processes, covers heat derating and dust in Saudi conditions, lists the ASME IX, AWS D1.1, ISO 9606-1, ISO 3834 and SASO requirements that apply as of 2026, and explains how to choose a Saudi supplier.

What does Jubail manufacture, and what machines does it need?

Jubail's downstream manufacturing is broader than its petrochemical image. Saudipedia lists finished plastic and rubber products, industrial equipment and machinery, home appliances, automotive parts and specialty chemicals among the activities in Jubail Industrial City. Each of those needs manufacturing machinery: plastic processing machinery and injection molding machines for converters using local polymer, welding equipment for fabrication yards, and machine tools for maintenance workshops.

Why do polymer converters set up here?

Converters locate next to resin producers to cut freight and to get small lots quickly. Pipe, film, sheet and molded part makers buy extrusion lines, blow molding and thermoforming machines, and later add plastic recycling machines for scrap. The Royal Commission for Jubail and Yanbu plans to double the industrial city's area by 2030, with SAR67.5 billion allocated, according to Saudipedia, which points to more plots for manufacturers of this kind.

How should you buy a machine for a Jubail plant?

Most machine suppliers serving Jubail are based in Dammam and Khobar, with service engineers travelling in daily. Machines arrive through King Fahd Industrial Port or the commercial port, or by road from Dammam. Ask four questions before ordering:

Is the supplier an authorised dealer, and can it show spare parts stock in the Eastern Province?
What is the guaranteed response time for a service call in Jubail?
Does the machine come with Arabic and English operating documents and a CE or equivalent safety file?
What utilities does it need, since Jubail plots receive power, water and cooling services from the city utility?

Plot holders inside the industrial city also need Royal Commission approval for new equipment that changes emissions or effluent, so share the machine data sheet with your environmental officer early. You can send the same specification to several dealers through post a requirement.

Where is industry located in Jubail?

Jubail is a planned industrial city before it is a town. The Royal Commission for Jubail and Yanbu, created in 1975, develops and runs Jubail Industrial City on the Arabian Gulf coast of the Eastern Province. Saudipedia names SABIC as the main owner of the industrial complexes and says 13 of its 16 Saudi production plants stand here, alongside Saudi Aramco Total Refining and Petrochemical Company (SATORP), Advanced Petrochemical Company and Jubail United Petrochemical Company. The older estate is often called Jubail 1. Jubail 2, whose foundation stone was laid in 2004, was planned in stages, with about a quarter of its area reserved for industry and a primary zone for chemicals such as methanol, ethylene oxide and ammonia, according to a 2018 trade report.

The Commission reported that investment across its industrial cities passed SAR 1.5 trillion (about USD 400 billion) by the end of 2025, and Saudipedia says it has set aside SAR 67.5 billion to double the city's area by 2030. Smaller fabricators, workshops and service firms cluster around the main plants, because the big complexes buy maintenance and contract labour continuously.

How does cargo reach Jubail buyers?

The Port of Jubail is two harbours under Mawani, the Saudi Ports Authority. King Fahd Industrial Port, opened to serve the industrial city, handles bulk and plant cargo, and Jubail Commercial Port handles general, container and bulk cargo. Saudi Global Ports, a PIF and PSA International venture, holds a build-operate-transfer contract for multipurpose terminals at four Eastern Province ports including both Jubail harbours. In December 2025 Mawani announced a land lease of more than SAR 500 million to a chemical terminal operator for 70,000 cubic metres of chemical storage at Jubail Commercial Port. Dammam is about 100 km south by road, and trucks and rail carry cargo on to Riyadh.

Which authorities does a buyer or supplier meet in Jubail?

Inside the industrial city, the Royal Commission allocates land, supplies infrastructure and approves investors. Power, water and seawater cooling come from Marafiq, the utility for Jubail and Yanbu. Fire and life safety approvals come from the General Directorate of Civil Defense, medical products need the Saudi Food and Drug Authority, and customs entries are handled by ZATCA. Confirm the current steps with each body before signing.

Which industries buy in Jubail, and why?

Petrochemicals, refining and chemicals buy pumps, valves, instruments, coatings, gases and maintenance services on shutdown calendars. Utilities and the port buy electrical and marine equipment. Construction and housing demand follows the expansion programme.
