Thermoformed products in Saudi Arabia are plastic items formed from heated sheet over a mould: PET and polypropylene food trays and tubs, cups, lids, blister packs and thick liners, covers and panels. This page shows how Saudi buyers in Riyadh, Jeddah and Dammam choose the sheet and the converter, what food contact rules apply as of 2026 and what drives tooling cost and lead time.
Because the factories are here. The Madinah Chamber of Commerce bulletin of May 2026 named rubber and plastics, and packaging, among the leading industrial activities of the region, along with food and beverages and chemicals. With 458 operating factories at the end of 2025, the region ranks fifth in the kingdom by operating factories. That makes plastics, rubber and packaging one of the most active sectors for local buyers, and food producers need packs that suit halal and export labelling.
Converters and brand owners look for polyethylene granules, polypropylene granules, masterbatch and additives and plastic sheets and films. Packers buy corrugated boxes and cartons, stretch film and shrink wrap, strapping and banding and pallets and crates. Plants also need rubber seals and gaskets and rubber hoses for maintenance, and packaging machinery for new lines.
Polymers come from the petrochemical producers at Yanbu and Jubail through distributors, then by truck. Yanbu was reported in 2017 at about 190 km from the Madinah industrial city. Cartons and films are often made close to customers, so lead times from local converters can be short. Imported rolls or resin usually land at Yanbu or Jeddah.
For food packaging, ask for food-contact compliance documents and a statement that materials suit halal products. Ask for grade data sheets on resin and batch traceability. For rubber parts, state the media, temperature and pressure so the compound matches. Compare converters on minimum order size and delivery to the industrial city.
Use post a requirement to compare converters on one specification.
Check the printed pack for Arabic and English requirements, and keep a second approved supplier for cartons so that a single delay does not stop the line.
Madinah is first a city of pilgrimage and visitors, so its industry is concentrated in a planned estate rather than spread through the city. That estate is Madinah Industrial City, run by MODON, the Saudi Authority for Industrial Cities and Technology Zones. Dar Al Riyadh lists a MODON project of 28 ready-built factories there, with works dated 2022 to 2024, covering the buildings plus roads, water supply, firefighting and sewage networks. MODON also said in 2024 that two industrial cities in Madinah were among the most attractive in the Kingdom for food and beverage manufacturing in 2023. Inside the city, the other large building sites are tied to hospitality. Knowledge Economic City, in its Islamic World District, is a 6.8 million square metre development, and Marriott announced three hotels there in December 2024. Rua Al Madinah, east of the Prophet's Mosque, was announced in August 2022 on 1.5 million square metres with a target of 47,000 new hotel rooms by 2030.
Madinah has no seaport of its own. Sea cargo normally comes in through the Red Sea at Yanbu, the nearest industrial port, and then moves by truck. In December 2025 Mawani signed a contract with a logistics operator for an integrated logistics centre of 120,490 square metres at Yanbu Commercial Port, worth over SAR 29 million. Prince Mohammad bin Abdulaziz International Airport handles passengers and some goods; in 2023 Arab News reported date-shipment permits issued through it. Argaam reported in 2018 that the airport reached 12 million passengers a year of capacity after a second phase in 2014, with a third phase aimed at 16 million by 2037. The Haramain high-speed railway links Madinah with Jeddah and Makkah, and Knowledge Economic City plans a connection to its station. The line is passenger rail, so freight still travels by road.
MODON handles factory land and ready units in the industrial city. Building permits come through the Madinah municipality, fire and life safety approvals through the General Directorate of Civil Defense, and electricity connections through Saudi Electricity Company. The Prophet's Mosque cooling plant is operated by the General Authority for the Care of the Affairs of the Prophet's Mosque. Medical products need approval from the Saudi Food and Drug Authority. Confirm each current step on the authority's own platform.
Hospitality, facilities and cooling lead demand because of the visitor economy. Healthcare follows, with King Salman Medical City of 1,246 beds. Date packers and food plants buy processing and packaging machinery, and farms supply a date crop that Arab News counted at 8.3 million palms in the province in 2023. Heavy oil, gas and petrochemical demand sits mainly at Yanbu and in the Eastern Province.
