Pipes and fittings in Saudi Arabia are the PP-R, PVC, CPVC, HDPE, ductile iron and copper systems used for water, drainage and sewage in buildings and networks, and they are regulated by SASO. This page lists each pipe family with its standard, explains the SASO certificate and SABER rules, covers heat, sun and soil, and sets out how to compare suppliers on price and delivery.

Pipes and fittings in Saudi Arabia are a regulated product: SASO's technical regulation for pipes used in water, electricity and gas networks, published in 2019, requires a certificate of conformity for the pipe and fittings that go into Saudi buildings. They belong to the Saudi plumbing and sanitary category, serving sanitary ware and water heaters inside buildings, while fire water piping is excluded from the regulation and handled as fire protection equipment. This page explains the five pipe families, what the SASO regulation asks of suppliers, how Saudi heat and soils affect selection, and how to compare suppliers in Riyadh, Jeddah and Dammam. Regulatory points were checked in October 2026.
Saudi projects use PP-R and CPVC for water inside buildings, PVC for drainage, polyethylene for buried water and irrigation, ductile iron for mains and copper for premium plumbing, medical gas and refrigerant lines. The SASO regulation's annex names the standards each one is measured against.
| Pipe family | Typical Saudi use | Standard listed in the SASO regulation |
|---|---|---|
| PP-R pipes and fittings | Hot and cold water in housing, hotels, hospitals and offices | SASO-ISO-15874 (polypropylene for hot and cold water) |
| PVC, uPVC and CPVC pipes | Drainage and sewer lines, cold water, CPVC for hot water | SASO-ISO-15877 for CPVC hot and cold water; ISO 21138 series for non-pressure underground drainage |
| HDPE water and irrigation pipes | Buried water services, farms and landscaping, pressure sewers | SASO-ISO-4427 (PE pipes and fittings for water supply) |
| Ductile iron water and sewer pipes | City water mains, transmission lines, sewers | GSO-ISO-2531 (ductile iron for water) with SASO-ISO-8179 zinc coatings |
| Copper tubes and fittings | Premium plumbing, hospital medical gas, air conditioning lines | SASO-GSO-ASTM-B88M (copper water tube, metric sizes) |
The regulation also covers metal and plastic pipes for gas and for electrical cable protection, which is why conduits and cable ducts appear in the same annex. SASO notes that the annex list is subject to review and that the products and customs codes on SABER are the current version, so check SABER for your HS code rather than relying on an old copy.
The supplier who places pipes on the Saudi market must hold a certificate of conformity from a body SASO accepts, under a Type 3 conformity assessment model, plus a technical file. Pipes with the Saudi Quality Mark or an equivalent are treated as compliant.
| Requirement | What it means for the buyer | Authority |
|---|---|---|
| Certificate of conformity (Type 3, ISO/IEC 17067) or Saudi Quality Mark | Ask for the certificate covering the exact product, sizes and factory | SASO and its notified bodies, through SABER |
| Technical file with the supplier's declaration of conformity and a risk assessment | Available to regulators at ports, factories and in the market | SASO, customs and market surveillance authorities |
| Environmental management system at the plant (ISO 14001 accepted) | Ask for the factory's ISO 14001 certificate | SASO |
| SI units and the nominal metric diameter series; soft conversion from inch sizes not accepted | Order in metric sizes that match the design | SASO |
| Compliance with the Saudi Building Code in addition to the regulation | Design and installation still follow the SBC | Saudi Building Code National Committee |
| Fire water pipes are outside this regulation | Fire mains and sprinklers follow fire protection rules | Saudi Civil Defense |
The regulation was approved by SASO's board on 20 June 2019 and published in the Official Gazette on 2 August 2019; only the Arabic text is legally binding. It also sets transport rules: pipes must be packed and stacked to the relevant standard and moved on trucks suitable for long pipes. Our guide to SASO and SABER certificates walks through the product and shipment certificates. Hot water from rooftop tanks, sun on exposed pipe, thermal movement and corrosive ground are the four checks that matter most in the Kingdom, from Riyadh's dry interior to the humid Red Sea and Gulf coasts.
Plastic pipe strength falls as temperature rises. ISO 1452 PVC-U pressure piping is framed for cold water up to 25 °C, polyethylene to ISO 4427 is rated at a 20 °C reference, and PP-R is selected by application class for its service temperature. Summer water in Saudi roof tanks and exposed lines can be well above those reference points, so give the supplier the real operating temperature and pressure and select the series for it. aquatherm PP-R hot and cold water pipe and wefatherm PP-R pipe publish pressure and temperature tables for this.
aquatherm warns that regular UV exposure discolours and weakens PP-R, and recommends a permanent wrap, insulation or UV paint for pipe left outdoors beyond six months. The same maker says standard PP expands five to ten times as much as metal, while its fibre composite pipe reduces linear expansion by at least 75 percent. On exposed risers and roof runs, plan supports and expansion loops from the maker's charts.
Salty coastal ground in the Eastern Province and along the Red Sea, and contaminated fill on industrial sites, attack metal pipe. Ductile iron to GSO-ISO-2531 comes with a zinc coating, and ISO 8180 polyethylene sleeving is added on site in aggressive soils. For buried PE carrying drinking water, ISO 4427-2 warns against contaminated soils without special consideration.
Saudi Arabia has large local pipe manufacturers alongside distributors of European and Turkish systems, so most common sizes are made in the Kingdom while specialist systems are imported. For imported pipe, the importer of record holds the SASO certificate, so buying through an established distributor usually simplifies clearance.
Ask every bidder for the SASO certificate or Quality Mark licence for the exact product and factory, the ISO 14001 certificate, test reports to the annex standard, the SABER registration for imported lots, and proof that the sizes are metric nominal diameters. Material cost and certification status move Saudi prices more than anything else. Watch these factors:
