In Saudi Arabia these providers take an industrial company from investment registration to a trading entity with protected brands, sound contracts and products cleared for the market. The family is part of other industrial and B2B services in Saudi Arabia. Typical clients are foreign manufacturers opening a Riyadh regional office, distributors in Dammam taking on new product lines, and contractors in Jubail or Yanbu signing supply and subcontract agreements with Saudi counterparties.
The page explains what each service covers and what to check. It does not give legal advice; decisions with legal consequences need a licensed practitioner who has seen your documents.

A foreign investor first registers the investment with the Ministry of Investment (MISA), then obtains a commercial registration (CR) from the Ministry of Commerce. Sector approvals follow, depending on the activity. Setup consultants and law firms manage this sequence and the document preparation that goes with it.
MISA directs investors to the Invest Saudi platform to apply for investment registration, and offers an online check to verify an investment registration. Ask your provider which activity codes apply, whether the activity has ownership or capital conditions, and which parent company documents need legalisation and Arabic translation.
The Saudi Business Center bundles services from the Ministries of Commerce, Investment, Human Resources and Social Development, and Municipal and Rural Affairs and Housing, together with ZATCA, GOSI and the Council of Saudi Chambers, through an online platform and physical branches. The Ministry of Commerce says the English copy of the commercial register can be printed there free of charge, a change that took effect on 15 March 2023. Foreign principals often ask for this English CR when vetting a Saudi distributor.
Manufacturing, hazardous materials, healthcare products and several other activities need approvals beyond the CR. A good provider lists them at the start, with the authority and the documents each one needs, instead of discovering them after the lease is signed in Riyadh's or Dammam's industrial cities.
They are protected by registration with the Saudi Authority for Intellectual Property (SAIP), which administers patents, trademarks, copyrights, designs, plant varieties and layout designs of integrated circuits. Rights are national, so a European or Chinese registration does not by itself protect a brand in the Kingdom.
SAIP publishes an IP Gazette that lists trademark applications submitted on or after 19/12/2023, plus later changes such as renewals and ownership transfers. Agents use it to watch for conflicting marks and to file oppositions on time. For a manufacturer entering the market through a distributor, the practical checks are simple: file the mark in the manufacturer's own name, record any licence, and keep the renewal dates in the distribution agreement.
Patents matter most for equipment makers and chemical producers whose process or product design is the selling point. A patent agent assesses whether to file nationally or through an international route, prepares Arabic translations and handles examiner reports.
Regulatory consultants handle the product side: getting goods certified for sale and meeting local content rules in public tenders.
The table summarises the main steps as of 2026. Procedures change often, so confirm the current requirement with the authority or its portal.
| Requirement | Applies to | Authority |
|---|---|---|
| Investment registration | Foreign investors setting up an entity | Ministry of Investment (MISA) via Invest Saudi |
| Commercial registration (CR) | Every establishment and company trading in the Kingdom | Ministry of Commerce via the Saudi Business Center |
| Trademark, patent and design registration | Brands, inventions and product designs | SAIP |
| Product certificate and shipment certificate | Products under SASO technical regulations | SASO via SABER |
| Mandatory List and local content requirements | Bids to government entities | LCGPA |
Pick the provider by the authority and the city where the work happens. Riyadh firms see the most MISA and ministry work; Eastern Province advisers in Dammam and Al Khobar know the industrial and contractor side; Jeddah providers handle a lot of import and port work.
Buyers setting up in the Kingdom also tend to need banking and trade finance for industry and training and technical education providers for Saudisation and site induction requirements.
Professional time and the length of the approval chain drive cost. Government fees are fixed by each authority and change from time to time, so ask for the current schedule.
To compare providers on the same brief, post your requirement with the activity, city, products and dates, and ask each provider to separate government fees from professional fees.
