Saudi industrial companies rely on four groups of financial service: trade finance for imports and exports, bank guarantees for tenders and contracts, leasing and loans for machinery and plant, and insurance for property, projects and cargo. On ListGCC the family sits within the Saudi other industrial and B2B services hub. What follows explains how procurement and project teams use these instruments; it is not investment or financial advice, and every term comes from the provider.
| Service | Use on Saudi projects and purchases | Points to settle |
|---|---|---|
| Trade finance and documentary credits | Paying foreign makers for machinery and raw materials, financing exports of Saudi products | UCP 600 terms, required documents, shipment and expiry dates, confirmation by a foreign bank |
| Tender and performance guarantees | Preliminary and final guarantees on government tenders, advance payment and warranty bonds on private contracts | Percentage of value, validity period, issuing bank, unconditional wording |
| Equipment financing and finance leases | Acquiring production machinery, cranes, fleets and industrial plant over a fixed term | Licensed lessor or lender, registration of the lease, ownership at end of term, insurance and maintenance duties |
| Insurance for industrial assets and projects | Plant and machinery cover, construction and erection all risks, marine cargo, credit risk | Insurer licensed by the Insurance Authority, exclusions, deductibles, policy period |
Finance work runs alongside contracts, licences and logistics. Legal and regulatory advisers handle contract wording and commercial law questions, while the bills of lading and cargo documents a credit asks for come from freight and shipping providers. Programmes on the aerospace and defence page are a typical example of contracts backed by performance guarantees.
Saudi government tenders ask for a preliminary (bid) guarantee with the offer and a final (performance) guarantee from the winning bidder. The SAMA rulebook section on bank guarantee rules, checked in October 2026, says the preliminary guarantee must be between 1% and 2% of the offer value as the tender conditions set, and the final guarantee is 5% of the contract value, submitted within 10 days of award notification with a possible further 10-day grace period.
The procurement law and its implementing regulations are revised from time to time, so treat the tender documents as the final word on percentages, deadlines and acceptable guarantee forms. Practical steps for a bidder:
The Saudi Central Bank (SAMA) supervises banks and finance companies, including lessors under the Finance Lease Law, while insurers answer to the Insurance Authority, which began operating in November 2023. Trade documents follow ICC rules agreed in the contract. The table reflects sources checked in October 2026.
| Rule or body | Covers | Notes for buyers |
|---|---|---|
| SAMA bank guarantee rules | Preliminary and final guarantees on government contracts | 1% to 2% bid guarantee; 5% final guarantee within 10 days of award |
| Finance Lease Law (M/48, 2012) | Finance lease contracts and the register of lease contracts | Lessor must be a joint stock company licensed to offer finance lease |
| Insurance Authority | Licensing and supervision of insurers, including health insurance | Took over insurance supervision from SAMA and the Council of Health Insurance |
| UCP 600, URDG 758, Incoterms 2020 | Letters of credit, demand guarantees, delivery terms | ICC rules named in the contract or instrument |
| Saudi Industrial Development Fund (SIDF) | Short, medium and long-term finance for industrial, mining, energy and logistics projects | Working capital, supply chain, project, acquisition and multipurpose financing |
| Kafalah SME Financing Guarantee Program | Guarantees that support bank lending to small and medium enterprises | Products include working capital, startups and an export sector guarantee |
| Saudi EXIM Bank | Support for Saudi non-oil exports, including LC insurance with local banks | Helps Saudi banks confirm credits issued in favour of Saudi exporters |
SAMA's rulebook defines a lessor under the Finance Lease Law as a joint stock company licensed to offer finance lease, and the law provides for a register of finance lease contracts concluded in the Kingdom. For a factory leasing machinery, that means checking the lessor's licence and making sure the contract is registered, which protects your position if ownership is disputed.
SIDF offers industrial projects working capital, supply chain, project, acquisition and multipurpose financing, and runs advisory services for SMEs. Kafalah, the SME financing guarantee programme, gives banks a guarantee behind SME loans; its product list includes regular, startup, working capital, technology and export sector guarantees. A small manufacturer buying its first production line often combines a bank loan with a Kafalah guarantee.
Saudi EXIM supports exports of Saudi non-oil products. In February 2022 Argaam reported that it signed a letter of credit insurance policy worth over SAR 1.4 billion with a Saudi bank, letting that bank accept and confirm credits issued by foreign banks in favour of Saudi exporters. For Saudi factories selling abroad, this can make a foreign buyer's LC easier to confirm locally.
Pick the provider that can deliver the instrument you need, for the counterparty and timetable you have, under a licence you can verify. Banks, licensed finance companies, insurers and brokers, and state funds all serve Saudi industry, and many deals combine two or more of them.
Regulated imports must also clear SASO conformity checks, so an LC for such goods should ask for the right certificates; our guide to SASO and SABER certificates explains the product and shipment certificates.
