Industrial waste collection in Saudi Arabia is the licensed removal of non-hazardous factory, warehouse, workshop and construction waste to recycling or disposal sites. This page covers MWAN licensing under the 2021 Waste Management Law, container options, enforcement and penalties, long distances and how to choose a collector in Riyadh, Jeddah and the Eastern Province.
Jeddah has almost no natural fresh water, so water and environmental services depend on desalinated supply, sewage treatment and industrial effluent control. Argaam reported in August 2024 that MODON started a first-phase industrial and wastewater treatment plant of 10,000 cubic metres a day in the Second Industrial City, which serves more than 1,226 plants, and an irrigation network of over 400,000 square metres under the Green Cities Initiative. In 2011 MEED reported a SR140 million industrial wastewater plant of 50,000 cubic metres a day under construction in Jeddah, planned for privatisation by the National Water Company. Those are dated, so confirm current capacities with the operators.
Factories in the estates buy industrial effluent treatment, reverse osmosis systems and water filtration systems. Utilities and contractors order water pumping stations, water pipeline materials, water meters and sewage treatment plants. Food plants and car washes need grease traps and interceptors, and hot buildings use water tanks and reservoirs. Waste management and hazardous waste disposal serve ports, hospitals and factories.
The National Water Company manages potable supply and sewage networks in the city, and trade effluent discharge must meet the national environmental rules enforced by the relevant authority. MODON sets conditions for estate tenants. Pumps, chemicals and tanks carry Civil Defense requirements, and any treatment plant needs an environmental permit before construction.
Ask for analysis of your feed water before sizing membranes, since Jeddah supply and borehole water vary. Specify corrosion resistant materials such as GRP, duplex or lined steel in tanks and piping. Ask who handles sludge and spent filter media, and whether the supplier will sign a service agreement covering membrane cleaning and sampling. Confirm that the contractor stocks chemicals and cartridges locally, and compare bids through post a requirement.
Jeddah is the commercial centre of the western Kingdom, and its factories sit in three industrial cities south of the built-up area, all supervised by the Saudi Authority for Industrial Cities and Technology Zones, known as MODON. Saudipedia dates the First Industrial City to 1971, with about twelve million square metres and 1,119 factories, east of Al-Rahmaniyah Market. The Second opened in 2009 west of the Coastal Road, about 30 km from the first. The Third, east of the Coastal Road, is listed with 714 factories and a much larger 80 million square metre footprint, of which 24 million is developed. In August 2024 Argaam reported more than SAR 521 million of new MODON projects there, among them a first-phase wastewater plant of 10,000 cubic metres a day in the Second City and 24 ready-made factories of 350 square metres each in the First.
Jeddah Islamic Port is the main gateway. Wikipedia describes 62 berths in service in 2023 and a share of roughly 65 percent of the Kingdom's seaborne imports, and the port is the western end of the planned Saudi Landbridge. In March 2025 DP World and Mawani inaugurated the expanded South Container Terminal, which lifts capacity from 1.8 to 4 million TEU, and a SAR 900 million, 415,000 square metre logistics park is being built beside it. The airport lies to the north, and trucks carry cargo inland to Mecca, Medina, Taif and Riyadh.
MODON leases plots and ready units. Mawani regulates the port. ZATCA runs customs, and opened an all-in-one customs hall at the port in January 2022. Jeddah Municipality issues trade and building permits, the General Directorate of Civil Defense approves fire and life safety, and the National Water Company runs water and sewage. Confirm current steps on each authority's own platform before contracting.
Construction and fit-out lead because of waterfront and city redevelopment. Food, plastics, packaging, paint and metal plants in the industrial cities buy machinery and spares, while port and logistics operators buy handling gear. Fuel is distributed from Aramco's North Jeddah bulk plant, but refining and heavy petrochemicals sit in other cities.
