Heavy haulage and transport in Saudi Arabia is the licensed road movement of overweight and oversized cargo such as reactors, transformers, turbines and plant over long distances to refineries, power plants and project sites. This page lists Saudi heavy haulage suppliers and explains TGA licensing, exceptional load permits, trailer choice, route planning and cost drivers.

Heavy haulage in Saudi Arabia is the transport of goods by trucks above 3,500 kg total weight, including exceptional loads beyond standard weight and dimension limits, regulated by the Transport General Authority (TGA). It is a core category of industrial transport in Saudi Arabia and the inland partner of project cargo services.
The TGA's Implementing Regulation for Heavy Cargo Transport Activities requires a licence for companies moving other people's goods: a valid commercial register with the activity, social insurance certificate, a suitable centre, at least 10 vehicles or tractors registered as public transport, and linkage to the Authority's platform. Licences are issued for three years. Each vehicle needs an operating card, and drivers need a professional driver card, with a separate card for hazardous materials. Non-Saudi trucks are prohibited from domestic transport within the Kingdom.
| Configuration | Typical Saudi load | Planning points |
|---|---|---|
| Low bed trailers, 3 to 6 axle lines | Plant, cranes and tall equipment; see low bed trailers | Deck height, ramps, axle loads |
| Extendable trailers | Pipe, beams, tower sections, blades | Overhang, turning radius, rear escort |
| Hydraulic modular trailers | Reactors, transformers, pre-assembled modules | Axle lines, ground bearing, bridge limits |
| Heavy prime movers with pusher or tail tractor | Combinations beyond a single tractor | Gradients, braking, tractor coupling load |
Heavy tractors sold in the region include SITRAK C7H prime movers and 8x4 heavy trucks, which the maker lists with MAN-licensed engines. For standard open-deck work, see flatbed trailers.
Standard weights and dimensions are set by the roads authorities, and anything above them is an exceptional load needing a permit and approved route. As of 2026 you should confirm the issuing body and route conditions with the TGA before every move.
| Requirement | Applies to | Authority |
|---|---|---|
| Heavy goods licence, operating card, driver card | Hauliers and drivers moving cargo over 3,500 kg total weight | Transport General Authority (TGA) |
| Standard limits: 23 m long, 2.6 m wide, 4.8 m high | Trucks on national roads, as reported from the RGA | Roads General Authority |
| Axle weight limits: 21, 34, 42 and 45 tonnes for two to five axles | Trucks by axle count, as reported from the RGA | Roads General Authority |
| Exceptional load permit | Loads above the limits | Confirm issuing body with TGA |
| Double-trailer permit | Double-trailer trucks on approved divided roads | TGA online service |
The RGA statement was reported with fines of SAR 1,000 for dimension violations and SAR 200 per 100 kg for overweight up to SAR 100,000, payable before entering the Kingdom. The report is undated, so confirm current figures. A separate TGA service reported in August 2026 grants permits per double-trailer truck on routes with suitable inclines, intersections and overpasses, with route changes needing TGA approval, which shows how route-specific permits are becoming.
Plan a Saudi heavy haul from the site backwards, with a route survey as the first task because distances are long and conditions vary between corridors. Work through these steps:
Wear on the equipment is the hidden cost of distance. Heat and distance wear equipment: tyres, brakes and wheel ends run hot on a multi-day summer move, and sand and dust damage hubs and air systems. In coastal areas such as Jubail and Yanbu, salt adds corrosion to hardware and lashings. See heat stress and PPE guidance for crews, and keep long moves out of midday heat where the permit allows.
Choose a TGA-licensed haulier with comparable moves, owned equipment and a clean safety record, and confirm the owner's approval where a project requires it. For Aramco, SABIC and utility work, the project owner may also review the haulier.

Price depends on load size, distance, trailer type, escorts, permits, standby and fuel. Lead time depends on permit approval, specialist trailer availability, port release and security or site access arrangements.
Long lanes, such as Dammam or Jubail to Riyadh or Jeddah to inland sites, mean multi-day journeys with overnight stops, so cost is dominated by days on the road, including driver rotation, escort vehicles and overnight security for the load. A transformer or reactor left parked on a trailer at a roadside needs a secure, agreed stopping place, so ask the haulier where each night's stop will be and who guards the unit. Because only licensed Saudi carriers can operate domestically, importers should line up the haulier before the vessel arrives; see customs clearance services for the port release step.
