Company setup in a Saudi economic zone is the route a foreign investor takes to establish an entity in a special economic zone or industrial city, working with ECZA or MODON and registering the investment with MISA. This page gives the steps, documents and timelines found in official sources as of 2026, and explains what differs from a UAE free zone.
Industrial land in Yanbu Industrial City is managed by the Royal Commission for Jubail and Yanbu, which plans the city and manages its infrastructure. That makes the industrial real estate and rental market here different from a free-for-all property market: plot leases for factories come from the commission, and a February 2025 report described a company signing a 20-year lease for a commercial plot in Yanbu. Before signing, ask the commission which utility connections, road access and storage permits come with the plot, and how long each takes to activate. The Yanbu-2 expansion was also announced in 2005 with 224 light industries planned. Verify current plot availability directly.
Contractors and tenants look at industrial zone plots, warehouses for rent, factory buildings and open yards and storage yards. Shutdown crews rent cranes, generators, forklifts and portacabins and site offices. Workforce transport appears under bus rental for workers. In December 2025 Mawani signed a SAR 29 million agreement for a 120,500 square metre cargo and storage site at a Yanbu port, which shows port-side storage demand.
Inside the industrial city, land use, building and environmental conditions follow the Royal Commission. Outside it the municipality applies. Port-side sites are leased through Mawani. Warehouses storing hazardous goods need civil defence approval. Always have the lease reviewed by a Saudi lawyer and confirm the registered use of the plot.
Equipment rental follows the shutdown calendar. Demand for cranes, generators and portacabins spikes when several plants schedule turnarounds, so book early and ask the lessor for its operator certification and maintenance records.
Do not rely on asking prices from third-party listings. Ask for the plot's permitted activities, power and water allocation, and road access. For rental fleets, check operator certification and insurance. Post a requirement to compare offers.
Yanbu is three places in one. Yanbu Al-Bahr is the older seafront town where most residents live, Yanbu Al-Nakhal is a separate inland area about 47 km away, and Yanbu Al-Sina'iya in the south holds the industrial city. The industrial city is planned and run by the Royal Commission for Jubail and Yanbu, which was established on 21 September 1975 and answers to the Council of Ministers. Its mission is to plan and manage energy-intensive and petrochemical cities, and gas collected from oil operations is meant to feed their plants. In April 2026 Arab News, citing the commission's annual report, put total investment in the Jubail and Yanbu industrial cities above SR1.5 trillion by the end of 2025, and described Yanbu as a refining and downstream processing centre. Wikipedia lists three refineries, a plastics facility and several petrochemical plants in the city.
The expansion known as Yanbu-2 was launched in July 2005 on about 66 square kilometres, with a plan for 34 basic and secondary industries and 224 light industries. Those are 2005 plan figures. On 9 April 2025 Aramco and Sinopec signed a framework agreement to advance engineering studies for a petrochemical expansion at the Yasref refinery, with a 1.8 million tonne a year steam cracker and a 1.5 million tonne aromatics complex. Aramco described it as a study-phase project.
King Fahd Industrial Port is described as the largest port for loading crude oil and petrochemicals on the Red Sea, with terminals for general cargo and containers, bulk cargo and crude oil. The East-West crude pipeline from the Eastern Province ends here. In May 2026 Mawani, a shipping line and SABIC announced the Red Sea Express container service linking the port with Ain Sokhna in Egypt and Aqaba in Jordan, at up to 1,100 TEU. In December 2025 Mawani signed a SAR 29 million logistics agreement with a logistics company for a 120,500 square metre cargo and storage site at a Yanbu port. The airport has domestic flights to Jeddah, Riyadh and Dammam. Medina lies roughly 160 km east by road, so inland deliveries often route through it.
Inside the industrial city, the Royal Commission handles land, utilities and investor services. Port matters go through Mawani and the port operator, customs through ZATCA, and building permits through the municipality. Fire and life safety approvals come from the General Directorate of Civil Defense, and medical products need Saudi Food and Drug Authority authorisation. Confirm the current steps with each body before you commit to a delivery date.
Refining, petrochemicals and port operations buy valves, pumps, coatings, gases, instrumentation and safety gear. Contractors follow plant shutdowns, and about 332,000 residents (2022 census) support housing, clinics and food supply.
