Company setup in a Saudi economic zone is the route a foreign investor takes to establish an entity in a special economic zone or industrial city, working with ECZA or MODON and registering the investment with MISA. This page gives the steps, documents and timelines found in official sources as of 2026, and explains what differs from a UAE free zone.
Industrial real estate and rental in Madinah centres on Madinah Industrial City, a MODON estate where the authority offers land and ready units. Dar Al Riyadh lists 28 ready-built factories there, built for MODON from 2022 to 2024, with roads, water, firefighting and sewage networks. MODON also said in 2024 that two Madinah industrial cities were among the Kingdom's most attractive for food and beverage manufacturing in 2023, which suits small date and food processors looking for plug-in space.
Building sites for hotels, towers and infrastructure rent equipment by the month: crane rental, generator rental, forklift rental and portacabins and site offices. Rua Al Madinah and Knowledge Economic City are large programmes, so contractors rent temporary fencing, storage and worker housing. Warehouses for date packing, cold chain and hotel supplies are in demand near the main roads leaving the city. Compare warehouses for rent and factory buildings before choosing plot or shed.
Ask the authority or landlord who handles utilities, whether a unit has power and water connected, and what activities the licence allows. Check the distance to Yanbu, the nearest industrial port, because inbound cargo moves by road. Visit in summer to test cooling, and ask about fire approvals from the General Directorate of Civil Defense. For heavy equipment, ask about the rental terms for insurance, operator and maintenance, and check how long a mobilisation takes from the supplier's yard. Compare options by posting needs through post a requirement.
Hospitality contractors should also consider worker accommodation and transport. Bus rental, site offices and storage tents are common needs on large programmes, and a supplier with local yards can mobilise faster than one coming from the coast.
Madinah is first a city of pilgrimage and visitors, so its industry is concentrated in a planned estate rather than spread through the city. That estate is Madinah Industrial City, run by MODON, the Saudi Authority for Industrial Cities and Technology Zones. Dar Al Riyadh lists a MODON project of 28 ready-built factories there, with works dated 2022 to 2024, covering the buildings plus roads, water supply, firefighting and sewage networks. MODON also said in 2024 that two industrial cities in Madinah were among the most attractive in the Kingdom for food and beverage manufacturing in 2023. Inside the city, the other large building sites are tied to hospitality. Knowledge Economic City, in its Islamic World District, is a 6.8 million square metre development, and Marriott announced three hotels there in December 2024. Rua Al Madinah, east of the Prophet's Mosque, was announced in August 2022 on 1.5 million square metres with a target of 47,000 new hotel rooms by 2030.
Madinah has no seaport of its own. Sea cargo normally comes in through the Red Sea at Yanbu, the nearest industrial port, and then moves by truck. In December 2025 Mawani signed a contract with a logistics operator for an integrated logistics centre of 120,490 square metres at Yanbu Commercial Port, worth over SAR 29 million. Prince Mohammad bin Abdulaziz International Airport handles passengers and some goods; in 2023 Arab News reported date-shipment permits issued through it. Argaam reported in 2018 that the airport reached 12 million passengers a year of capacity after a second phase in 2014, with a third phase aimed at 16 million by 2037. The Haramain high-speed railway links Madinah with Jeddah and Makkah, and Knowledge Economic City plans a connection to its station. The line is passenger rail, so freight still travels by road.
MODON handles factory land and ready units in the industrial city. Building permits come through the Madinah municipality, fire and life safety approvals through the General Directorate of Civil Defense, and electricity connections through Saudi Electricity Company. The Prophet's Mosque cooling plant is operated by the General Authority for the Care of the Affairs of the Prophet's Mosque. Medical products need approval from the Saudi Food and Drug Authority. Confirm each current step on the authority's own platform.
Hospitality, facilities and cooling lead demand because of the visitor economy. Healthcare follows, with King Salman Medical City of 1,246 beds. Date packers and food plants buy processing and packaging machinery, and farms supply a date crop that Arab News counted at 8.3 million palms in the province in 2023. Heavy oil, gas and petrochemical demand sits mainly at Yanbu and in the Eastern Province.
