Fire and safety audits in Saudi Arabia are inspections of a building or facility against the Saudi Fire Code (SBC 801) and Civil Defense requirements, carried out by engineering offices accredited by the General Directorate of Civil Defense or, on industrial sites, against HCIS safety and fire protection directives. This page covers the audit types, the accreditation and licence rules as of 2026, Saudi climate findings, choosing an auditor and what drives cost.
Few cities ask more of cleaning, safety and maintenance than Mecca does in the Hajj period. Arab News reported in May 2026 that Holy Makkah Municipality, under the Ministry of Municipalities and Housing, removed over 16,000 tonnes of waste from the holy sites, using over 88,000 cleaning units, 123 compactors and more than 22,000 workers, inspectors and staff. That scale shapes the whole trade: contractors, equipment and consumables are planned around seasonal peaks. Start with facilities management and HSE.
Commercial cleaning, janitorial services and cleaning machines are bought by hotels, towers and transport sites. MEP maintenance and elevator and escalator maintenance keep high-rise buildings running, and pest control is a routine contract. On the safety side, fire-fighting equipment, PPE and signage and barriers serve both buildings and event operations.
Staffing is the real test. Ask a contractor how many trained workers it can field at peak, how housing and transport are arranged, and how it handles replacement. Fire and life safety inspections are handled by Civil Defense. Holy Makkah Municipality inspects food areas and hygiene, and APP reported more than 29,000 food safety inspections in Hajj 1447 AH, which shows how closely establishments are watched.
Write service levels into contracts, covering response times and inspection logs. Buy consumables and PPE in bulk before the peak, and keep a second supplier for urgent restocks. To receive offers from several providers, post a requirement.
Crowded sites need trained staff. Safety training, first aid and fall protection are routine requirements for towers and construction sites, and contractors should show certificates for their workers. Heat stress is a daily risk in Mecca, so look for providers who plan shaded rest, drinking water and appropriate PPE for outdoor crews rather than treating them as extras.
Mecca is a destination first and a factory town second. Most of what the city consumes, from building materials to hospital supplies, is made elsewhere and brought in, and the industrial land that does exist sits on the outer edge. The main site is the Second Industrial City of Makkah in the Al-Akashiya district, which MODON, the Saudi Authority for Industrial Cities and Technology Zones, began handing over in July 2021. Argaam reported an area of about 45.4 million square meters on the Fifth Ring Road where the Makkah, Taif and Jeddah roads meet, roughly 20 km from the Holy Mosque.
In November 2024 MODON signed a contract with a private developer for a ready-built industrial complex in Makkah, over 1.3 million square meters and SR1.75 billion, which Arab News described as MODON's first privately developed complex. Its stated aims were 5,000 jobs and up to 60 percent of output for export. Treat these as announced targets and ask for current occupancy before you plan around them.
There is no seaport in the city. Argaam put Jeddah Islamic Port about 70 km from the industrial city and King Abdulaziz International Airport in Jeddah about 88 km away, and the Haramain railway station about 25 km. Jeddah Islamic Port is described as the principal port serving the holy cities and handles about 65 percent of the Kingdom's seaborne imports, so most containers for Mecca clear at Jeddah and finish the journey by truck. For heavy industry, port services and large stockists, go to the Jeddah market first.
Holy Makkah Municipality, which sits under the Ministry of Municipalities and Housing, handles permits, waste and food inspections, including the seasonal controls in the Hajj period. MODON deals with factory land. Medical devices are regulated by the Saudi Food and Drug Authority, and fire and life safety approvals come from the General Directorate of Civil Defense. Confirm each step on the authority's own platform.
Demand follows pilgrim numbers: hotels, catering, cleaning, cooling, hospital supplies and construction near the Holy Mosque. Heavy industry is thin here, and oil, gas and petrochemical buyers are in the Eastern Province. Use the sector pages below for the Mecca view of each trade.
