Fire and safety audits in Saudi Arabia are inspections of a building or facility against the Saudi Fire Code (SBC 801) and Civil Defense requirements, carried out by engineering offices accredited by the General Directorate of Civil Defense or, on industrial sites, against HCIS safety and fire protection directives. This page covers the audit types, the accreditation and licence rules as of 2026, Saudi climate findings, choosing an auditor and what drives cost.
The facilities management and HSE market in Yanbu is driven by plants where a safety failure is costly. Refineries, petrochemical units, the port and a Royal Commission-run city of about 332,000 people (2022 census) all need cleaning, security, fire protection and safety supplies on a continuous basis. Contractors working on shutdowns and expansions add temporary demand for protective equipment, gas detection and site safety training. Yanbu-2 planned 34 basic and secondary industries and 224 light industries in 2005, so the tenant base for services is large and spread across several areas.
Plant contractors buy gas detection systems, personal protective equipment, fall protection systems and confined space equipment. Tank and pipe owners need tank cleaning services, high-pressure water jetting and industrial vacuum services. Fire safety covers fire-fighting equipment and fire and safety audits. Heat is a concern too, so safety helmets and high-visibility clothing suited to 40 C summers sell steadily.
The General Directorate of Civil Defense approves fire and life safety systems. Inside the industrial city the Royal Commission sets environmental and safety conditions for tenants, and individual plants impose contractor safety induction and permit-to-work rules. Safety equipment generally needs SASO conformity. Security guard firms need the licences required of security providers, so confirm them before you hire.
Work is also seasonal. Summer heat raises demand for hydration points, shaded rest areas and heat stress training, while shutdown seasons bring large crews who need induction, medical checks and equipment inspection from local providers.
Ask cleaning contractors for confined-space rescue plans and gas test records. Check that PPE is rated for the actual hazard, not just generally certified. Gas detectors need calibration schedules and span gas supply, so ask who provides them. To compare quotes, post a requirement.
Yanbu is three places in one. Yanbu Al-Bahr is the older seafront town where most residents live, Yanbu Al-Nakhal is a separate inland area about 47 km away, and Yanbu Al-Sina'iya in the south holds the industrial city. The industrial city is planned and run by the Royal Commission for Jubail and Yanbu, which was established on 21 September 1975 and answers to the Council of Ministers. Its mission is to plan and manage energy-intensive and petrochemical cities, and gas collected from oil operations is meant to feed their plants. In April 2026 Arab News, citing the commission's annual report, put total investment in the Jubail and Yanbu industrial cities above SR1.5 trillion by the end of 2025, and described Yanbu as a refining and downstream processing centre. Wikipedia lists three refineries, a plastics facility and several petrochemical plants in the city.
The expansion known as Yanbu-2 was launched in July 2005 on about 66 square kilometres, with a plan for 34 basic and secondary industries and 224 light industries. Those are 2005 plan figures. On 9 April 2025 Aramco and Sinopec signed a framework agreement to advance engineering studies for a petrochemical expansion at the Yasref refinery, with a 1.8 million tonne a year steam cracker and a 1.5 million tonne aromatics complex. Aramco described it as a study-phase project.
King Fahd Industrial Port is described as the largest port for loading crude oil and petrochemicals on the Red Sea, with terminals for general cargo and containers, bulk cargo and crude oil. The East-West crude pipeline from the Eastern Province ends here. In May 2026 Mawani, a shipping line and SABIC announced the Red Sea Express container service linking the port with Ain Sokhna in Egypt and Aqaba in Jordan, at up to 1,100 TEU. In December 2025 Mawani signed a SAR 29 million logistics agreement with a logistics company for a 120,500 square metre cargo and storage site at a Yanbu port. The airport has domestic flights to Jeddah, Riyadh and Dammam. Medina lies roughly 160 km east by road, so inland deliveries often route through it.
Inside the industrial city, the Royal Commission handles land, utilities and investor services. Port matters go through Mawani and the port operator, customs through ZATCA, and building permits through the municipality. Fire and life safety approvals come from the General Directorate of Civil Defense, and medical products need Saudi Food and Drug Authority authorisation. Confirm the current steps with each body before you commit to a delivery date.
Refining, petrochemicals and port operations buy valves, pumps, coatings, gases, instrumentation and safety gear. Contractors follow plant shutdowns, and about 332,000 residents (2022 census) support housing, clinics and food supply.
