MODON leases plots and ready units. Mawani regulates the port. ZATCA runs customs, and opened an all-in-one customs hall at the port in January 2022. Jeddah Municipality issues trade and building permits, the General Directorate of Civil Defense approves fire and life safety, and the National Water Company runs water and sewage.
