Metals and fabrication in Saudi Arabia covers the steel, aluminium and specialty metals bought by Aramco, SABIC, contractors and factories, the pipe fittings and flanges that join piping, and the casting, forging, fabrication and coating work done in Jubail, Dammam, Riyadh and Jeddah. This page sets out the six product families, the local mills, the approvals that apply as of 2026, and how to choose a mill, stockist or fabricator.
The demand is for building and facility steel rather than primary metals. Metals and fabrication buyers here include contractors fitting out hotels and towers, operators of the holy-site facilities and workshops that repair what pilgrim traffic wears out. Reports on the 2026 Jamarat facility cite more than 1,216 guidance signs and over 520 canopies and metal structures repaired or provided, a sense of how much fabricated steel an operating site consumes.
Typical orders cover structural steel fabrication, sheet metal fabrication, stainless steel for kitchens and wet areas, hot dip galvanizing for outdoor steel and powder coating. In a hot, humid climate near the Red Sea corridor, coating quality decides how long railings, canopies and cladding last, so ask what finish and thickness the shop will guarantee.
Steel is not made in Mecca. Plate, sections and pipe arrive from Jeddah yards and importers, and the large fabrication shops are in Jeddah's industrial areas, with small workshops in Mecca's own districts. The planned industrial city at Al-Akashiya could add shops closer to the city over time, though you should treat that as a plan, not a present supply.
State the steel grade, the standard, weld inspection needs and the protective coating on the drawing. Ask for mill certificates and, for structural work, who will check welds. Use post a requirement when you need several fabricators to price one drawing set.
Stock sizes of plate, tube and sections usually come from Jeddah in a day or two by road. Cut-to-drawing fabrication, galvanizing and coating add days to weeks depending on the queue, and peak construction seasons stretch these. Agree a delivery programme with milestones and inspection hold points, and plan for storage space on site because Mecca plots are small and access is restricted.
Mecca is a destination first and a factory town second. Most of what the city consumes, from building materials to hospital supplies, is made elsewhere and brought in, and the industrial land that does exist sits on the outer edge. The main site is the Second Industrial City of Makkah in the Al-Akashiya district, which MODON, the Saudi Authority for Industrial Cities and Technology Zones, began handing over in July 2021. Argaam reported an area of about 45.4 million square meters on the Fifth Ring Road where the Makkah, Taif and Jeddah roads meet, roughly 20 km from the Holy Mosque.
In November 2024 MODON signed a contract with a private developer for a ready-built industrial complex in Makkah, over 1.3 million square meters and SR1.75 billion, which Arab News described as MODON's first privately developed complex. Its stated aims were 5,000 jobs and up to 60 percent of output for export. Treat these as announced targets and ask for current occupancy before you plan around them.
There is no seaport in the city. Argaam put Jeddah Islamic Port about 70 km from the industrial city and King Abdulaziz International Airport in Jeddah about 88 km away, and the Haramain railway station about 25 km. Jeddah Islamic Port is described as the principal port serving the holy cities and handles about 65 percent of the Kingdom's seaborne imports, so most containers for Mecca clear at Jeddah and finish the journey by truck. For heavy industry, port services and large stockists, go to the Jeddah market first.
Holy Makkah Municipality, which sits under the Ministry of Municipalities and Housing, handles permits, waste and food inspections, including the seasonal controls in the Hajj period. MODON deals with factory land. Medical devices are regulated by the Saudi Food and Drug Authority, and fire and life safety approvals come from the General Directorate of Civil Defense. Confirm each step on the authority's own platform.
Demand follows pilgrim numbers: hotels, catering, cleaning, cooling, hospital supplies and construction near the Holy Mosque. Heavy industry is thin here, and oil, gas and petrochemical buyers are in the Eastern Province. Use the sector pages below for the Mecca view of each trade.
