What is industrial packaging, and what do Saudi buyers buy?

Industrial packaging covers the materials and machines that protect and unitise goods for storage and transport: stretch and shrink film, corrugated cartons, pallets, IBCs and drums, strapping, protective foam, export crates and packaging lines. In Saudi Arabia the biggest buyers are petrochemical and chemical producers in Jubail and Yanbu, food and beverage plants in Riyadh and Jeddah, and the logistics and e-commerce warehouses that serve the whole Kingdom. This family belongs to the plastics, rubber and packaging sector in Saudi Arabia; each type below links to its Saudi supplier listings.

Packaging overlaps with other families. Converters buy polyethylene and polypropylene raw materials from domestic production, plastic drums and jerrycans are moulded by Saudi plastic product manufacturers, and filling lines are listed under filling and sealing machines.

How do Saudi heat, dust and humidity affect industrial packaging?

Saudi Arabia combines very hot, dry interiors with humid coasts, and goods often travel between both. Specify packaging for the hottest storage point and the most humid leg, not for an average day.

Inland heat in Riyadh and Qassim

Stretch film and pressure-sensitive tapes lose performance when stored hot. One European film maker recommends storage at 10 to 30 degrees Celsius and 25 to 60% relative humidity, indoors and out of direct sun, with use within a year. Unshaded yards and uncooled warehouses in central Saudi Arabia exceed that for much of the year, so keep rolls in conditioned storage, rotate stock, and specify UV-stabilised film for loads stored outside.

Coastal humidity in Jeddah, Dammam and Jubail

Corrugated cartons absorb moisture and lose compression strength; a Georgia Tech paper gives a rule of thumb of about 10% loss in board short-span compression strength for every 10 point rise in relative humidity. Cartons that perform in a dry Riyadh store can collapse in a humid port shed. Give the carton supplier the stacking height, time in storage and humidity, and let it propose the board.

Sand and sun on bulk containers

IBC bottles, plastic pallets and PP strapping age under UV, and blowing sand scours exposed surfaces. Ask for UV-stabilised grades, keep empties shaded, and inspect returned IBCs and pallets before reuse with hazardous or food products.

Which standards and approvals apply to industrial packaging in Saudi Arabia?

The Saudi rule most specific to industrial packaging is SASO's Technical Regulation for Degradable Plastic Products, whose Annex 1 lists goods packaging stretch film, cling film, heat-shrinkable film, bubble wrap and carton liners. Food packaging is under SFDA, timber packaging under ISPM 15, and dangerous goods packaging under the IMDG Code. Checked in October 2026.

The degradable plastics regulation in practice

The regulation was published in the Official Gazette in October 2016 and requires listed disposable polyethylene and polypropylene products to be oxo-degradable and then biodegradable, carrying a SASO OXO logo. Intertek described the scope in 2017 as films of 250 microns or less. A 2019 consultancy update reported that the registration date for the later phases, which include packaging stretch film and bubble wrap, had been postponed more than once, and we could not confirm the current position as of October 2026. Before ordering imported stretch or shrink film, ask SASO or the importer whether the OXO logo is being enforced for your product, and budget for the application and logo fees set out in the regulation.

Timber, dangerous goods and seals

Saudi Arabia notified the WTO in 2024 that it will apply ISPM 15, according to a German chamber of commerce notice; treated pallets, crates and drums carry a stamp after heat treatment or another approved method. For chemical exports from Jubail and Yanbu, IMO's IMDG Code requires UN tested and marked drums and IBCs for dangerous goods. For US-bound containers, ISO 17712 high security seals marked "H" are required under C-TPAT. The SASO and SABER certificate guide explains how product and shipment certificates are issued.

Who supplies industrial packaging in Saudi Arabia?

Saudi Arabia has a large domestic packaging industry, so most consumables are bought from Saudi film, carton, pallet and drum makers, with imports for machinery and specialty items. For packaging lines and branded systems, use the manufacturer or an authorised distributor that has engineers in the Kingdom.

Brands in this family on ListGCC include Saudi producers Zamil Plastic (stretch and shrink film), Napco National (flexible packaging, stretch film and corrugated boxes), Gulf Carton Factory and MEPCO (corrugated packaging). International brands include Mauser Packaging Solutions and Time Technoplast for IBCs, drums and jerrycans; Schoeller Allibert and Cabka for plastic pallets and returnable containers; Teufelberger for PET and steel strapping; Pregis for air cushioning and foam; Bocedi for stretch hooding of polymer and cement pallets; and Southgate Global for carton taping machines and strapping tools. Confirm any claimed distributorship with the brand owner.

Check where stock sits. A supplier in Dammam serving a Jeddah plant still has a cross-country truck journey; regional warehouses shorten it. For packaging lines, read our GCC packaging machinery guide before writing the specification, and use the supplier sourcing guide to verify commercial registrations. What drives the price and lead time of industrial packaging in Saudi Arabia?

Resin and containerboard prices set the base cost of Saudi packaging; specification, compliance and distance set the rest. Compare offers delivered to your site with the same film gauge, board grade or UN rating.

  • Material grade: resin type and gauge for film, board grade for cartons, timber or HDPE for pallets.
  • Compliance: oxo-degradable additives and OXO logo licensing where enforced, UN testing for dangerous goods packaging, ISPM 15 treatment.
  • Volume and tooling: print plates, cutting dies and minimum runs for cartons and printed film.
  • Freight: packaging is bulky and light, so inland trucking can be a large share of the delivered price.
  • Machinery scope: installation, training, 60 Hz motors and drives, and a spare parts kit.

Film, cartons, pallets and drums from Saudi producers can usually be delivered in days to a few weeks depending on printing. Imported machinery waits for build, factory acceptance, sea freight into King Abdulaziz Port or Jeddah Islamic Port, and SABER clearance.

Frequently Asked Questions — Industrial Packaging

Does imported stretch film need the SASO OXO logo?
Goods packaging stretch film, cling film and heat-shrinkable film are listed in Annex 1 of the SASO Technical Regulation for Degradable Plastic Products, which requires listed products to be oxo-degradable and carry the OXO logo. Enforcement of the later phases was postponed after 2019, so Saudi importers should confirm the current position with SASO.
Which products are excluded from the Saudi degradable plastics regulation?
The SASO Technical Regulation for Degradable Plastic Products excludes plastic products used in the medical and food industries. It covers disposable polyethylene and polypropylene products listed in its Annex 1, such as carrier bags, bubble wrap, carton liners and packaging films. Food contact packaging in Saudi Arabia is regulated by SFDA instead.
Is ISPM 15 required for pallets entering Saudi Arabia?
Saudi Arabia notified the WTO in 2024 of a ministerial decision to apply ISPM 15, so wooden pallets, crates and drums entering the Kingdom should be treated by an approved method such as heat treatment and stamped with the mark. Saudi importers should confirm the start date and inspection procedure with the authorities.
What packaging do Saudi chemical exporters need for dangerous goods?
Saudi chemical exporters shipping dangerous goods by sea need drums, IBCs and jerrycans tested and UN marked for the design type, as the IMDG Code requires. IMO made the code mandatory under SOLAS from 2004 and amends it every two years. Ask the packaging supplier for the test certificate and packing group.
How do I stop cartons collapsing in Jeddah or Dammam?
Cartons collapse in Jeddah and Dammam because humid coastal air weakens corrugated board; one Georgia Tech paper estimates roughly 10% strength loss for every 10 point rise in relative humidity. Give the Saudi carton supplier the stacking height, time in storage and humidity, and let it propose the board grade and flute.
Should Saudi buyers buy packaging locally or import it?
Saudi buyers usually buy film, cartons, pallets and drums from domestic producers, which avoids SABER paperwork on each shipment, shortens delivery and can help with local content scoring. Importing makes sense for packaging machinery, specialty films and systems not made in the Kingdom. Compare delivered prices with compliance costs included.
What power supply should packaging machines for Saudi Arabia be built for?
Packaging machines for Saudi Arabia must be built for the Kingdom's 60 Hz supply, as our GCC packaging machinery guide explains, while many European machines are designed for 50 Hz. State the site voltage, frequency and earthing in the enquiry and ask the supplier to confirm every motor, drive and heater is rated for it.
