The SASO PPE regulation took effect after publication in the Official Gazette in December 2018 and was amended in January 2021. It requires a technical file with the supplier's declaration of conformity. The fire control regulation was published in November 2019 and points fire alarm and firefighting systems to the Saudi fire protection code instead. In both, only the Arabic text is binding. HCIS was set up by Royal Decree in 1977 to protect petroleum, industrial and service facilities in security, safety and fire protection. NCOSH, the National Council for Occupational Safety and Health, works under HRSD on national OSH policy and coordination. NCEC, created in 2019, issues environmental permits and carries out inspections. Large owners also set their own contractor safety rules; confirm them in the contract.
