Food safety and quality suppliers in Saudi Arabia provide the HACCP certification support, accredited laboratory testing and in-line inspection equipment that food and bottled water plants need for an SFDA licence and for retail audits. This page sets out the main types, the SFDA and SAAC approvals that apply as of 2026, how Saudi heat and humidity affect inspection, and what drives cost and lead time, above the supplier listings.

Food safety and quality in Saudi Arabia covers what a food or bottled water plant needs to get and keep an SFDA licence and to satisfy its customers: a HACCP certificate from an accredited body, testing at an approved laboratory, and inspection equipment on the line that stops metal, glass or underweight packs reaching the market. It is one family within the food and beverage processing sector in Saudi Arabia, where regulators and halal are introduced. Here the focus is the services and machines a quality team buys.
The buyers are factories in the industrial cities of Riyadh, Jeddah, Dammam and Al Kharj, dairy, bakery, poultry and date processors, bottled water plants, central kitchens serving Hajj and Umrah catering and large events, and importers holding stock in SFDA-licensed warehouses.
| Type | Typical use in Saudi plants | What to specify |
|---|---|---|
| HACCP consulting and certification readiness | Building the HACCP plan and prerequisite programmes needed before the SFDA licence application and the certification audit | Sector experience, Arabic and English documentation, support through the audit and the SFDA inspection visit |
| Food-grade metal detectors | Packed snacks and bakery, bulk dates and grains in gravity drops, pumped meat and sauces | Aperture, proven sensitivity for ferrous, non-ferrous and stainless steel in your product, reject system, IP rating for washdown |
| X-ray inspection machines | Glass jars and bottles, foil packs, products where bone, stone or glass is the real hazard | Contaminant types and sizes found in your product, throughput, ambient temperature rating, radiation safety file |
| In-line checkweighers | Every-pack weight checks on retail packs, cases and multipacks | Accuracy at line speed, weight range, reject options, feedback to the filler, reports for quality records |
| Food testing equipment for in-house labs | Release checks, environmental swabbing, moisture and pH, rapid pathogen and allergen screening | Validated methods, local consumables supply, calibration support, how results compare with the external lab |
Inspection is usually the last step before the case packer, so it has to match the line around it: see food packaging equipment in Saudi Arabia for fillers and sealers, and beverage processing equipment for water, juice and dairy drinks for bottling lines where X-ray checks of glass and fill level are common.
As of 2026, SFDA's licensing guide for food and feed manufacturers asks a new plant to obtain a HACCP certificate from an accredited certification body and to have laboratory testing done at an approved private laboratory accredited by the Authority, then to apply for the operating licence through the Ghad electronic system. Accreditation of labs and certification bodies inside the Kingdom sits with the Saudi Accreditation Center (SAAC). Confirm the current requirements with SFDA before you plan a start-up date.
| Requirement | Applies to | Authority |
|---|---|---|
| HACCP certificate from an accredited certification body | Food and bottled water manufacturers applying for an operating licence | SFDA (licensing guide) |
| Laboratory testing at an approved private laboratory accredited by SFDA | New manufacturers before licensing | SFDA |
| Licensing of private laboratories | Private food laboratories offering testing in the Kingdom | SFDA, private laboratories licensing guideline |
| Accreditation of testing laboratories, inspection bodies and certification bodies (including halal) | Labs and certification bodies issuing results and certificates | Saudi Accreditation Center (SAAC) |
| Notification to SFDA of a voluntary recall, with reasons, affected quantities, distribution and planned steps | Food establishments withdrawing product | SFDA |
| ISO 22000 or FSSC 22000 certification | Plants supplying retail chains, airlines, exporters | Accredited certification bodies; FSSC 22000 is GFSI recognised |
The licence needs HACCP. HACCP itself is the Codex method of seven principles: analyse hazards, set critical control points and limits, monitor, correct, verify and keep records. ISO 22000 places that inside a management system with policy, internal audits and review. FSSC 22000 is ISO 22000 plus the prerequisite programme standards in the ISO 22002 series and extra scheme requirements, and its GFSI recognition is why multinational customers ask for it. A plant that only sells to local wholesalers may stop at HACCP; one bidding for retail private label or export contracts usually needs FSSC 22000.
SAAC accredits testing laboratories, inspection bodies and certification bodies, including halal certification bodies, reports IAF recognition and a membership of international accreditation networks, and publishes its accredited bodies online. SFDA separately licenses private laboratories. For a regulatory test, check both: the lab's accreditation scope for your method and matrix, and its standing with SFDA. Lab balances, thermometers and checkweighers need their own calibration, see calibration equipment and accredited calibration in Saudi Arabia.
SFDA describes a voluntary recall as one the food establishment starts itself after finding or suspecting a defect. The establishment notifies SFDA of its intent, with the reasons, the quantity affected, where it was distributed and the steps it will follow; SFDA then monitors the recall and checks the product is off the market. Starting a recall does not remove legal liability. Good lot coding, dispatch data and checkweigher and inspection records make the recall smaller and faster.
Pest control is a prerequisite programme in every HACCP and FSSC 22000 audit. Use a licensed contractor that provides a site map of bait stations and traps, records of every visit, the products used and trend reports, and confirm the contractor's licence with the municipality. Contractors are found under pest control services in Saudi Arabia, within facilities management services.
Inland plants in Riyadh and Al Qassim deal with dry heat and dust; coastal plants in Jeddah and Dammam deal with humidity and condensation. Both change how inspection machines and test kits behave.
Temperature-controlled storage and transport are covered on cold chain equipment in Saudi Arabia.
Choose on local service first. A metal detector or X-ray is usually a critical control point, so a breakdown without an engineer nearby can stop the line or force manual checks. Manufacturers with product inspection ranges include Mettler Toledo product inspection and checkweighing, Ishida X-ray inspection and checkweighers, Fortress Technology Stealth and Interceptor metal detectors, Bizerba industrial checkweighers and Marel weighing for poultry and meat plants. In-house labs often use Sartorius balances and moisture analysers, and Ecolab hygiene and food safety programmes cover sanitation.

Cost is set by detection performance, integration and the certification scheme; lead time by whether a standard machine is in regional stock and how quickly SABER clearance goes.
