Food ingredients and additives in Saudi Arabia are the emulsifiers, flavours, colours, preservatives, proteins, starches and sweeteners that Saudi food, dairy, bakery and beverage manufacturers buy for their recipes. This page lists Saudi suppliers and explains the SFDA rules that govern them: GSO 2500 additive limits, Ghad registration, halal certificates for animal-derived additives, clearance through Fasah, and storage in Saudi heat, plus the factors behind price and delivery.
Khobar is a place where food is sold, cooked and served more than manufactured on a large scale. Malls, hotels, restaurant groups, central kitchens and bakeries cluster along the commercial streets and the waterfront, and the city has long been known for its traders and shopkeepers. Larger processing plants are located in industrial estates such as those in Dammam; see the Dammam food page. The sector hub is food and beverage processing.
Kitchens and bakeries buy cooking and frying equipment and baking equipment. Supermarkets and caterers need cold storage, so cold storage rooms and refrigerated trucks and containers are frequent enquiries, especially in summer when a broken compressor spoils stock within hours. Central kitchens and producers selling to retailers add HACCP consulting services and food testing equipment.
Imported equipment and ingredients clear at King Abdulaziz Port in Dammam, and some products reach the city from Bahrain over the King Fahd Causeway. All food must be halal, and food businesses deal with the Saudi Food and Drug Authority, while premises are licensed through Al-Khobar Municipality and inspected for hygiene. Civil Defense checks kitchen fire suppression and gas arrangements. Confirm current licence steps on each authority's platform before fitting out a kitchen.
For commercial kitchens, ask for gas and electrical load requirements early because many city buildings have limited supply. For cold rooms, request the design ambient temperature and defrost method, and check how quickly the supplier can reach Khobar for service. Our packaging machinery guide helps when a producer needs filling or sealing lines. Use post a requirement to compare offers delivered to the city. If you plan to supply Bahrain as well, ask your forwarder how food shipments are handled at the causeway, since inspection rules for perishables differ from those for general cargo.
Khobar is the commercial and residential core of the Dammam metropolitan area, so most of its business is offices, trading, hospitality, healthcare and services rather than heavy plant. The 2022 census counted 409,549 people in the city and 658,550 in the governorate, and the city sits between Dammam and Dhahran, the headquarters of Saudi Aramco, about twenty minutes from each. Its streets follow a grid, with older markets around Suwaiket Street and shopping malls elsewhere. The two universities nearby, King Fahd University of Petroleum and Minerals and Prince Mohammad bin Fahd University, add engineering and research demand.
Factories are a short drive away. Dammam First Industrial City is reported to hold 124 factories, and Dammam Second Industrial City spreads over about 6,000 acres along Highway 615 with some 120 operating plants and more under construction. The Dhahran to Jubail Expressway leads north to Jubail Industrial City for large petrochemical and heavy industry. Khobar buyers usually order from the estates and have goods delivered into town.
Khobar once served as Aramco's early port, but commercial shipping later moved to King Abdulaziz Port in Dammam, which handled about 2.04 million TEU of capacity in 2022, and petroleum exports moved to Ras Tanura. A new waterfront port is described as under construction south of the South Corniche. King Fahd International Airport is roughly 50 km away, reached by the Khobar to Dammam Highway (605). The nearest railway station is in Dammam, on a 449 km line through Abqaiq and Hofuf to Riyadh.
The King Fahd Causeway to Bahrain opened on 25 November 1986 and is about 25 km long. After works completed in June 2020 it reopened for commercial transit traffic, with new gates on the Saudi side. Rules for trucks change, so ask your forwarder for the current customs procedure before you plan a Bahrain leg.
Building and municipal matters fall under Al-Khobar Municipality, one of five municipalities in the Eastern Province Amana, which is headquartered in Dammam and reports to the Ministry of Municipalities and Housing. Factory land and ready units in the industrial cities come through MODON. Private hospitals work with the Ministry of Health, and fire and life safety approvals come from Civil Defense. Customs clearance is handled by ZATCA at the port or border. Check each authority's own platform for the current steps.
Oil and gas contractors and engineering firms keep offices here to be near Aramco. Hospitals, malls, hotels and towers need cooling, security, cleaning and maintenance. The governorate reports eight hospitals with 2,809 beds, and private hospital capacity has kept growing, so medical supply is a steady buyer.
