What does food and beverage processing cover in Saudi Arabia?

In Saudi Arabia, food and beverage processing is the sector that equips factories making packaged food, bottled water, juice and dairy, and supplies their ingredients. It runs from mixers, ovens, fryers and slicers for food plants through packaging, beverage and cold chain equipment to the inspection and testing equipment that supports HACCP.

Buyers include large integrated dairy and poultry groups, bakeries and biscuit makers, date packers, bottled water and ice plants, spice and rice packers, frozen food producers and central production kitchens serving retail chains and catering. Localising food production is a policy goal, and the Saudi Authority for Industrial Cities and Technology Zones (MODON) reported about 1,300 food processing plants in its cities in April 2024. Many of these factories process local crops and livestock, which links this sector to the agriculture and agri-equipment sector.

The Saudi Food and Drug Authority (SFDA) licenses food factories, and it wants to see equipment, layout and engineering drawings before production starts. That makes the choice of supplier a licensing question as well as a technical one.

Six product families and what each one supplies

Every family links to a hub page with product types, Saudi rules and listed suppliers.

Food processing equipment

The food processing equipment family covers preparation and cooking: bread, pastry and biscuit ovens, dividers and proofers, grinding and milling machines for flour, spices and coffee, mixing and blending, cooking and frying lines, cutting and slicing, extrusion, and smoking and curing. Spice grinding and date paste lines are common Saudi projects; both need dust control and food-grade contact parts.

Food packaging equipment

Food packaging equipment covers fillers and sealers, modified atmosphere packaging for meat, poultry and bakery, vacuum packing, shrink wrapping and labelling and date coding. SFDA names two Gulf standards for food packages (SFDA.FD/GSO 839 for general requirements and SFDA.FD/GSO 1863 for plastic packages), so film and container choices matter as much as the machine.

Beverage processing

Beverage processing covers water bottling lines, dairy processing equipment, juice plants, carbonation and brewing equipment (for non-alcoholic malt drinks). Bottled water and ice factories need an extra approval of the water source from the Ministry of Environment, Water and Agriculture before SFDA licenses them.

Cold chain equipment

Cold chain equipment includes blast freezers, cold storage rooms, industrial refrigeration systems, refrigerated trucks and containers and monitoring. Long road distances from Jeddah or Dammam to inland cities make reefer transport and logging a bigger part of the budget than in smaller markets.

Food ingredients and additives

Food ingredients and additives covers sweeteners, starches and hydrocolloids, emulsifiers, flavours, colours, preservatives and proteins. Each ingredient with an animal-derived or alcohol-based component needs halal evidence acceptable to SFDA.

Food safety and quality

The food safety and quality family covers checkweighers, metal detectors, X-ray inspection, food testing equipment and HACCP consulting. SFDA's licensing path requires a HACCP certificate from an accredited certification body, so many new plants hire a HACCP consultant before the line is installed.

Where are Saudi food factories located?

Saudi food manufacturing is spread across the three main regions, with the largest concentrations in MODON industrial cities around Riyadh, Jeddah and Dammam, and in Madinah. Suppliers keep stock and service teams in all three port and capital regions.

  • Sudair City for Industry and Businesses. North of Riyadh on the road to Al Qassim, Sudair was named by MODON, with the two industrial cities in Madinah and one in Jeddah, as the most attractive for food and beverage manufacturing in 2023 (Argaam, April 2024).
  • Jeddah and Dammam industrial cities. Western and Eastern Province plants serve the Makkah and Madinah pilgrim market and the Gulf coast. Equipment imported for them lands at Jeddah Islamic Port and King Abdulaziz Port in Dammam.
  • Location affects licensing. SFDA's 2025 licensing guide says a plant inside an industrial or economic city, or under the Royal Commission for Jubail and Yanbu, gets its location approval and operating licence from that authority; elsewhere, the municipality or the Ministry of Environment, Water and Agriculture approves the site.

Which licences and standards apply to food plants in Saudi Arabia?

As of 2026, a Saudi food factory needs an industrial licence, an environmental permit, a HACCP certificate and an SFDA operating licence issued through the Ghad platform. Products then follow Gulf technical regulations adopted by SFDA, and imported machines pass through SASO's SABER platform where a technical regulation applies.

SFDA's investor guide for food and bottled water factories (2021) also lists Gulf standards for hygiene in food plants (GSO 21/1984), labelling (GSO 9/2013, since replaced by GSO 9:2022) and storage of dry and canned food (GSO 168/1994). The same guide says a factory that wants to expand or add a production line must get SFDA approval first, submitting engineering drawings, and must not start production on the new line until SFDA has inspected it and added the activity to the licence. Build that inspection into the delivery schedule when you buy a new line.

For halal, SFDA's Halal Center publishes the list of recognised halal certification bodies at halal.sfda.gov.sa. Ask ingredient and packaging suppliers for certificates from a body on that list, not only a certificate from the country of origin.

How do you choose a food equipment supplier in Saudi Arabia?

Choose the supplier that can deliver the documents SFDA will ask for as well as the machine: layout drawings, material declarations for food contact parts, and a commissioning team that can stay until inspection. For complete lines that usually means the manufacturer or its Saudi agent.

  • Manufacturer or line builder. Best for dairy, juice and water plants, ovens and freezing tunnels. Ask for process guarantees, a factory acceptance test, and drawings in a form your consultant can submit to SFDA.
  • Authorised agent or distributor. Handles SABER registration, customs, installation and warranty. Ask for the agency letter, service locations in Riyadh, Jeddah and Dammam, and local spare parts stock.
  • Stockist. Good for small machines, change parts, gaskets, films and inks. Ask for food-grade declarations and halal evidence where relevant.

Hygienic design certificates help when a customer or auditor asks how cleanable a machine is. EHEDG certifies equipment in classes such as EL Class I (wet cleaned in place without dismantling), and 3-A Sanitary Standards Inc. authorises its symbol on dairy and food equipment only after a third-party inspection. Check the certificate in each body's online register.

A Saudi enquiry for food equipment should state the product and its temperature, viscosity or bulk density; the output per hour on the main product; the pack formats; the site supply (Saudi Arabia runs at 60 Hz, so every motor, drive and heater must be built or set for it); the cleaning method, whether dry, wet washdown or CIP; and the documents you expect at delivery. Those documents typically include material declarations for food contact parts, a layout drawing your consultant can submit to SFDA, electrical drawings, a spare parts list with prices, and operating manuals in English and Arabic for operators who will run the line.

Ask about the import route at the same time. Imported machines that fall under a SASO technical regulation need a product certificate and a shipment certificate on SABER, and the agent who holds stock in the Kingdom has usually done this already. For a line bought direct from a factory abroad, agree in the contract who registers on SABER, who acts as importer of record, and who pays if a shipment waits at the port for missing certificates. When your specification is ready, post your requirement so suppliers in the Kingdom quote against the same document.

What affects price and lead time for food equipment in Saudi Arabia?

Price follows output, automation and hygienic grade: an aseptic juice or dairy line costs far more than a semi-automatic filler of the same speed. Lead time stacks up from manufacture, sea freight to Jeddah or Dammam, SABER and customs clearance, installation, and then SFDA inspection before the line can produce. Standard machines held by a Saudi distributor shorten the first part but not the licensing steps. Ask each bidder to separate equipment, freight, installation and documentation in the quote.

Running cost deserves the same attention as the purchase price. Compare the price of change parts for each new pack format, the yearly cost of seals, gaskets, films, inks and filters, the energy use of ovens, freezers and refrigeration plant in summer conditions, and the travel cost of a service engineer to your city if none is based in the Kingdom. A cheaper line with no local technician can cost more within two seasons than a dearer one supported from Riyadh, Jeddah or Dammam.

Frequently Asked Questions — Food & Beverage Processing

What does the food and beverage processing sector cover in Saudi Arabia?
In Saudi Arabia, food and beverage processing covers the machinery and inputs used by food, bottled water, juice and dairy factories: processing equipment, packaging lines, beverage plants, cold chain equipment, ingredients and additives, and inspection equipment such as metal detectors, X-ray systems and checkweighers.
Which licences does a food factory need in Saudi Arabia?
As of 2026, a Saudi food factory needs an industrial licence from the Ministry of Industry and Mineral Resources, an environmental permit, a site approval, a HACCP certificate from an accredited body and an SFDA operating licence through the Ghad platform. Bottled water and ice plants also need water source approval.
Does adding a new production line need SFDA approval?
Yes. SFDA guidance says a Saudi food, bottled water or ice factory must get approval before expanding or adding a production line, submitting engineering drawings. Production on the new line can start only after SFDA inspects it and adds the activity to the licence, so plan that step into delivery.
Where are food factories concentrated in Saudi Arabia?
Saudi food factories cluster in MODON industrial cities. MODON reported about 1,300 food plants in its cities in April 2024 and named Sudair City for Industry and Businesses, the two Madinah industrial cities and an industrial city in Jeddah as the most attractive for food manufacturing in 2023.
Which standards apply to food packaging in Saudi Arabia?
SFDA lists SFDA.FD/GSO 839 for general food package requirements and SFDA.FD/GSO 1863 for plastic food packages. Labels follow GSO 9, the Gulf standard for prepackaged food labelling, whose current edition dates from 2022. Ask packaging suppliers for conformity evidence against these standards.
How is halal certification checked in Saudi Arabia?
Saudi Arabia accepts halal certificates from bodies recognised by the SFDA Halal Center, which publishes its list at halal.sfda.gov.sa. The general Gulf requirements are in GSO 2055-1:2015. Food factories should check that each ingredient supplier's halal certifier appears on the SFDA list.
Which standard covers bottled water plants in Saudi Arabia?
Bottled drinking water in Saudi Arabia follows GSO 1025:2014, a Gulf technical regulation covering bottled water other than natural mineral water. SFDA licenses the factory, and the Ministry of Environment, Water and Agriculture must first approve the water source and waste disposal.
What does EHEDG or 3-A certification mean for food equipment?
EHEDG and 3-A certify hygienic design of food equipment. EHEDG issues certificates by type and class, such as EL Class I for equipment cleaned in place without dismantling, and 3-A authorises its symbol after a third-party inspection. Saudi buyers should verify certificates in each body's online database.
Why do food equipment lead times run long in Saudi Arabia?
Lead times for Saudi food lines combine manufacturing, sea freight to Jeddah or Dammam, SABER and customs clearance, installation, and SFDA inspection before production. Stock held by a Saudi distributor shortens delivery of standard machines, but licensing and inspection steps still apply to new lines.
