An environmental impact assessment in Saudi Arabia is usually prepared as an ESIA or an ESMP and submitted to the National Center for Environmental Compliance (NCEC) before the permit to construct is issued. This page explains project categories, the permit sequence as of 2026, what a study contains and how to appoint a registered consultant.
Yanbu is a desert coast with an average of 39.5 mm of rain a year, so industry runs on desalinated seawater. The Yanbu 4 plant, reported by DLA Piper, is a 450,000 cubic metre per day reverse osmosis project near Ar Rayyis, 140 km west of Madinah on the Red Sea coast, with 900,000 cubic metres of on site storage and a 38 km, 84 inch pipe to Pumping Station 1D in the Yanbu Industrial Area. Financial close was on 19 March 2021. For water and environmental services buyers, this makes desalination plants and reverse osmosis systems the anchor products.
Refineries and petrochemical units need demineralization plants, industrial effluent treatment, water pumping stations, water pipeline materials and stack emission monitoring. TradeArabia reported in June 2026 an industrial waste recycling rate of 77.71 percent for the city, so industrial waste collection, hazardous waste disposal and scrap metal recycling are active service lines.
Seawater is aggressive, so ask for duplex stainless, titanium or lined materials in intake and brine lines and confirm their grade by certificate. Environmental work follows national rules and the commission's industrial area requirements, so ask whether the contractor holds the relevant environmental permits and has waste carriers licensed for hazardous streams. Ask suppliers for spare membrane and pump stock in the Kingdom. Put a clear scope into post a requirement for comparable offers.
Finally, watch lead times on membranes, high pressure pumps and energy recovery devices, which are often imported. A project that needs commissioning during a plant shutdown should have these items on order well before the outage is confirmed, and spare cartridges should be stored on site.
Yanbu is three places in one. Yanbu Al-Bahr is the older seafront town where most residents live, Yanbu Al-Nakhal is a separate inland area about 47 km away, and Yanbu Al-Sina'iya in the south holds the industrial city. The industrial city is planned and run by the Royal Commission for Jubail and Yanbu, which was established on 21 September 1975 and answers to the Council of Ministers. Its mission is to plan and manage energy-intensive and petrochemical cities, and gas collected from oil operations is meant to feed their plants. In April 2026 Arab News, citing the commission's annual report, put total investment in the Jubail and Yanbu industrial cities above SR1.5 trillion by the end of 2025, and described Yanbu as a refining and downstream processing centre. Wikipedia lists three refineries, a plastics facility and several petrochemical plants in the city.
The expansion known as Yanbu-2 was launched in July 2005 on about 66 square kilometres, with a plan for 34 basic and secondary industries and 224 light industries. Those are 2005 plan figures. On 9 April 2025 Aramco and Sinopec signed a framework agreement to advance engineering studies for a petrochemical expansion at the Yasref refinery, with a 1.8 million tonne a year steam cracker and a 1.5 million tonne aromatics complex. Aramco described it as a study-phase project.
King Fahd Industrial Port is described as the largest port for loading crude oil and petrochemicals on the Red Sea, with terminals for general cargo and containers, bulk cargo and crude oil. The East-West crude pipeline from the Eastern Province ends here. In May 2026 Mawani, a shipping line and SABIC announced the Red Sea Express container service linking the port with Ain Sokhna in Egypt and Aqaba in Jordan, at up to 1,100 TEU. In December 2025 Mawani signed a SAR 29 million logistics agreement with a logistics company for a 120,500 square metre cargo and storage site at a Yanbu port. The airport has domestic flights to Jeddah, Riyadh and Dammam. Medina lies roughly 160 km east by road, so inland deliveries often route through it.
Inside the industrial city, the Royal Commission handles land, utilities and investor services. Port matters go through Mawani and the port operator, customs through ZATCA, and building permits through the municipality. Fire and life safety approvals come from the General Directorate of Civil Defense, and medical products need Saudi Food and Drug Authority authorisation. Confirm the current steps with each body before you commit to a delivery date.
Refining, petrochemicals and port operations buy valves, pumps, coatings, gases, instrumentation and safety gear. Contractors follow plant shutdowns, and about 332,000 residents (2022 census) support housing, clinics and food supply.
