Engineering recruitment in Saudi Arabia means finding and placing engineers for contractors, industrial plants, utilities and consultancies, while meeting Saudization, Qiwa contract and wage protection rules. This page explains the hiring routes, what the Ministry of Human Resources and Social Development (HRSD) requires of employers in 2026 and how to judge an agency before signing.
Plant owners in Yanbu Industrial City, a Royal Commission area of more than 600 sq km according to TradeArabia in June 2026, contract engineers for turnarounds, tie ins and revamps. The professional and engineering services market here is led by shutdown and turnaround services, third party inspection, EPC contractors, piping contractors and painting and coating contractors, with non destructive testing on almost every job.
A fresh example is the Yanbu 4 independent water plant, procured by the Saudi Water Partnership Company. DLA Piper reports a 450,000 cubic metre per day reverse osmosis plant near Ar Rayyis, with financial close on 19 March 2021, Doosan as EPC contractor and a 38 km, 84 inch pipe to Pumping Station 1D in the Yanbu Industrial Area. MEED in 2014 reported planned petrochemical and PlasChem projects, which would call for engineering consultancy and project management consultancy.
Check the firm's registration with the Royal Commission and its prequalification with the plant owner, safety statistics, and inspector certification such as API certification or ASME certification where pressure equipment is involved. Manpower suppliers should show iqama and work permit compliance for the crew sizes during turnarounds. Many contractors mobilise from Jeddah or the Eastern Province, so ask for camp and transport arrangements in Yanbu. Describe scope in post a requirement to compare bids.
For smaller jobs such as surveying, commissioning and certification, local firms in Yanbu are often faster and cheaper than mobilising from elsewhere. Check how many staff are actually based in the city, and ask for references from plants in the Royal Commission area before awarding work.
Yanbu is three places in one. Yanbu Al-Bahr is the older seafront town where most residents live, Yanbu Al-Nakhal is a separate inland area about 47 km away, and Yanbu Al-Sina'iya in the south holds the industrial city. The industrial city is planned and run by the Royal Commission for Jubail and Yanbu, which was established on 21 September 1975 and answers to the Council of Ministers. Its mission is to plan and manage energy-intensive and petrochemical cities, and gas collected from oil operations is meant to feed their plants. In April 2026 Arab News, citing the commission's annual report, put total investment in the Jubail and Yanbu industrial cities above SR1.5 trillion by the end of 2025, and described Yanbu as a refining and downstream processing centre. Wikipedia lists three refineries, a plastics facility and several petrochemical plants in the city.
The expansion known as Yanbu-2 was launched in July 2005 on about 66 square kilometres, with a plan for 34 basic and secondary industries and 224 light industries. Those are 2005 plan figures. On 9 April 2025 Aramco and Sinopec signed a framework agreement to advance engineering studies for a petrochemical expansion at the Yasref refinery, with a 1.8 million tonne a year steam cracker and a 1.5 million tonne aromatics complex. Aramco described it as a study-phase project.
King Fahd Industrial Port is described as the largest port for loading crude oil and petrochemicals on the Red Sea, with terminals for general cargo and containers, bulk cargo and crude oil. The East-West crude pipeline from the Eastern Province ends here. In May 2026 Mawani, a shipping line and SABIC announced the Red Sea Express container service linking the port with Ain Sokhna in Egypt and Aqaba in Jordan, at up to 1,100 TEU. In December 2025 Mawani signed a SAR 29 million logistics agreement with a logistics company for a 120,500 square metre cargo and storage site at a Yanbu port. The airport has domestic flights to Jeddah, Riyadh and Dammam. Medina lies roughly 160 km east by road, so inland deliveries often route through it.
Inside the industrial city, the Royal Commission handles land, utilities and investor services. Port matters go through Mawani and the port operator, customs through ZATCA, and building permits through the municipality. Fire and life safety approvals come from the General Directorate of Civil Defense, and medical products need Saudi Food and Drug Authority authorisation. Confirm the current steps with each body before you commit to a delivery date.
Refining, petrochemicals and port operations buy valves, pumps, coatings, gases, instrumentation and safety gear. Contractors follow plant shutdowns, and about 332,000 residents (2022 census) support housing, clinics and food supply.
