Bonds and guarantees in Saudi Arabia are bank promises to pay a beneficiary if a contractor or supplier fails to perform, issued as bid, performance, advance payment and retention guarantees. This page explains SAMA rules for government contracts, tender percentages, extensions, the documents to prepare and how to choose an issuer.
A refining and port city needs a long tail of specialist trades. Under other industrial and B2B services, the strongest Yanbu demand is for marine equipment, ship chandlers and marine paints and coatings. King Fahd Industrial Port anchored 27 ships in the new zones set up in February 2024, and Mawani has signed a bunkering deal at the port, so vessels waiting offshore need supplies, repairs and fuel.
Industrial plants employ large contractor crews, which creates demand for uniforms and workwear, safety training programs and welding certification. The city also holds a glass plant, so flat glass and refractory materials for furnaces and kilns are local business categories. Companies that move product through the port often need import export licensing, trade finance and industrial insurance, typically arranged from Jeddah or Riyadh offices.
For marine items, check that equipment is approved for ship use and that the supplier has a port access pass. Chandlers should confirm anchorage delivery by launch and lead times when a vessel arrives. For training, confirm that certificates are recognised by the plants in the industrial city, and that trainers are accredited. For workwear, flame retardant and high visibility grades are usually required in process areas. An unclear specification slows everything, so describe quantities, standards and delivery point in post a requirement.
Where a service has no local base, ask how fast the provider can mobilise to Yanbu from Jeddah, which is the nearest large commercial centre on the Red Sea. Written response times, named contacts and clear invoicing arrangements save time when a vessel or plant is waiting.
Yanbu is three places in one. Yanbu Al-Bahr is the older seafront town where most residents live, Yanbu Al-Nakhal is a separate inland area about 47 km away, and Yanbu Al-Sina'iya in the south holds the industrial city. The industrial city is planned and run by the Royal Commission for Jubail and Yanbu, which was established on 21 September 1975 and answers to the Council of Ministers. Its mission is to plan and manage energy-intensive and petrochemical cities, and gas collected from oil operations is meant to feed their plants. In April 2026 Arab News, citing the commission's annual report, put total investment in the Jubail and Yanbu industrial cities above SR1.5 trillion by the end of 2025, and described Yanbu as a refining and downstream processing centre. Wikipedia lists three refineries, a plastics facility and several petrochemical plants in the city.
The expansion known as Yanbu-2 was launched in July 2005 on about 66 square kilometres, with a plan for 34 basic and secondary industries and 224 light industries. Those are 2005 plan figures. On 9 April 2025 Aramco and Sinopec signed a framework agreement to advance engineering studies for a petrochemical expansion at the Yasref refinery, with a 1.8 million tonne a year steam cracker and a 1.5 million tonne aromatics complex. Aramco described it as a study-phase project.
King Fahd Industrial Port is described as the largest port for loading crude oil and petrochemicals on the Red Sea, with terminals for general cargo and containers, bulk cargo and crude oil. The East-West crude pipeline from the Eastern Province ends here. In May 2026 Mawani, a shipping line and SABIC announced the Red Sea Express container service linking the port with Ain Sokhna in Egypt and Aqaba in Jordan, at up to 1,100 TEU. In December 2025 Mawani signed a SAR 29 million logistics agreement with a logistics company for a 120,500 square metre cargo and storage site at a Yanbu port. The airport has domestic flights to Jeddah, Riyadh and Dammam. Medina lies roughly 160 km east by road, so inland deliveries often route through it.
Inside the industrial city, the Royal Commission handles land, utilities and investor services. Port matters go through Mawani and the port operator, customs through ZATCA, and building permits through the municipality. Fire and life safety approvals come from the General Directorate of Civil Defense, and medical products need Saudi Food and Drug Authority authorisation. Confirm the current steps with each body before you commit to a delivery date.
Refining, petrochemicals and port operations buy valves, pumps, coatings, gases, instrumentation and safety gear. Contractors follow plant shutdowns, and about 332,000 residents (2022 census) support housing, clinics and food supply.
