Alloy steel pipes in Saudi Arabia are mainly seamless chromium-molybdenum pipe to ASTM A335, used for steam, hot hydrocarbon and hydrogen lines at Jubail, Yanbu and Ras Tanura and in power plants. This page covers P11, P22 and P91, testing and certificates, Aramco rules, SABER, humid coastal storage, and price and lead time.
Within the metals and fabrication sector, Khobar's strength is paperwork and procurement: purchase orders, material certificates and inspection records are managed from offices here while the cutting, rolling and welding happens in Dammam and Jubail yards.
Khobar trades metal more than it makes it. The steel tube, rebar and pipe mills are in Dammam's Second Industrial City, where plants such as large diameter pipe and tube makers have been reported, and larger mills are at Jubail. Khobar's role is the sales and procurement office: stockists, contractors and fabrication firms buy steel products, pipe fittings and flanges and stainless steel here for jobs elsewhere. See the full metals and fabrication sector for other cities.
Oil and gas contractors in the city commission piping spools, structural steel, tanks and pressure vessels from workshops in Dammam or Jubail, then manage quality from their Khobar offices. Welder qualification, material test certificates and inspection hold points are written into the purchase order by the client, so expect to supply a welding procedure and a material traceability file.
Ask for mill test certificates that match the heat number stamped on the material, and the grade and specification written in full, for example the product standard and not just a trade name. Stockists in the Dammam area often hold common carbon steel plate and pipe, while exotic grades may need to be imported, so confirm lead time before you promise a schedule. Check that a fabricator has a qualified welding procedure for your material and that third party inspection can be arranged for the weld checks your client requires.
Pipe, flange and fitting standards are covered in our pipe fittings and flanges standards guide. To compare quotes on one specification, post a requirement.
Surface treatment such as galvanizing and coating is also done in the Dammam area; confirm the coating spec and thickness before fabrication starts.
Khobar is the commercial and residential core of the Dammam metropolitan area, so most of its business is offices, trading, hospitality, healthcare and services rather than heavy plant. The 2022 census counted 409,549 people in the city and 658,550 in the governorate, and the city sits between Dammam and Dhahran, the headquarters of Saudi Aramco, about twenty minutes from each. Its streets follow a grid, with older markets around Suwaiket Street and shopping malls elsewhere. The two universities nearby, King Fahd University of Petroleum and Minerals and Prince Mohammad bin Fahd University, add engineering and research demand.
Factories are a short drive away. Dammam First Industrial City is reported to hold 124 factories, and Dammam Second Industrial City spreads over about 6,000 acres along Highway 615 with some 120 operating plants and more under construction. The Dhahran to Jubail Expressway leads north to Jubail Industrial City for large petrochemical and heavy industry. Khobar buyers usually order from the estates and have goods delivered into town.
Khobar once served as Aramco's early port, but commercial shipping later moved to King Abdulaziz Port in Dammam, which handled about 2.04 million TEU of capacity in 2022, and petroleum exports moved to Ras Tanura. A new waterfront port is described as under construction south of the South Corniche. King Fahd International Airport is roughly 50 km away, reached by the Khobar to Dammam Highway (605). The nearest railway station is in Dammam, on a 449 km line through Abqaiq and Hofuf to Riyadh.
The King Fahd Causeway to Bahrain opened on 25 November 1986 and is about 25 km long. After works completed in June 2020 it reopened for commercial transit traffic, with new gates on the Saudi side. Rules for trucks change, so ask your forwarder for the current customs procedure before you plan a Bahrain leg.
Building and municipal matters fall under Al-Khobar Municipality, one of five municipalities in the Eastern Province Amana, which is headquartered in Dammam and reports to the Ministry of Municipalities and Housing. Factory land and ready units in the industrial cities come through MODON. Private hospitals work with the Ministry of Health, and fire and life safety approvals come from Civil Defense. Customs clearance is handled by ZATCA at the port or border. Check each authority's own platform for the current steps.
Oil and gas contractors and engineering firms keep offices here to be near Aramco. Hospitals, malls, hotels and towers need cooling, security, cleaning and maintenance. The governorate reports eight hospitals with 2,809 beds, and private hospital capacity has kept growing, so medical supply is a steady buyer.
