What does professional and engineering services cover in Saudi Arabia?
In Saudi Arabia, the sector groups the providers a project or plant hires for people and know-how: the engineering office that designs and submits plans, the contractor that builds, the certifier and the third-party inspector who confirm quality, the surveyor, the project manager and the agency that provides technicians. Because these firms sell competence rather than goods, the buyer's checks are about who is accredited to practise, who is classified to build, and who carries liability if something goes wrong.
Buyers include Aramco and SABIC affiliates, utilities, Royal Commission industrial cities, government entities running Vision 2030 programmes, developers and manufacturers. On a typical project the owner appoints an engineering consultancy to design and obtain approvals, awards construction to an EPC or trade contractor, brings in inspection and testing firms at vendor works and on site, and often hires project management and supervision to run the whole thing. Plants in operation buy the same services in smaller pieces around maintenance and turnarounds.
Service families in this sector
Every family links to its own page listing service types, Saudi approvals and the firms that provide them.
Engineering consultancy
The engineering consultancy family takes in feasibility studies, FEED, detailed design, design approvals and site supervision. It includes mechanical, electrical and plumbing design, process engineering for plants, structural, geotechnical, environmental, marine and value engineering. In the Kingdom the design office is the party that starts a building permit on Balady, so its licence and the accreditation of its engineers are the first things to check.
Certification and compliance
Certification and compliance covers the bodies and advisers that get a company or a product certified: ISO 9001, 14001 and 45001 management system certification, API Monogram and Spec Q1 support, ASME programmes, CE marking, product testing and quality consulting. Imported regulated products also need SABER certificates; the SASO and SABER guide explains that route.
EPC and contracting
EPC and contracting includes EPC contractors taking full design and build responsibility and trade contractors for civil, mechanical, electrical, piping, insulation and coating work. For government projects, contractors are classified by the Ministry of Municipalities and Housing (MoMAH) by field and grade; for Aramco and other national companies, vendor registration and the iktva score come first.
Inspection and testing
The inspection and testing family includes third-party inspection and expediting at manufacturers, NDT of welds, castings and pressure parts, coating inspection, pressure testing, rope access and drone surveys of assets. Laboratories, inspection bodies and certification bodies in the Kingdom can be accredited by the Saudi Accreditation Center (SAAC).
IT and digital services for industry
IT and digital services for industry covers OT and control system cybersecurity, digital twins of plants and assets, ERP rollouts, industrial software and cloud services. MoMAH's 2026 classification update lists IT and cybersecurity among the fields it classifies, so a government buyer may ask for a classification certificate here too.
Manpower and recruitment
Manpower and recruitment supplies skilled trades and craft labour, technical manpower, offshore crews and engineering recruitment. Any engineer supplied to practise in the Kingdom needs Saudi Council of Engineers accreditation, and the employer can be penalised for using one who does not have it.
Project management
The project management family covers owner-side PMC, construction supervision, cost estimation and quantity surveying, commissioning and turnaround services. On Balady building permits a supervising office is named for each project, which makes supervision a formal role and not just an advisory one.
Surveying and mapping
Surveying and mapping provides topographic surveys, land surveying, hydrographic work for ports and coastal projects, 3D laser scanning and GIS and mapping. A Balady building permit starts from the plot's survey report, so survey quality affects the permit as well as the design.
Where is engineering services demand concentrated in Saudi Arabia?
Saudi demand is spread across three regions with different buyers, and many firms keep offices in more than one.
- Eastern Province: Dhahran, Dammam, Al Khobar and Jubail, home to Aramco, SABIC and the Jubail industrial city run by the Royal Commission for Jubail and Yanbu. Oil, gas, petrochemical and utilities work dominates, with heavy use of inspection, NDT and shutdown manpower.
- Riyadh: government ministries, giga-project owners, developers and headquarters of many contractors and consultancies. This is where most government tenders, classification-dependent contracts and PMC appointments are decided.
- Western region: Jeddah, Yanbu and the Red Sea coast, with port, desalination, refining and tourism-related infrastructure, and marine and hydrographic work.
- Industrial cities: MODON industrial cities such as Sudair, where manufacturers buy plant design, ISO certification and product testing for SABER.
Which registrations and approvals apply to engineering services in Saudi Arabia?
As of 2026, anyone practising engineering in Saudi Arabia needs professional accreditation from the Saudi Council of Engineers, engineering offices need a licence for the activity, contractors on government work need MoMAH classification, and certifiers and labs show accreditation. Local content scoring adds iktva for Aramco work and LCGPA rules for government purchases.
| Requirement | Applies to | Who sets it |
|---|---|---|
| Commercial registration (CR) with the engineering activity | Every Saudi firm | Ministry of Commerce |
| Professional accreditation of engineers and technicians | Every engineering practitioner in the Kingdom | Saudi Council of Engineers (SCE) |
| Contractor classification by field and grade | Contractors on government projects; fields now include construction, IT, cybersecurity and O&M | Ministry of Municipalities and Housing, through Balady |
| Saudi Building Code compliance of designs | Building permits submitted on Balady | Checked by technical inspection companies, approved by the municipality |
| Accreditation of labs, inspection and certification bodies | Testing, inspection and certification providers | Saudi Accreditation Center (SAAC), or a foreign body in the GAC arrangement |
| SABER product certificates | Imported regulated products | SASO |
| iktva certificate and score | Suppliers and contractors to Aramco | Aramco |
SCE accreditation is enforced. Article 11 of the Law of Practicing Engineering Professions requires every engineering practitioner to hold professional accreditation. In August 2024 Gulf News reported a Riyadh court sentencing an unaccredited engineer to six months in prison and a SR50,000 fine, with his employer fined SR100,000. For a buyer, the practical step is to ask for the SCE accreditation numbers of the engineers named in a proposal.
Four roles on a Balady permit. The Balady building permit service, as published in 2026, records separate parties for each stage. The owner delegates a design engineering office, which prepares the architectural and structural designs and submits them. A technical inspection company, assigned through the insurer, audits the designs against the Saudi Building Code and returns them with comments or passes them to the municipality, which issues a design approval certificate. The design office then names a supervising office and a building contractor, the insurer issues a policy, and the permit only becomes usable once that policy and the municipal fees are paid. For a buyer this means the design office, supervising office and contractor are three appointments with three sets of credentials to check, and the inspection company's comments are a cost and time item in the design programme.
What SCE accreditation does not tell you. Accreditation confirms that an individual engineer may practise in a given specialty and grade. It does not confirm that the engineer has designed the kind of facility you are building, or that the office has capacity this quarter. Treat it as the entry ticket and then judge experience on reference projects, ideally ones you can visit or call the owner about.
Contractor classification moved fully online. On 28 September 2026 MoMAH launched an updated classification mechanism on Balady that rates applicants on technical and financial capacity, past experience and institutional capability, and lets government agencies verify certificates electronically. Grades and thresholds have changed over the years, so check the current certificate on Balady rather than relying on an older printout.
Local content: Aramco reports that iktva reached its 70% local content target in early 2026 and now aims for 75% by 2030. How iktva and Aramco vendor registration work is set out on the Saudi oil, gas and petrochemicals page, and how local content affects service firms more broadly on the other industrial and B2B services page.
How should you select an engineering firm in Saudi Arabia?
Select by the act you need the firm to be legally responsible for. Designing, supervising and signing drawings needs a licensed engineering office with SCE-accredited engineers; building needs the right classification for government work or vendor approval for Aramco; certifying and inspecting needs SAAC or equivalent accreditation for the exact scope.
| Provider type | When it fits | Documents to request |
|---|---|---|
| Saudi engineering office or contractor | Balady permits, government tenders, repeat plant work, anything scored for local content | CR, engineering office licence, SCE accreditation of the named engineers, MoMAH classification where needed, iktva certificate where scored |
| International firm with a Saudi entity | FEED for large plants, specialist design, PMC on giga-projects | CR of the Saudi entity, which staff are in the Kingdom and accredited, professional indemnity limits, Saudization status |
| Accredited certification, testing or inspection body | ISO certification, SABER testing, third-party inspection for Aramco or SEC | SAAC or other recognised accreditation with scope, client approvals held, inspector qualifications |
| Manpower supplier | Shutdowns, short projects, peak loads | Licence for the activity, SCE accreditation for engineers supplied, competency and medical records |
Ask every design or supervision firm for professional indemnity insurance with a stated limit and period, and decide the minimum you need before tendering rather than after. Name the key people in the contract and require approval for changes. Spell out the interfaces between design office, supervising office, contractor and inspector, since Balady formally records each role. The supplier sourcing guide covers CR checks and RFQ structure, and you can post your requirement to receive proposals from firms listed here.
What affects the cost and timing of engineering services in the Kingdom?
Cost is driven by scope clarity, the approval path, the people required and the client's own rules. In practice:
- Scope and data. A firm quoting without survey, soil or existing-plant data adds allowance for unknowns.
- Approval path. A Balady permit passes through the technical inspection company, the municipality and then the contracting stage, and each set of comments sends the file back to the design office.
- Accredited staff. SCE accreditation, Saudization targets and the demand from giga-projects all affect the availability and rate of senior engineers.
- Client systems. Aramco, SEC and SABIC work carries vendor registration, HSE and document control requirements that a private building project does not.
- Liability terms. Indemnity limits, retention and penalty clauses are priced into the fee.
