What do engineering recruiters provide in Saudi Arabia?

Engineering recruiters in Saudi Arabia find, assess and present engineers, then support offers, contracts and mobilisation. Demand is spread across Jubail and Yanbu industrial cities, Dammam and Al Khobar service hubs, Riyadh design offices and the large construction programmes along the Red Sea and in the north west. The scope differs from general manpower supply, which covers labour crews, because an engineer is assessed on discipline, standards knowledge and project record rather than on trade skill.

Employers in the Kingdom usually pick one of four routes, and the choice affects how the engineer is counted under Saudization and who is liable for wages.

How do Saudization and Nitaqat affect engineering hiring?

Saudization is the policy of employing Saudi nationals in private sector roles, and Nitaqat is the classification system that grades establishments by their Saudization rate. HRSD announced that from 15 April 2026 Saudization rates under Nitaqat are calculated using employment contracts documented electronically on the Qiwa platform, and that a Saudi employee whose contract is not documented there does not count toward the rate. For an engineering firm this means that graduate engineers and project coordinators must be hired and documented properly, not informally.

The Ministry has also announced a decision to raise the Saudization rate for project management professions to 70%, working with the Ministry of Municipalities and Housing. If your engineering team includes planners and project managers, confirm with an adviser how that decision applies to your activity before you set the recruitment plan.

Which Qiwa and wage rules apply to an engineer you hire?

Qiwa is the unified gateway for labour services, and an establishment manages contracts and transfers through it. The transfer service lets a business request the transfer of a non-Saudi employee currently working for another employer, by choosing the receiving establishment, adding the worker data and adding an employment contract for each worker. The page lists conditions that include a valid commercial register, valid work permits, a commitment to wage protection, a sufficient establishment credit and a suitable Nitaqat range.

Wages are monitored under the Wage Protection Program, where employers submit wage files through the Mudad platform. HRSD reports that more than one million establishments are registered, about 94% of private sector establishments. A documented contract can also act as an enforceable instrument for the wage clause. Practical consequence: an engineer supplied through an agency should be paid by an employer that appears in Mudad, and you can ask the agency to confirm that.

RequirementWhat to do as a buyer
Contracts documented on QiwaAsk who documents the contract and whether it is visible to your own establishment account
Wage Protection Program via MudadAsk for the employer's compliance position for contract staff
Licensed recruitmentVerify the agency's licence with HRSD before payment; the Ministry has publicised licence revocations in the recruitment sector
Fees and documentsWrite into the agreement that no candidate pays a recruitment fee and no original documents are held

The fee and document lines are a buyer-side procurement standard, written into the agreement as good practice rather than quoted from a Saudi rule. Musaned is the platform for domestic worker recruitment, not for engineers.

How does Saudi summer work affect site engineering roles?

Outdoor work in direct sun in the private sector has a midday stop from 15 June to 15 September, between 12:00 and 15:00. Site engineers, inspectors and supervisors in Jubail, Riyadh and the Eastern Province plan their days around that window, so ask the project how inspection and testing are scheduled before you accept a start date. Heat stress guidance is in our article on PPE and heat stress for outdoor work in the Gulf.

How do you check an engineering recruiter in Saudi Arabia?

Check licence, employer of record, discipline track record and payroll compliance, in that order. Many Riyadh and Dammam agencies advertise broadly, so a short vendor file matters.

  • Ask for the licence details and the legal entity that will contract.
  • Ask how the engineer's contract is documented on Qiwa and whether Saudization credit is claimed or relevant.
  • Ask for references in your discipline and owner environment, for example Aramco or SABIC projects, and call them.
  • Agree a replacement period, a notice period and a data handling clause for candidate CVs.

A foreign company wanting to supply staff into the Kingdom from outside should take Saudi legal advice on whether that counts as doing business there. To collect responses from several Saudi agencies, post your requirement.

What drives engineer search time and agency charges in Saudi Arabia?

Scarcity of the profile, the owner's approval process, transfer rules, and notice periods drive time. Agency charges are structured as a share of the annual package, a retained search arrangement, or a mark-up on contract rates, and each should be agreed in writing with replacement terms. Also compare technicians separately under technical manpower supply and trades under skilled labour supply, which have their own rules on transfer and accommodation.

What does ethical engineering recruitment involve in Saudi Arabia?

For an engineer coming from abroad, the key protections are a clear written offer before travel, a contract documented on Qiwa after arrival, and wages paid through a system the Ministry can monitor. Ask the agency to supply the offer terms in the engineer's language of work, with job title, site, working hours, allowances and the employing entity stated, and keep the signed version on file.

Ask overseas partner agencies to confirm in writing that candidates were not charged for placement. The Ministry has publicly acted against recruitment offices for conduct such as collecting recruitment costs outside the official platform, which shows that regulators look at the money trail. Although that action concerned the domestic worker platform, the principle of transparent costs applies equally to professional placements.

Engineers should also keep control of their own identity documents and certificates. A responsible employer or agency keeps copies for the file and returns originals, and it never makes release of documents a condition of payment or of resignation. Put the standard into your supplier code so that every agency you use is held to it, and record any breach in the vendor file for review at renewal.

Frequently Asked Questions — Engineering Recruitment

What is engineering recruitment in Saudi Arabia?
It is the sourcing and placement of engineers for Saudi employers such as contractors, plants and consultancies. The agency finds and screens candidates, and the engineer is then employed on a documented contract by your company or by a licensed supplier.
Do engineers count toward Saudization?
Saudization measures Saudi nationals in your workforce under Nitaqat. HRSD says that from 15 April 2026 the rate is calculated from contracts documented on Qiwa, so Saudi graduate engineers only count when their contracts are properly documented there.
Can I transfer an engineer who already works in Saudi Arabia?
Yes, through the employee transfer service on Qiwa, where the receiving establishment adds the worker data and an employment contract. The page lists establishment conditions such as valid work permits and a commitment to wage protection.
How are engineers' wages monitored in Saudi Arabia?
Under the Wage Protection Program, employers submit wage files through the Mudad platform so the ministry can check payment on time and in the contracted amount. Ask any contract supplier to confirm its compliance before you rely on it.
How do I check that a Saudi recruitment agency is licensed?
Ask for the licence details and verify them with HRSD before paying. The Ministry has revoked and suspended licences of recruitment offices and has reported unlicensed establishments, so a documented check protects you from a supplier that may be shut down.
Is Musaned used to recruit engineers?
No. Musaned is the national platform for domestic worker recruitment run under HRSD. Engineers are hired directly, through licensed agencies or manpower companies, with contracts documented on Qiwa rather than through Musaned.
Does the midday work ban apply to site engineers in Saudi Arabia?
Outdoor work under direct sun in the private sector stops between 12:00 and 15:00 from 15 June to 15 September. Site engineers and inspectors working outdoors plan around it, while office engineers are unaffected.
