What is included in cement and concrete in Saudi Arabia?

In Saudi Arabia, cement and concrete covers hydraulic binders and everything made from them: bagged and bulk cement, ready-mix, chemical admixtures, masonry units, pavers, precast members and fibre-reinforced concrete. ListGCC files this family under structural materials for Saudi construction, and buyers often source it with structural steel, rebar and steel decking and with formwork timber and plywood for the same frame works.

SASO groups these products together under one technical regulation (see the standards section below), so the product list on a Saudi purchase order lines up closely with the regulation's annex. The table maps each product group to its use on Saudi projects and the standard the SASO annex links it to.

How do Saudi desert and coastal conditions change concrete choices?

Inland, the problem is hot, dry, windy air that pulls water out of fresh concrete; on the Gulf and Red Sea coasts, the problem is saline soil, groundwater and humid salt-laden air acting on the hardened concrete and its reinforcement. A good Saudi specification handles both.

Riyadh, Qassim and the interior

ACI PRC-305-20 explains how high temperature, low humidity and wind cause problems in mixing, transport and placing, and sets out practices for material selection, precooling, batching and curing. For Riyadh and other inland sites that translates into cooled mixing water, retarders, wind breaks and shading on large slabs, fogging or evaporation retarders on exposed surfaces, and curing that starts immediately and continues for the specified period. Large daily temperature swings in the interior also matter for thermal cracking in thick sections, so mass pours need a temperature control plan agreed with the engineer.

Dammam, Jubail and Jeddah

In the Eastern Province around Dammam, Al Khobar and Jubail, and along the Red Sea at Jeddah and Yanbu, buried and splash-zone concrete faces sulphates and chlorides. The usual response is sulphate-resisting or blended cement chosen from the soil and groundwater analysis, low permeability mixes, cover to steel set by the durability design, and in severe cases corrosion inhibitors or surface protection systems (the SASO annex lists EN 1504-2 for concrete surface protection). GSO 1914, which the SASO regulation references for Portland cement, includes Type V for high sulphate resistance.

Which SASO rules and Saudi codes apply to cement and concrete?

Cement and ready-mix concrete placed on the Saudi market must carry the Saudi Quality Mark or its equivalent, and the other products in this family need a certificate of conformity from a SASO-approved notified body. Both rules come from the SASO Technical Regulation for Building Materials, Part 3 (hydraulic binders and related products), checked in its January 2022 amended English translation in October 2026. Structural design is separately governed by the Saudi Building Code.

The regulation also states that compliance with it does not replace compliance with the Saudi Building Code, so a certified cement still has to be used in a design that meets SBC 304. SASO's list of accepted inspection bodies for Saudi Building Code work, updated in September 2026, names SBC 304 among the codes those bodies inspect against. Shipments are matched to their certificates through the SABER platform; our guide to SASO and SABER certificates walks through product and shipment certificates. Note that the annex says the listed standards are subject to revision and suppliers must use the latest versions, so check edition dates on test reports.

Who supplies cement and concrete in Saudi Arabia?

Saudi Arabia has a large domestic cement industry, with producers spread across the central, eastern, western and southern regions, so most cement on Saudi projects is local. Ready-mix is supplied by plants within haul distance of each city, while admixtures come from construction chemical companies with Saudi or regional blending and technical service teams.

Saudi cement producers on ListGCC include Yamama Cement, which has historically served the Riyadh region with ordinary Portland, sulphate-resisting and pozzolana cements; Saudi Cement, based in Dammam and supplying the Eastern Province; and Southern Province Cement, which serves the southern and western regions. Admixture and concrete chemical brands include Sika, Fosroc, Master Builders Solutions, Chryso (now part of Saint-Gobain) and DCP, whose ranges cover superplasticisers, retarders, repair mortars and protective systems.

When you shortlist, ask each cement supplier for its Saudi Quality Mark licence for the exact cement type, and each admixture supplier for its certificate of conformity. Ask ready-mix plants which cement source they use, because switching cement can mean a new trial mix. The sourcing guide for the UAE and Saudi Arabia covers commercial registration and other checks. To collect comparable prices, post your cement or ready-mix requirement with quantities, grades and the city.

What affects cement and concrete prices and delivery times in Saudi Arabia?

Saudi concrete costs are set by the mix, the quantity and pour sequence, and the haul from plant to site; Saudi cement costs by type, packing and delivery distance. Long distances between cities and remote project sites make transport a bigger share of the price than many buyers expect.

  • Cement type and packing: sulphate-resisting, pozzolanic, blended or white cement versus OPC, and bulk tanker versus bagged.
  • Grade and durability requirements: higher strengths, low permeability and corrosion protection add binder and admixtures.
  • Cooling: chilled water, ice and night deliveries during summer.
  • Location: sites far from the nearest plant may need a mobile batching plant, which changes both cost and lead time.
  • Certification and testing: Quality Mark licences, conformity certificates, trial mixes and third-party testing.
  • Precast: design approval, moulds and heavy transport permits for large members.

Plan for mix approval and trial batches before the first pour, and for precast shop drawing approval before casting begins. Imported specialist products, such as some admixtures or fibres, also need their conformity certificates in place before shipment, or they wait at the port.

Frequently Asked Questions — Cement & Concrete

Does cement need the Saudi Quality Mark?
Yes. Under the SASO Technical Regulation for Building Materials Part 3, the supplier placing cement or ready-mix concrete on the Saudi market must hold the Saudi Quality Mark or its equivalent. Other products in the regulation, such as admixtures, blocks and precast items, need a certificate of conformity from a SASO-approved notified body instead.
Which certificate do concrete admixtures need in Saudi Arabia?
Concrete admixtures sold in Saudi Arabia fall under the SASO Technical Regulation for Building Materials Part 3 and need a Type 3 certificate of conformity issued by a SASO-approved notified body, plus a technical file with the supplier declaration of conformity and risk assessment. Shipments are then linked to the certificate through SABER.
Which code governs concrete structures in Saudi Arabia?
Concrete structures in Saudi Arabia are designed and built to the Saudi Concrete Structures Code, SBC 304, part of the Saudi Building Code. SASO's regulation for cement and concrete products states that product compliance does not replace compliance with the Saudi Building Code, so both apply on every project.
How do contractors pour concrete in a Riyadh summer?
In a Riyadh summer, contractors use cooled mixing water or ice, retarding admixtures, shading and wind breaks, and night or early morning pours, then start curing straight away. ACI PRC-305-20 is the usual guide for hot, dry and windy conditions. The specification sets the maximum concrete temperature at delivery.
What cement is used near the coast in the Eastern Province?
For buried and marine-exposed concrete around Dammam, Al Khobar and Jubail, engineers commonly specify sulphate-resisting or blended cement chosen from the soil and groundwater analysis, with low permeability mixes and adequate cover to reinforcement. GSO 1914, referenced by SASO for Portland cement, includes Type V for high sulphate resistance.
What should a Saudi ready-mix concrete quotation include?
A Saudi ready-mix quotation should state the grade, cement type and source, admixtures, water to cement ratio, slump, temperature control, pump charges, minimum load, testing, the plant location and the producer's Saudi Quality Mark. Comparing offers on these points avoids surprises when the first deliveries are tested.
