ASME Certification Suppliers, Saudi Arabia

ASME certification in Saudi Arabia lets a boiler, pressure vessel or parts manufacturer show that its quality system has been reviewed by ASME, and where the code requires it supported by an authorized inspection agency, before it applies marks such as the U stamp. This page explains the programmes, the steps, who inspects in the Kingdom, and how it sits beside SASO and SABER.

What does ASME certification cover for Saudi fabricators?

ASME runs certification and accreditation programmes for organisations that build equipment to its codes. Its programme list includes boiler and pressure vessel certification for manufacturers' quality control systems, parts certification for companies fabricating parts from a certificate holder's designs, bioprocessing equipment certification, reinforced thermoset plastic corrosion-resistant equipment certification, nuclear programmes, accreditation of authorized inspection agencies and accreditation of pressure relief device test labs.

In Saudi industry the pressure vessel programme is the one most often met: separators, heat exchangers, air receivers, storage vessels and boilers built for Jubail, Yanbu, Ras Tanura and other process sites. Apave names the U stamp for unfired pressure vessels and the R stamp, under the National Board's scheme, for repair and alteration. The service belongs to certification and compliance services in Saudi Arabia.

What steps does ASME require before a certificate is issued?

ASME's process page describes four stages. In preparation the applicant reviews the programme, decides the scope, obtains the required standards, writes a quality manual, trains personnel and, if the standard requires it, enters an agreement with an authorized inspection agency. In application it creates an account, submits the forms and signs the accreditation and certification agreement; ASME states that proper forms and fees must be submitted before it issues a review or survey date. In the review ASME evaluates the quality manual and whether the programme is implemented, and the team leader submits a written report. Finally ASME reviews the report and authorises the certificate or asks for further action.

ASME also notes that certificate holders can request changes to their certificates after issue. A Saudi shop planning to extend its scope, for example to larger diameters or added code sections, should ask early whether the change needs a new review.

Who inspects ASME work in the Kingdom?

Authorized inspection agencies inspect certificate holders during manufacture. Apave says it has offices in Saudi Arabia as well as the UAE, Qatar, Kuwait and Oman, with more than 35 years of experience in the region, and that its inspectors provide audits and assessments to help clients reach certification. DNV states on its Middle East page that it is accredited as an authorized inspection agency, can grant pressure vessel manufacturers the ASME certification code stamp, and performs in-service inspection including repairs and alterations under the National Board Inspection Code. Check the current list of agencies on ASME's website before you choose one.

Apave also states that ASME certification is recognised in nearly 100 countries. A Saudi vessel maker with the right marks can therefore bid for work abroad, and a Saudi owner can buy stamped vessels from overseas shops. See pressure vessel fabrication, heat exchangers for refineries and third party inspection for related categories.

How do Saudi buyers read an ASME certificate and data report?

A buyer should look for the certificate holder's name and address, the scope and code section, the expiry date and the stamp. Apave says authorisation certificates are generally valid for three years, with the H (Section IV) and UM (Section VIII, Division 1) certificates lasting one year, so always read the dates.

  1. Match the certificate holder to the shop that actually built the vessel, not only its parent or trader.
  2. Check the scope: a certificate for one stamp does not cover another.
  3. Ask for the manufacturer's data report and nameplate rubbing or photo.
  4. Confirm which inspector signed and for which agency.
  5. Keep the documents in the vessel dossier for the owner's records.

Which approvals sit beside ASME certification in Saudi Arabia?

RequirementWhat it coversWho sets it
ASME certification marks and stampsManufacturer quality system and code complianceASME, with an authorized inspection agency
National Board R stampRepair and alteration of pressure equipmentNational Board
SASO technical regulations and SABERRegulated products imported into the Kingdom; see our SASO and SABER guideSASO
Owner or operator specificationsProject level inspection and witness pointsThe operator or EPC contractor

An ASME stamp is not a Saudi government certificate, and it does not replace SABER registration for goods that fall under a SASO regulation. Whether a given imported vessel or boiler is regulated depends on its classification, so ask the importer of record. Companies in oil and gas also pursue API certification, and exporters to Europe may need CE marking services.

How do you choose an ASME certification partner in Saudi Arabia?

  • Ask which programmes and code sections the provider has supported, and at what kind of shop.
  • Confirm that an inspection agency is accredited for your programme.
  • Request a written gap analysis of your manual against ASME requirements.
  • Check how corrective actions are tracked after the review.
  • Do not accept guarantees: ASME decides the outcome.

To compare Saudi providers, post your requirement with the equipment type and code section.

What affects cost and timing for ASME certification in Saudi Arabia?

ASME collects fees before a review date, but this page does not quote them. Time and cost depend on how complete the quality system is, the scope, the number of sites, the availability of an authorized inspector and the speed of corrective action. A shop that already runs an ISO 9001 system has a head start but still needs ASME-specific procedures. Begin before the tender requires the stamp, because review dates are set by ASME after the application is complete.

What goes wrong when buying stamped vessels in Saudi Arabia?

The most common problem is a certificate that does not match the item: the stamp is real but belongs to a different plant, expires before delivery or covers another code section. Another is a missing data report at handover, which leaves the owner unable to register or insure the vessel. A third is site modification after inspection, such as extra nozzles welded on in the field, which can void the original stamp unless the work is carried out by a shop with the right repair authorisation.

Ask the supplier to send the certificate copy, the data report and the inspection release in one pack before shipping, and have an inspector confirm the nameplate on arrival. For vessels coming from abroad, add the SABER question to the same checklist so customs clearance and code compliance are settled together. If repairs are needed in service, check the contractor's R stamp scope before work begins.

Frequently Asked Questions — ASME Certification

What is ASME certification in Saudi Arabia?
It is a quality programme from ASME for manufacturers that build equipment to its codes. The manufacturer is reviewed by ASME and, where the code requires it, works with an authorized inspection agency before using the certification mark.
What does the U stamp mean?
Apave describes the U stamp as the mark for unfired pressure vessels. Ask for the data report and inspector sign-off with the vessel, and check that the certificate holder matches the shop that built it.
Which agencies inspect ASME work in the Kingdom?
Authorized inspection agencies accredited by ASME do this work. Apave lists a Saudi office and DNV describes itself as an accredited agency in the Middle East, so check the current ASME list for your programme.
Does ASME certification replace SASO or SABER?
No. ASME covers code compliance and the manufacturer quality system, while SASO and SABER control conformity of regulated products entering the Kingdom. Ask your importer how the item is classified.
How long is an ASME certificate valid?
Apave states that authorisation certificates are generally valid for three years, with the H and UM certificates lasting one year. Always read the dates on the actual certificate you are given.
What does the ASME review look at?
ASME evaluates the applicant quality manual and whether the quality programme is implemented. The review team leader submits a written report, and ASME then authorises the certificate or requests further action.
Can a consultant guarantee ASME approval?
No. Consultants can prepare the manual and train staff, but ASME decides after its review. Be wary of any provider that promises or guarantees a stamp in advance.
